Book excerpt: The great challenge of fisheries management is to choose the best management strategies to achieve the objectives. Due to that fact, biological, economical, social and ecological fisheries information are necessary. In order for Tanzania to have all this information, fisheries-dependent monitoring is necessary. This paper is an attempt to devise ways to improve the collection, analysis and management of artisanal fisheries statistics in Tanzania. It describes a simple sampling procedure, community based data collection model and types of data to be collected. The study also comes up with improved analysis method for easily accessed of the data. The study elaborate these in marine waters as a pilot area, later on the model will be introduced to all other water bodies in Tanzania.

The evolution of fisheries in Lake Victoria has undergone dramatic changes over the last few decades, leading to both ecological and socio-economic consequences. The lake has changed from one dominated by haplochromines in the 1950s, to one currently dominated by Nile perch, ‘dagaa’ (Rastrineobola argentea) and Nile tilapia. These changes have mainly been driven by the introduction of the predatory Nile perch in the lake, eutrophication due to increased human activities in the catchment, increased human population growth, overfishing and changes in the global climate system. This work should therefore be a particularly useful reference to fisheries scientists and managers, potential investors, students and other professionals who may be interested in the Lake Victoria fisheries.

The data collection programme is developed through a top-down approach, from the identification of the objectives down to the practical recording and management of data obtained from the fishery. The issues are dealth with both through detailed discussion and by using simple examples. The examples are mostly based on situations in tropical fisheries, and in particular, experience has been drawn from developing a data collection programme in Viet Nam. The main questions addressed i n the manual are which fisheries data to collect, where and when to collect them. Only data from commercial marine capture fisheries are considered. The methodologies used are mainly appropriate for a tropical, developing county, with many small (artisanal) vessels and a few large (industrial) vessels. The methodology is the "sample-based approach". The data collection methodology presented attempts to utilize whatever information can be obtained in practice in a developing country.

The workshop was organized by WorldFish and FAO in collaboration with the African Union Interafrican Bureau for Animal Resources (AU-IBAR) and hosted by the Southern African Development Community (SADC). Within the context of implementing the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) and the AU Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS), the workshop aimed at supporting the participation of small-scale fishers and fishworkers in decision-making and development processes that concern their lives and livelihoods. The main objectives were to enhance the functioning of the five subregional non-state actor (NSA) platforms in Africa; to develop strategies and recommendations for the establishment of a Pan-African NSA Platform; and to link global and regional processes and investigate how regional representation can be reflected in the SSF Guidelines Global Strategic Framework (SSF-GSF) mechanism, in particular its Advisory Group.
