Book excerpt: This review of the funding of political parties has eight principal recommendations: the status quo, with no caps on donations, is unsustainable therefore donations to parties should be limited; there should be measures to prevent breaches to the new regulations; expenditure in general election campaigns should be reduced; controls on expenditure by third parties should be strengthened; there may be an increase in public funding of political parties; this funding should be linked to a measure of public support and should encourage democratic engagement; the public should have better information on the funding of political parties; the Electoral Commission should have the necessary powers to regulate the new funding settlement.

Frances Rosenbluth and Ian Shapiro argue that devolving power to the grass roots is part of the problem. She evaluates the effectiveness of several practical remedies, including efforts designed to reform electoral laws, strengthen women's representation, build effective electoral management bodies, promote balanced campaign communications, regulate political money, and improve voter registration. The ongoing debate about the vitality of political parties is also a debate about the vitality of representative democracy. Leading scholars in the field of party research assess the evidence for partisan decline or adaptation for the OECD nations in this book. It documents the broadscale erosion of the public's partisan identities in virtually all advanced industrial democracies. Partisan dealignment is diminishing involvement in electoral politics, and for those who participate it leads to more volatility in their voting choices, an openness to new political appeals, and less predictablity in their party preferences. Political parties have adapted to partisan dealignment by strengthening their internal organizational structures and partially isolating themselves from the ebbs and flows of electoral politics. Centralized, professionalized parties with short time horizons have replaced the ideologically-driven mass parties of the past. This study also examines the role of parties within government, and finds that parties have retained their traditional roles in structuring legislative action and the function of government-further evidence that party organizations are insulating themselves from the changes transforming democratic publics. Parties without Partisans is the most comprehensive cross-national study of parties in advanced industrial democracies in all of their forms — in electoral politics, as organizations, and in government. Its findings chart both how representative democracy has been transformed in the later half of the 20th Century, as well as what the new style of democratic politics is likely to look like in the 21st Century.

In the vacuum left by the decline of the Democratic and Republican parties, single-interest groups have risen and flourished. Protest movements on the left and the New Right at the opposite pole have challenged and divided the major parties, and the Reagan Revolution--in reversing a fifty-year trend toward governmental expansion--may turn out to have revolutionized the party system too. In this edition, as in the first, current political trends and events are placed in a historical and theoretical context. Focusing upon three major realignments of the past--those of the 1850s, the 1890s, and the 1930s--Sundquist traces the processes by which basic transformations of the country's two-party system occur. From the historical case studies, he fashions a theory as to the why and how of party realignment, then applies it to current and recent developments, through the first two years of the Reagan presidency and the midterm election of 1982. The theoretical sections of the first edition are refined in this one, the historical sections are revised to take account of recent scholarship, and the chapters dealing with the postwar period are almost wholly rewritten. The conclusion of the original work is, in general, confirmed: the existing party system is likely to be strengthened as public attention is again riveted on domestic economic issues, and the headlong trend of recent decades toward political independence and party disintegration reversed, at least for a time.
