However, the dependence of GDP levels on its history of shocks, what economists refer to as “hysteresis,” argues for unifying the analysis of growth and cycles. In this paper, we review the recent empirical and theoretical literature that motivate this paradigm shift. The renewed interest in hysteresis has been sparked by the persistence of the Global Financial Crisis and fears of a slow recovery from the Covid-19 crisis. The findings of the recent literature have far-reaching conceptual and policy implications. In recessions, monetary and fiscal policies need to be more active to avoid the permanent scars of a downturn. And in good times, running a high-pressure economy could have permanent positive effects.

Yet most of us never have enough to buy all the things we want. If you still do not believe that economy is not important, consider the following: Does everyone need food to eat? Does everyone need a decent place to live? Does everyone have access to healthcare? In every country in the world, there are people who are hungry, homeless (for example, those who call park benches their beds), and in need of healthcare, just to focus on a few critical goods and services. Why is this the case? All of these problems will be understood if we understand the economy and its impact on our lives.

The reforms to the EU Cohesion Policy contain many different elements each of which interlink in order to provide a cohesive overall framework. Some of the key elements in the reforms, however, relate to the conditionalities employed and their effects on policy governance and the control mechanism, the smart specialization approach to policy prioritization and resource allocation, the underlying place-based logic of the policy, and the overall results orientation and evaluation emphasis of the policy. In each of the areas of the EU Cohesion Policy reforms, many different scholars from the fields of regional studies, regional science and economic geography have played important roles in shaping the new policy, and the chapters here highlight these increasing interactions between the policy and academic spheres of debate. The collection of essays in this book each deal with specific aspects of these critical elements of the Cohesion Policy reforms. In particular, they examine some of the strengths and weaknesses of these individual elements and allowing for a better understanding of the origins and backgrounds of many of the ideas underpinning these reforms. Book excerpt: This monograph studies unemployment in relation to labor market vacancies throughout the United States, using a new set of data: the Survey of Firms from the Employment Opportunity Pilot Project, a labor market experiment conducted by the Department of Labor at 28 sites in 1979 and 1980. The monograph is organized in five chapters. The first chapter introduces the problem and explains the basis for the data analysis. Chapter 2 considers the characteristics of vacancies at the level of the firm. Chapter 3 turns to the relationship between unemployment rates and vacancy rates across local labor markets. Chapter 4 presents data on employment and sales growth for each of the 28 sites. The effects of recent demand shocks on local unemployment rates are then considered, as well as the role of persistent unemployment differences and migration. Chapter 5 contains a summary and conclusions, with implications for policy and further research. The document also includes a 48-item bibliography, an index, 27 tables, and 1 figure. (KC)

Book excerpt: In recent years, the earnings of young blacks have risen substantially relative to those of young whites, but their rates of joblessness have also risen to crisis levels. The papers in this volume, drawing on the results of a groundbreaking survey conducted by the National Bureau of Economic Research, analyze the history, causes, and features of this crisis. The findings they report and conclusions they reach revise accepted explanations of black youth unemployment. The contributors identify primary determinants on both the demand and supply sides of the market and provide new information on important aspects of the problem, such as drug use, crime, economic incentives, and attitudes among the unemployed. Their studies reveal that, contrary to popular assumptions, no single factor is the predominant cause of black youth employment problems. They show, among other significant factors, that where female employment is high, black youth employment is low; that even in areas where there are many jobs, black youths get relatively few of them; that the perceived risks and rewards of crime affect decisions to work or to engage in illegal activity; and that churchgoing and aspirations affect the success of black youths in finding employment. Altogether, these papers illuminate a broad range of economic and social factors which must be understood by policymakers before the black youth employment crisis can be successfully addressed.

We use micro Census data for 52 MSAs, and estimate effects separately by age and education group. The results show that industrial shifts did reduce demand for blacks and 1essskilled males in 1970s and 1980s. Demand shifts away from manufacturing, in particular, reduced employment and wages for black and white males. While the magnitudes of these effects are fairly small for many groups, they can account for one-third to one-half of the employment decline for less-educated young blacks in the 1970s. These results imply fairly large effects on the earnings of less-skilled males in the 1980s as well.
