Book Strengthening the Palestinian Health System

Download or read book Strengthening the Palestinian Health System written by Michael Schoenbaum and published by Minnesota Historical Society. This book was released on 2005 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the fall of 2004, President Bush reiterated U.S. support for crating an independent Palestinian state and called for the establishment of such a state within five years. While the prospect of an independent Palestinian state remains uncertain, the Palestinian Authority, the government of Israel, the United States, Russia, the European Union, and the United Nations all officially support establishing such a state. This study examines options for strengthening the health system of a future independent Palestinian state. Successful development of the Palestinian health system is worthwhile in its own right, and it may be a relatively cost-effective way to help demonstrate the tangible benefits of independence and peaceful relations with neighboring countries. Moreover, many of the strategies described in this volume can be implemented prior to independence, with the goal of improving the health status and health care services of Palestinians. As one component of a broader RAND analysis of options for structuring the institutions of a potential future Palestinian state (see the full report on previous page), this study should be of interest to Palestinians, Israelis, the international community, and organizations and individuals committed to strengthening health and health care for Palestinians.

Book Public Opinion and Political Response in Palestine

Download or read book Public Opinion and Political Response in Palestine written by Erika Schwarze and published by Bloomsbury Publishing. This book was released on 2015-12-18 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2006 elections for the Palestinian Legislative Council, the first in which both Fatah and Hamas fielded candidates, resulted in a resounding victory for Hamas. Winning 74 out of the 132 seats (compared to Fatah s 45), Hamas election strategy had proved effective against Fatah s ineffectual campaign and failure to properly consider public opinion. Erika Schwarze offers here an in-depth examination of these two separate campaigns, and how Fatah s lack of responsiveness to the popular mood in the run-up to elections following Arafat s death and beyond, led to its defeat in spite of its considerable experience of electioneering. She analyses the conduct of Palestinian leadership during this critical period, exploring the reasons for Fatah s inability to prioritise responsiveness to public opinion, and providing insights into the movement s electoral prospects in the future and its chances of survival and revival."

Book Palestinian Politics after the Oslo Accords

Download or read book Palestinian Politics after the Oslo Accords written by Nathan Brown and published by Univ of California Press. This book was released on 2003-11-03 with total page 340 pages. Available in PDF, EPUB and Kindle. Book excerpt: This timely and critically important work does what hostilities in the Middle East have made nearly impossible: it offers a measured, internal perspective on Palestinian politics, viewing emerging political patterns from the Palestinian point of view rather than through the prism of the Arab-Israeli conflict. Based on groundbreaking fieldwork, interviews with Palestinian leaders, and an extensive survey of Arabic-language writings and documents, Palestinian Politics after the Oslo Accords presents the meaning of state building and self-reliance as Palestinians themselves have understood them in the years between 1993 and 2002. Nathan J. Brown focuses his work on five areas: legal development, constitution drafting, the Palestinian Legislative Council, civil society, and the effort to write a new curriculum. His book shows how Palestinians have understood efforts at building institutions as acts of resumption rather than creation—with activists and leaders seeing themselves as recovering from an interrupted past, Palestinians seeking to rejoin the Arab world by building their new institutions on Arab models, and many Palestinian reformers taking the Oslo Accords as an occasion to resume normal political life. Providing a clear and urgently needed vantage point on most of the issues of Palestinian reform and governance that have emerged in recent policy debates—issues such as corruption, constitutionalism, democracy, and rule of law—Brown’s book helps to put Palestinian aspirations and accomplishments in their proper context within a long and complex history and within the larger Arab world.

Book Public Sector Reform in the Middle East and North Africa

Download or read book Public Sector Reform in the Middle East and North Africa written by Robert P. Beschel and published by Brookings Institution Press. This book was released on 2020-12-01 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Critical examinations of efforts to make governments more efficient and responsive Political upheavals and civil wars in the Middle East and North Africa (MENA) have obscured efforts by many countries in the region to reform their public sectors. Unwieldy, unresponsive—and often corrupt—governments across the region have faced new pressure, not least from their publics, to improve the quality of public services and open up their decisionmaking processes. Some of these reform efforts were under way and at least partly successful before the outbreak of the Arab Spring in 2010. Reform efforts have continued in some countries despite the many upheavals since then. This book offers a comprehensive assessment of a wide range of reform efforts in nine countries. In six cases the reforms targeted core systems of government: Jordan's restructuring of cabinet operations, the Palestinian Authority's revision of public financial management, Morocco's voluntary retirement program, human resource management reforms in Lebanon, an e-governance initiative in Dubai, and attempts to improve transparency in Tunisia. Five other reform efforts tackled line departments of government, among them Egypt's attempt to improve tax collection and Saudi Arabia's work to improve service delivery and bill collection. Some of these reform efforts were more successful than others. This book examines both the good and the bad, looking not only at what each reform accomplished but at how it was implemented. The result is a series of useful lessons on how public sector reforms can be adopted in MENA.

Book Local Ownership and Security Sector Reform

Download or read book Local Ownership and Security Sector Reform written by Timothy Donais and published by LIT Verlag Münster. This book was released on 2008 with total page 306 pages. Available in PDF, EPUB and Kindle. Book excerpt: The notion of "local ownership" has emerged in recent years as part of the contemporary commonsense of security sector reform (SSR). While the argument that externally driven reform processes are unsustainable is now widely accepted, the principle of local ownership has proven difficult to both define and operationalise. With contributions by leading practitioners, both "insiders" and "outsiders", Local Ownership and Security Sector Reform subjects the broader issue of local ownership to critical scrutiny, furthers the debate on what local ownership is and why it matters, and explores how ownership issues have played out in the context of specific SSR case studies.

Book The Palestinian Reform Agenda

Download or read book The Palestinian Reform Agenda written by Nathan J. Brown and published by . This book was released on 2002 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the earliest days of the Palestinian Authority, a varied group of Palestinians has sought to lay the practical foundation for Palestinian statehood through the construction of strong institutions with clearand generally liberallegal bases. Although these efforts have been sometimes frustrated by the Palestinian leadership and by deep rivalries between the reform groups, reformers have coalesced around a remarkably common agenda. Brown examines efforts by Palestinian reformers on several issues including the rule of law, public finances, corruption, elections, and local governance.

Book Funding and the Quest for Sovereignty in Palestine

Download or read book Funding and the Quest for Sovereignty in Palestine written by Anas Iqtait and published by Springer Nature. This book was released on 2022-11-14 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the political economy of governance in Palestine. It makes a unique contribution to studies of governance and political economy using the Palestinian Authority (PA) as a case study, introducing and developing the concept of ‘dual rentierism’. The author uses primary research to chart the evolution of the fiscal sociology of the PA and explore how it has shaped the PA’s economic policies and the state–society relationship in the Palestinian Territories. The book adopts a critical political economy approach, making the case that external sources of PA income represent political rents that need to be disaggregated and studied concurrently. It further focuses on the drivers and constraints that have shaped the PA’s policy development and state-building associated with its dependence on external revenues. Ultimately, the book elaborates on how the need for fiscal survivability has thwarted the Palestinian quest for statehood.
