[...] It states that: "The Number of Members of the House of Commons may be from Time to Time increased by the Parliament of Canada, provided the proportionate Representation of the Provinces prescribed by this Act is not thereby disturbed." The term "proportionate representation" refers to the concept of representation by population, and is intended to ensure that the number of citizens represented by [...] Indeed, the rules of constitutional interpretation led the Supreme Court to conclude that the Constitution has an "internal architecture" or "basic constitutional structure", such that the "individual elements of the Constitution are linked to the others, and must be interpreted by reference to the structure of the Constitution as a whole" (at paragraph 26).
