After the derailment of the negotiations for the Free Trade Agreement (FTA) in 2008, the cooperation between the two regional blocs has remained low-key in a number of different areas, while the unprecedented changes that have taken place in North Africa and the Middle East, the common neighbourhood of the EU and the GCC, have not led to a renewed, structured cooperation on foreign and security policy issues. This volume addresses the shortcomings and potential of EU-GCC relations by taking stock of their past evolution and by advancing policy recommendations as to how to revamp this strategic cooperation. In this light, it highlights the areas where greater room for manoeuvre exists in order to enhance EU-GCC relations, discusses the instruments available and sheds light on the features of the regional and international context that are likely to significantly influence the new phase in the mutual relation between the two blocs. The book is the result of the research conducted in the framework of the project ‘Sharaka – Enhancing Understanding and Cooperation in EU-GCC Relations’ co-funded by the European Commission.

He begins by assessing two conventional ways to account for the comparatively high degree of integration that has emerged among the GCC states over the last two decades. These arguments - which may be labeled structural and historical institutionalist - were originally formulated to explain trends in western Europe, but promise to provide insight into the causes and concomitants of integration in other regions of the world. Lawson then proposes a more satisfactory alternative explanation for the shape that regionalism has taken in the contemporary Gulf. Book excerpt: The Gulf Cooperation Council (GCC) countries own 30 percent of the world’s proven oil reserves and largely depend on oil for their income. Yet the GCC faces serious challenges. The global demand for oil is expected to continue declining, and the average long-run oil price could become lower than its historical average in the future. This book is a research-based, structural macroeconomic analysis, providing evidence-based and future-facing policy recommendations for GCC governments. First, it analyzes historical data to explain the macroeconomic performance and economic policies of the GCC countries from 1970 to 2019. Then it presents ten-year dynamic stochastic projections from 2020 to 2030. The book examines debt sustainability and optimal fiscal policies – i.e., government spending and taxation. It also analyses structural issues, such as savings and productivity, from an institutional perspective, taking into account education, the labor market, and pension funds, as well as other factors that have a close effect on economic performance. The book is comprehensive and thorough, it relies on extensive econometric analyses, including rigorous time series analysis. The author uses both calibration of theoretical models and estimation, facilitating projections for the next decade of key economic variables under different policy scenarios. The book also assesses what the future of the GCC economies will look like if climate change and the COVID-19 pandemic continue to adversely affect oil supply and demand and the price of oil, given their current policies and institutions. Book excerpt: Today, the Gulf Cooperation Council (the GCC) is often praised to be the most successfully integrated economic/political union after the European Union. A considerable number of scholars devoted their works to this union. However, a large part of the analysis overlooks or does not pay enough attention to the fact that historically the GCC’s main purpose was not economic integration but maintaining regional security by means of a joint effort. Since its establishment in the year 1981 the GCC has faced several issues those became “litmus tests” for these efforts’ success. Before studying these issues closely, the thesis quickly analyzes the background of the union, examining the threats which brought it into being and the first patterns of maintaining regional security. Further on, it discusses the main conflicts and contradictions within the GCC, including the recent Qatari conflict. It continues by analyzing the condition of each country’s army (arms, doctrine, and competency) and evaluating the success of the GCC’s joint effort in Yemen. In this thesis, I argue that that due to the contradictions between the states, lack of flexibility in the mechanisms of coordination and relatively low effectiveness of very expensive armies, the purpose of maintaining regional security solely by means of the GCC has not been reached yet.
