The book also analyzes the region's phenomenal growth in recent decades in terms of structural transformation. Accelerating it is vital for the continued growth of developing Asia. But efforts to achieve full employment might be held back given that structural transformation requires massive labor shifts across sectors, and these are difficult to coordinate. Moreover, the goal of full employment was abandoned in the 1970s, and governments and central banks have since concentrated on keeping inflation low.

Book excerpt: The reallocation of labour force in an economy responds to the different levels of productivity across the sectors, considering also the role of the demand for the goods produced. This process takes place smoothly over long periods, but in the medium run some departures from this trend could be experienced. Starting from some regularities and remarkable anomalies in a sample of six OECD countries, a model is proposed to account for the medium run deviations from structural change, pinning on the labour market frictions and the effect of knowledge circulation in the production side of the economy. The model features two sectors with unbalanced productivities and agents choosing their employment considering a wage premium and an utility cost, so to include frictions and rigidities. Technological spillover is also included to study how it affects the transformation process. Finally, the conclusions of the model are tested against the data in a panel estimation.
