Drawing on propaganda publications, profiles of the country's political elites, and original documents in Burma's military archives, Yoshihiro Nakanishi offers a fresh look at the involvement of the tatmadaw in Burma's ideological discourse and civil-military relations. The tatmadaw's anti-communist propaganda during the 1950s was a key element in state ideology under the Ne Win regime, and the direct participation of tatmadaw officers in the Burma Socialist Programme Party and government ministries at the national and local level transformed the political party system and civilian bureaucracy. Personal relationships -- between Ne Win and the tatmadaw officer corps, and within the military -- were central to the growing influence of the military, and to the outcome of the political crisis and subsequent military coup d'état in 1988. Nakanishi's discussion of these processes reveals many heretofore-unknown facts about this "dark age" in the country's political history, and highlights its institutional legacy for the post-1988 military regime and the reformist government that succeeded it. His thought-provoking conclusions are significant for Southeast Asia specialists and for students of politics generally, and his insights will be useful for anyone seeking to engage with Myanmar as it comes to terms with an outside world it once kept at arm's length.

The fourth coup of 1 February 2021 was the latest by the military to control those aspects of society it deemed essential to its own interests, and its perception of state interests. The military’s institutional power was variously maintained by rule by decree, through political parties it founded and controlled, and through constitutional provisions it wrote that could not be amended without its approval. This fourth coup seems a product of personal demands for power between Senior General Min Aung Hlaing and Aung San Suu Kyi, and the especially humiliating defeat of the military-backed party at the hands of the National League for Democracy in the November 2020 elections. The violent and bloody suppression of widespread demonstrations continues, compromise seems unlikely, and the previous diarchic governance will not return. Myanmar’s political and economic future is endangered and suppression will only result in future outbreaks of political frustration.

Book excerpt: Aung San Suu Kyi spoke passionately about non-violence, she wrote involved articles about compatibility of democracy with Buddhism and she won the hearts and minds of so many with her call for the freedom from fear (…) It seemed – for more than two decades – that Suu Kyi was a perfect, non-Western propagator of democracy, human rights, rule of law (…) Yet a deeper analysis reveals that Suu Kyi intellectually, indeed, has been a democrat all along, but a Burmese democrat (…) Suu Kyi understands democracy in a Buddhist way and she reasons about politics using Buddhist ideas, idioms and concepts (…) This Buddhist dominance of her political thought had several consequences, the most important one being that her approach to politics has first and foremost been a moral one (…) her vision of democracy (and of politics in general) is a moral vision. It is something I propose to call “the moral democracy.” The same reason that made her famous and admired worldwide, now contributed to her fall from grace. For too many outside Burma/Myanmar it is impossible to understand how Suu Kyi – yesterday’s global personification of good and morality – can now silently endorse crimes against humanity conducted in her country and accept forced relocation of 700 thousand people. A cynic would quote Bertrand Russell’s words (“we have two kinds of morality side by side: one which we preach but do not practice and another which we practice but seldom preach”) and add a commentary that it applies especially to politicians. One, however, may offer a more favourable explanation: that Suu Kyi represents a tragic clash of ideas, including moral ideas, with political reality. Whatever the case, it was morality that made her famous, it was the same moralistic attitude that contributed to her removal from international Olympus and it is this moral understanding of politics that is the hallmark of her political thought, which is here to stay for longer, as political ideas last longer than changing political circumstances and fashions. Book excerpt: Military enterprises, ostensibly set up to feed and supply soldiers, were some of the earliest and largest Burmese commercial conglomerates, established in the 1950s. Union Myanmar Economic Holdings Limited (UMEHL) and Myanmar Economic Corporation (MEC) are two profit-seeking military enterprises established by the military after the dissolution of the Burma Socialist Programme Party in 1988, which remain central players in Myanmar’s post-2011 economy. Military conglomerates are a major source of off-budget revenue for the military and a main employer of retired soldiers. Yet few veterans receive more than a small piece of the profits from UMEHL. The vast bulk of formal dividends instead disproportionately benefit higher ranking officers and institutions within the Tatmadaw. Military capitalism entrenches the autonomy of the Tatmadaw from civilian oversight. Despite this, obligatory or semi-coerced contributions from active-duty soldiers are a source of cash flow for UMEHL, effectively constituting a transfer from the government budget to the military’s off-budget entities. The most significant source of livelihoods support for most veterans is the service pension dispersed by the Ministry of Finance and Planning (MoPF). Despite delivering suboptimal welfare outcomes for most soldiers and veterans while eroding the legitimacy of ceasefires, successive governments since 1988, including Aung San Suu Kyi’s National League for Democracy (NLD) administration, have entrenched military capitalism by encouraging commercial activities of armed groups that enter into ceasefire agreements. Extending military pensions already paid by the Ministry of Planning and Finance to retired members of armed groups could deliver a far more consistent and tangible “peace dividend” than the commercial extraction of resources from ceasefire areas. More balanced civil–military relations, and fairer social outcomes for military personnel, will rely on civilian-led state institutions delivering effective and substantive welfare support beyond the commercially oriented welfare arrangements of military conglomerates.
