Book excerpt: The article discusses the progress of changes in the area structure of individual farms and related to this changes in the number of workers in agriculture as well as the issue of unused labor resources in Poland. The research material are public statistics data (Polish Statistical Office - GUS) and the results of own research carried out at IAFE-NRI. A detailed analysis of the decline in the share of people working in agriculture among the total number of employed in our country indicates that in the recent period the scale of decline in the value of this indicator is accelerating. These tendencies were mainly the result of a much larger than before increase in the number of non-agricultural workers, especially among rural residents.

Book excerpt: Change in the socio-economic system and then the accession of Poland to the European Union as well as globalization changed the Polish agriculture demonstrating, at the same time, a number of its weaknesses. Transformations taking place in agriculture are significant not only in economic but also in social terms, especially in the context of ensuring food safety as well as performing functions of a non-market nature by the segment of the economy. The premise for substantiating the need to analyze changes in agriculture is also large support for this sector from public funds. For this reason, the possibilities to make development processes in agriculture more dynamic are of particular significance. In the paper results of a statistical-descriptive analysis of the process of structural transformations in agriculture in the first decade of the 21st century as well as factors determining the pace and directions of changes taking place are presented. The reasoning was based on selected indicators describing changes in basic agricultural structures which determine the economic potential and competitive capacities of agricultural farms to the main extent. Due to the significant regional diversity of the Polish agriculture, changes in the structures of the agricultural sector were also analyzed from this perspective. The paper refers to individual agriculture, constituting the dominant segment of the agricultural sector in Poland. It was based on data from common statistics as well as results of representative field studies conducted periodically by the Institute of Agricultural and Food Economics - National Research Institute (IERiGŻ-PIB) on a sample of approx. 0.2% of the actual number of individual farms.

Book excerpt: Poland's accession to the European Union resulted in acceleration of the transformation of agriculture which followed the path of agriculture development of economically developed countries. This transformation consists in a decrease in the number of farms, a drop in the share of agriculture in the social farm structure, but also a growth in the potential and production, land productivity, in particular farm labor productivity, while maintaining huge differentiation between farms. Analysis of the farm structure survey data carried out by the Statistics Poland between 2005 and 2016 points to speeding up the transformation of agriculture in Poland in the indicated direction. The analysis also enables to prepare a scenario of changes on family farms in the period up to 2030. When the scenario deviates from the desired direction - also under the influence of new circumstances - it is possible to take up policy actions to correct the scenario to some extent. The essence of these changes comes down not to the EU Common Agricultural Policy, but rather to national policies and also goes beyond the traditional scope of agricultural policy.

Book excerpt: The article presents changes that occurred in the structure of farms, including mainly family farms, in Poland and selected European countries, differing in the level of economic development and the political system, up to 1990. The first group of countries covered: Denmark, France, the Netherlands and Germany, while the second one: the Czech Republic, Slovakia, Hungary and Poland. Increasing the scale of production by expanding the area of farms turned out to be insufficient. In the countries of the first group, in France and Germany, mainly Eastern (former East Germany), there were tendencies to create group farms of simplified legal form. In 2016, over 60% of land was used in these forms in France, and more than 70% of land in East Germany. In the countries of the second group, including the Czech Republic, Slovakia and Hungary, after the systemic changes in 1990, the form of family farms did not fully recovered. Although they held a dominant position in the number of farms, in the use of land, their share did not exceed 50%. Most of the land remained in use of group forms: agricultural cooperatives and limited liability companies, which originated from former production cooperatives and state farms. In Poland, family farms remained the dominant legal form. The interest of Polish farmers in group forms of farming is negligible. Also agricultural production cooperatives, whose share in the use of land is small, do not arouse farmers' interest.

Book excerpt: Farm structures in Central and Eastern Europe (CEE) today cover a whole spectrum of forms, which include small subsistence-oriented household plots, medium-sized commercial family farms, and large corporations. The agricultural sector in CEE definitely has not embraced the family farm as the dominant farming structure, thus confounding the original expectations of Western experts. On the other hand, agriculture did not collapse because of fragmentation and privatization, as predicted by conservative doomsayers. To address the concerns of the farming sector in CEE with relation to EU accession, a workshop was held in Warsaw, Poland in June 1999. This volume represents a selection of papers presented at this workshop. It examines the reforms and policy changes necessary in the food and agriculture sectors of the ten countries that have started the accession process for eventual membership in the European Union (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia). The papers are organized around the following three topics: • Evolving farm structures and competitiveness in agriculture; • Land laws and legal institutions for development of land markets and farm restructuring; and • Development of farm services for improved competitiveness. This volume will be of interest to agricultural policy makers and government officials in the candidate countries, EU officials, World Bank and FAO staff, development scholars, and all others interested in the process of agricultural reform in CEE.
