Indonesia has weathered challenging economic conditions well. The economy has safely navigated the commodity price shocks, tightening financial conditions, and repeated bouts of turbulence in global financial markets, assisted by broadly appropriate macroeconomic policies. The Indonesian economy, however, is still facing headwinds. Against this backdrop, the 2015 Article IV consultation is focused on the need to manage short-term vulnerabilities and to boost potential growth in the medium-term. The challenge for Indonesia will be to follow through on the reforms that the government has already launched and undertake further macrocritical reforms to boost productivity and diversify growth, while maintaining macroeconomic and financial stability.

Book excerpt: The creation of the ASEAN Free Trade Area (AFTA) in 1992 and decentralization in 1999 mark the state restructuring in Indonesia. This book analyses the impact of state restructuring on regional economic development in Indonesia between 1993 and 2010. Regional economic analysis shows persistent and severe regional disparities throughout the period. Particularly, econometrics study found that decentralization has accelerated regional disparities whilst the AFTA effect is insignificant on regional economic growth. Furthermore, historical institutionalism analysis on two cities - the manufacturing industry in Batam and the creative economy in Bandung - shows that past and embedded local institutions provide the capacity to adapt and create new development paths. The book suggests the importance of local-specific policies that embrace local knowledge and institutions to develop regional specialization and competitive advantage. This book fills the gap in Indonesian literature that lacks studies on the integrated impact of decentralization and trade liberalization, both economically and politically.

Based on the definition used by the UNDP, human development is analysed as covering human capital (education and health) and purchasing power. In this book, the concept of human capital is broadened to include freedom from fear, health, education, and migration. The first part of the book discusses the economic situation in Indonesia. The second elaborates on what happened to human capital during the crisis and the third part examines its effects on purchasing power. Because human development does not occur in a vacuum, the fourth part discusses some emerging issues in Indonesia. The book concludes with some thoughts on people-centred development, which may contribute to more sustainable development than the development concept that simply pursues high economic growth. With this people-centred development, growth rates of about 3 to 4 per cent are adequate, as long as Indonesia achieves success in human development.
