Book excerpt: The Food and Agriculture Organization of the United Nations (FAO) has been providing support to member countries on national forest monitoring for decades. Best practices and lessons learned from this support are summarized in FAO´s Voluntary guidelines on national forest monitoring (VGNFM). The guidelines provide principles, elements and best practices for the establishment and implementation of a multipurpose National Forest Monitoring System (NFMS). The aim of this paper is to strengthen the elements and guidelines provided in the VGNFM in the context of Reducing Emissions from Deforestation and Forest Degradation (REDD+). It also includes a deeper analysis of the United Nations Framework Convention on Climate Change decisions and the most recent methodological recommendations provided by the Intergovernmental Panel on Climate Change, focusing on the three pillars of an NFMS for REDD+: a Satellite Land Monitoring System, a National Forest Inventory, and REDD+ reporting, including the combination of remote-sensing and ground-based forest inventory to estimate anthropogenic forest related Greenhouse Gas emissions by sources and removals by sinks.

Book excerpt: Recent developments in international policy on Reduced Emissions from Deforestation in Developing countries (REDD) open the way for crediting of carbon saved by rural communities through management of the forests in their vicinity. Since the annual changes in forest carbon stock under this kind of management are relatively small and often under the canopy, they cannot easily be assessed using remote sensing, so ground-level data collection is likely to be essential over large areas of forests. The potential role of communities in measuring, monitoring and reporting carbon stock changes in their forests has been explicitly mentioned in UNFCCC documentation on methodology for REDD+, the extended form of REDD that includes forest enhancement, sustainable forest management and forest conservation. This book presents practical methods by which communities can do it. These methods were developed and tested with communities in villages in Africa and Asia under a six-year research programme. The reliability of the data gathered by the community is shown to be equivalent to that of professional forest inventories while the costs are much lower. Involvement of local communities in collection of this data may be the most cost-effective solution for national REDD+ programmes. Moreover, it could provide the basis for a transparent system for distribution of the financial rewards from REDD+ and the carbon market. The book first presents the policy context, concepts, methods and general results, which include estimates of typical carbon savings resulting from community management in different types of tropical forests. It also looks at the governance issues that may be involved and a variety of ways in which incentive schemes might be designed to encourage communities to participate. The second half of the book is devoted to case studies from the countries involved in the research. These provide both ideas and practical experience to enable agencies to engage with local communities to monitor carbon stock changes.

Book excerpt: Since 2009, CIFOR has conducted a multi-donor funded Global Comparative Study on REDD+ (GCS-REDD+) in 10 countries (Indonesia, Brazil, Bolivia, Cameroon, Peru, Tanzania, Vietnam, DR Congo, Nepal and Mexico). The project began as a four-year global research study on first-generation REDD+ demonstration and readiness activities and has since expanded to address a number of related topics, including multilevel governance in REDD+ benefit sharing and land use decisions. REDD+ is a multilevel process, and issues of scale, power and politics apply to both land use decisions and the institutions set up as part of REDD+ and other initiatives aimed at improving landscape governance. The nature and extent of multilevel communication and coordination influence the legitimacy of the institutions and processes established. It is thus necessary to analyze the political and economic challenges and opportunities behind technical processes such as Monitoring, Reporting and Verification (MRV) systems. This occasional paper focuses on Mexico’s approach to REDD+ MRV and the interplay between national and state levels. It aims to increase understanding about the interests and levels of understanding of the different actors involved in REDD+ MRV, why their visions vary, how coordination functions across actors and scales and the underlying factors that affect it. The paper identifies challenges and opportunities and provides insights on how the process can be improved to create a multilevel REDD+ MRV system that responds to the different needs and interests of national, state and local actors. The lessons from Mexico are also relevant for other countries engaged in this process.

Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require  exibility and a phased approach to REDD+ implementation.

Book excerpt: The importance of accurate measurement of forest biomass in Indonesia has been growing ever since climate change mitigation schemes, particularly the reduction of emissions from deforestation and forest degradation scheme (known as REDD+), were constitutionally accepted. The need for an accurate system of historical and actual forest monitoring has also become more pronounced, as such a system would afford a better understanding of the role of forests in climate change and allow for the quantification of the impact of activities implemented to reduce greenhouse gas emissions. The aim of this study was to enhance the accuracy of estimations of carbon stocks and to monitor emissions in tropical forests. The research encompassed various scales (from trees and stands to landscape-sized scales) and a wide range of aspects, from evaluation and development of allometric equations to exploration of the potential of existing forest inventory databases and evaluation of cutting-edge technology for non-destructive sampling and accurate forest biomass mapping over large areas.In this study, I explored whether accuracy - especially regarding the identification and reduction of bias - of forest aboveground biomass (AGB) estimates in Indonesia could be improved through (1) development and refinement of allometric equations for major forest types, (2) integration of existing large forest inventory datasets, (3) assessing non-destructive sampling techniques for tree AGB measurement, and (4) landscape-scale mapping of AGB and forest cover using lidar.This thesis provides essential foundations to improve the estimation of forest AGB at tree scale through development of new AGB equations for several major forest types in Indonesia. I successfully developed new allometric equations using large datasets from various forest types that enable us to estimate tree aboveground biomass for both forest-type specific and generic equations. This study also highlights the potential advantages and challenges of using terrestrial lidar and the acoustic velocity tool for non-destructive sampling of tree biomass to enable more sample collection without the felling of trees.Further, I explored whether existing forest inventories and permanent sample plot datasets can be integrated into Indonesia's existing carbon accounting system. My investigation of these existing datasets found that through quality assurance tests these datasets are essential to be integrated into national and provincial forest monitoring and carbon accounting systems. Integration of this information would eventually improve the accuracy of the estimates of forest carbon stocks, biomass growth, mortality and emission factors from deforestation and forest degradation. At landscape scale, this study demonstrates the capability of airborne lidar for a more accurate and precise forest monitoring in tropical peat swamp ecosystems. To reduce the cost of lidar acquisition, this study assessed the optimum lidar return density for forest monitoring. I found that the density of lidar return could be reduced to at least 1 return per 4 m2. Overall, this study provides essential scientific background to improve the accuracy of forest AGB estimates. Therefore, the described results and techniques should be integrated into the existing monitoring systems to assess emission reduction targets and the impact of REDD+ implementation.

Recent developments in ground-based sensors have advanced 3D measurements, low-cost permanent systems, and community-based monitoring of forests. The UNFCCC REDD+ mechanism has advanced the remote sensing community and the development of forest geospatial products that can be used by countries for the international reporting and national forest monitoring. However, an urgent need remains to better understand the options and limitations of remote and close-range sensing techniques in the field of forest degradation and forest change. Therefore, we invite scientists working on remote sensing technologies, close-range sensing, and field data to contribute to this Special Issue. Topics of interest include: (1) novel remote sensing applications that can meet the needs of forest resource information and REDD+ MRV, (2) case studies of applying remote sensing data for REDD+ MRV, (3) timeseries algorithms and methodologies for forest resource assessment on different spatial scales varying from the tree to the national level, and (4) novel close-range sensing applications that can support sustainable forestry and REDD+ MRV. We particularly welcome submissions on data fusion.
