Book excerpt: In the second half of the nineteenth century, local leaders around the Qing empire attempted to rebuild in the aftermath of domestic rebellion and imperialist aggression. At the same time, the enthronement of a series of children brought the question of reconstruction into the heart of the capital. Chinese scholars, Manchu and Mongolian officials, and writers in the press all competed to have their ideas included in the education of young rulers. Each group hoped to use the power of the emperor—both his functional role within the bureaucracy and his symbolic role as an exemplar for the people—to promote reform. Daniel Barish explores debates surrounding the education of the final three Qing emperors, showing how imperial curricula became proxy battles for divergent visions of how to restabilize the country. He sheds light on the efforts of rival figures, who drew on China’s dynastic history, Manchu traditions, and the statecraft tools of imperial powers as they sought to remake the state. Barish traces how court education reflected arguments over the introduction of Western learning, the fate of the Manchu Way, the place of women in society, notions of constitutionalism, and emergent conceptions of national identity. He emphasizes how changing ideas of education intersected with a push for a renewed imperial center and national unity, helping create a model of rulership for postimperial regimes. Through the lens of the education of young emperors, Learning to Rule develops a new understanding of the late Qing era and the relationship between the monarchy and the nation in modern China.

A detailed analysis of the long and expensive second Jinchuan war (1771 – 1776) in Eastern Tibet demonstrates that the Chinese state ordered its civilian officials as well as the common people, merchant associations, and different ethnic groups to fulfil and to foot the bill for the “common cause”. With increasing military success the state gradually withdrew from its responsibilities, believing that a War Supply and Expenditure Code (Junxu zeli) might offset the decreasing skill in and readiness to imperial leadership.

The Chinese Communist Party hoped to limit the ability of the Dalai Lama and the Tibetan government-in-exile to independently identify reincarnations. In so doing, they elevated a long-forgotten ceremony into a controversial symbol of Chinese sovereignty in Tibet. In Forging the Golden Urn, Max Oidtmann ventures into the polyglot world of the Qing empire in search of the origins of the golden urn tradition. He seeks to understand the relationship between the Qing state and its most powerful partner in Inner Asia—the Geluk school of Tibetan Buddhism. Why did the Qianlong emperor invent the golden urn lottery in 1792? What ability did the Qing state have to alter Tibetan religious and political traditions? What did this law mean to Qing rulers, their advisors, and Tibetan Buddhists? Working with both the Manchu-language archives of the empire’s colonial bureaucracy and the chronicles of Tibetan elites, Oidtmann traces how a Chinese bureaucratic technology—a lottery for assigning administrative posts—was exported to the Tibetan and Mongolian regions of the Qing empire and transformed into a ritual for identifying and authenticating reincarnations. Forging the Golden Urn sheds new light on how the empire’s frontier officers grappled with matters of sovereignty, faith, and law and reveals the role that Tibetan elites played in the production of new religious traditions in the context of Qing rule.

Most histories of the Chinese economy, whether by Western or Chinese scholars, tend to view the economy in institutional or social terms. In contrast, the studies in this volume break new ground by systematically applying economic theory and methods to the study of China. While demonstrating to historians the advantages of an economic perspective, the contributors, comprising both historians and economists, offer important new insights concerning issues of long-standing interest to both disciplines. Part One, on price behavior, presents for the first time preliminary analyses of the incomparably rich and important grain price data from the imperial archives in Beijing and Taibei during the Qing Dynasty (1644–1911). These studies reveal long-term trends in the Chinese economy since the seventeenth century and contain surprising discoveries about market integration, the agricultural economy, and demographic behavior in different regions of China. The essays in Part Two, on market response, deal with different aspects of the economy of Republican China (1912–49), showing that markets for land, labor, and capital sometimes functioned as predicted by models of economic "rationality" but at other times behaved in ways that can be explained only by combining economic analysis with knowledge of political, regional, class, and gender differences. Based on new types of data, they suggest novel interpretations of the Chinese economic experience. The resulting collection is interdisciplinary scholarship of a high order, which weaves together the analytic framework provided by economic theory and the rich texture of social phenomena gathered by accomplished historians.
