Available in PDF, EPUB and Kindle. Book excerpt: GAO conducted a study to determine whether a system for policy development and implementation could benefit the Department of Transportation (DOT). Incoming Secretaries of Transportation have not found a system in place for formulating and implementing Department-wide long-term policy. Although a unit exists with the responsibility to develop such policy, it has often been bypassed in favor of other offices headed by persons who are personally close to the Secretary, or the unit has concentrated on quick response analyses. In an environment of frequent top-level turnover, a system for formulating and implementing long-term policy can promote continuity and long-range policy development and implementation. A staff to develop such a system should be insulated from having to react to day-to-day concerns and immediate issues. A Department-wide development and implementation system should: (1) focus on a few issues of highest priority to the Secretary; (2) identify objectives which DOT should be achieving for those issues; (3) analyze alternative programs and determine which mix of programs DOT should support to achieve the objectives; (4) prepare plans to implement objectives at the program level for Secretarial approval; and (5) monitor how DOT carries out adopted plans.

Book Transport Policy and Planning

Download or read book Transport Policy and Planning written by Brian T. Bayliss and published by World Bank Publications. This book was released on 1992-01-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1983 the Economic Development Institute (EDI) made three important decisions concerning its transport activities. First, it planned to shift the emphasis in these activities from teaching project analysis to helping countries strengthen their capability for policy analysis, formulation, and implementation. Second, the EDI decided to incorporate policy analysis into its transport activities as much as possible. And, third, it would try to develop this new strategy by using microcomputers to simulate policy options and explore their complex interrelationships, as well as the relationship between each policy and its stated goals. Because these objectives encompassed national and local policy along with a wide range of policy alternatives, a comprehensive transport model seemed appropriate. The purpose of this document is to demonstrate how such a model can be used to evaluate policies, to compare it with other kinds of models, and to examine the use of models in the wider context of policy objectives and instruments. It considers the relationship between policy objectives and instruments; places transport models in the context of policymaking; and demonstrates the use of a comprehensive model for testing policy strategies. This manual is intended for the policymaker who has little modeling expertise; it is designed to make the policymaker aware of the possible use of models in decisionmaking.

Download or read book OECD Urban Studies Improving Transport Planning for Accessible Cities written by OECD and published by OECD Publishing. This book was released on 2020-12-11 with total page 115 pages. Available in PDF, EPUB and Kindle. Book excerpt: Cities are places of opportunity. They provide not just jobs but a whole range of public, cultural, social and consumption amenities. Transport is what connects people to these opportunities and cities provide access with varying degrees of success – especially when it comes to modes of transport that favour a green transition. This report argues that building sustainable transport networks for accessible cities requires a holistic planning approach, a sound institutional framework, reliable sources of funding, strong governmental capacity, and should build on community engagement.

Book The Future of South South Economic Relations

Download or read book The Future of South South Economic Relations written by Adil Najam and published by Bloomsbury Publishing. This book was released on 2012-12-13 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years, it has become apparent that South-South economic relations are increasing, and will continue to do so. There will be more trade agreements and more trade, more economic alliances and more political alliances with economic goals, more investment flows and an increasing acknowledgement that the Global South has more to offer than it has in the past. These new economics relations have great potential, both for harm and for good. In the absence of directed policies and intentional actors, imbalances of power and growing gaps in development will persist. With the right policies in place, however, these relationships could forge a new global order with greater economic and political equality. Covering a wide range of topics, including regional trade integration in Africa, the environmental impact of increased South-South trade, the changing patterns of South-South investment, and the effect of conflict on trade in South Asia, this ground-breaking volume presents an analysis of South-South economic relations, and how they might impact and be impacted by the rest of the world.
