Book excerpt: The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.

This book explores how ideas of IWRM are being translated and adapted in Mozambique, South Africa, Tanzania, Uganda and Zimbabwe. Grounded in social science theory and research, it highlights the importance of politics, history and culture in shaping water management practices and reform, and demonstrates how Africa has clearly been a laboratory for IWRM. While a new cadre of professionals made IWRM their mission, we show that poor women and men may not have always benefitted. In some cases IWRM has also offered a distraction from more critical issues such as water and land grabs, privatisation, the negative impacts of water permits, and a range of institutional ambiguities that prevent water allocations to small and poor water users. By critically examining the interpretations and challenges of IWRM, the book contributes to improving water policies and practices and making them more locally appropriate in Africa and beyond.

The starting point for this book is that actors within transboundary water management institutions develop responses to the climate change debate, as distinct from the physical phenomenon of climate change. Actors respond to this debate broadly in three distinct ways – adapt, resist (as in avoiding the issue) and subvert (as in using the debate to fulfil their own agenda). The book charts approaches which have been taken over the past two decades to promote more effective water management institutions, covering issues of conflict, cooperation, power and law. A new framework for a better understanding of the interaction between transboundary water management institutional resilience and global change is developed through analysis of the way these institutions respond to the climate change debate. This framework is applied to six river case studies from Africa, Asia and the Middle East (Ganges-Brahmaputra, Jordan, Mekong, Niger, Nile, Orange-Senqu) from which learning conclusions and policy recommendations are developed.

Chapter two examines the Southern Africa region’s efforts to combat water scarcity including principles, policies and strategies and the responsibility of each member to implement them. Written by the editor, J.P. Msangi, the chapter describes Namibia’s efforts to ensure management of scarce water. Beyond enacting management and pollution control regulations and raising public awareness, Namibia encourages research to ensure attainment of the requirements of both the SADC Protocol and its own water scarcity management laws. The next three chapters offer Namibia-based case studies on impacts of pollution on water treatment; on the effects of anthropogenic activities on water quality and on the effects of water transfers from dams upstream of Von Bach dam. The final chapter provides detailed summaries of the issues discussed in the book, highlighting conclusions and offering recommendations. This volume is the culmination of an unprecedented effort to document, analyze, and interpret the full extent of the challenge in developing Sub-Saharan Africa s infrastructure sectors. As a result, it represents the most comprehensive reference currently available on infrastructure in the region. The book covers the five main economic infrastructure sectors information and communication technology, irrigation, power, transport, and water and sanitation. 'Africa s Infrastructure: A Time for Transformation' reflects the collaboration of a wide array of African regional institutions and development partners under the auspices of the Infrastructure Consortium for Africa. It presents the findings of the Africa Infrastructure Country Diagnostic (AICD), a project launched following a commitment in 2005 by the international community (after the G8 summit at Gleneagles, Scotland) to scale up financial support for infrastructure development in Africa. The lack of reliable information in this area made it difficult to evaluate the success of past interventions, prioritize current allocations, and provide benchmarks for measuring future progress, hence the need for the AICD. Africa s infrastructure sectors lag well behind those of the rest of the world, and the gap is widening. Some of the main policy-relevant findings highlighted in the book include the following: infrastructure in the region is exceptionally expensive, with tariffs being many times higher than those found elsewhere. Inadequate and expensive infrastructure is retarding growth by 2 percentage points each year. Solving the problem will cost over US$90 billion per year, which is more than twice what is being spent in Africa today. However, money alone is not the answer. Prudent policies, wise management, and sound maintenance can improve efficiency, thereby stretching the infrastructure dollar. There is the potential to recover an additional US$17 billion a year from within the existing infrastructure resource envelope simply by improving efficiency. For example, improved revenue collection and utility management could generate US$3.3 billion per year. Regional power trade could reduce annual costs by US$2 billion. And deregulating the trucking industry could reduce freight costs by one-half. So, raising more funds without also tackling inefficiencies would be like pouring water into a leaking bucket. Finally, the power sector and fragile states represent particular challenges. Even if every efficiency in every infrastructure sector could be captured, a substantial funding gap of $31 billion a year would remain. Nevertheless, the African people and economies cannot wait any longer. Now is the time to begin the transformation to sustainable development.
