GAO recommends that DOD and DNI develop a more specific implementation plan; include additional information and prioritization, ways to measure progress, and processes for revision when establishing strategic planning goals; and enhance coordination among the DOD S&T community, the intelligence community, NASA, and NOAA. The NRC's Space Studies Board and its Committee on Solar and Space Physics organized the study. Overall direction for the survey was provided by the Solar and Space Physics Survey Committee, whose report, The Sun to the Earth-and Beyond: A Decadal Research Strategy in Solar and Space Physics, was delivered to the study sponsors in prepublication format in August 2002. The final version of that report was published in June 2003. The panel reports provide both a detailed rationale for the survey committee's recommendations and an expansive view of the numerous opportunities that exist for a robust program of exploration in solar and space physics.

Book excerpt: In January 2004, President Bush announced a new space policy directed at human and robotic exploration of space. The National Academies released a report at the same time that independently addressed many of the issues contained in the new policy. In June, the President's Commission on Implementation of United States Space Exploration Policy issued a report recommending that NASA ask the National Research Council (NRC) to reevaluate space science priorities to take advantage of the exploration vision. Congress also directed the NRC to conduct a thorough review of the science NASA is proposing to undertake within the initiative. This report provides an initial response to those requests. It presents guiding principles for selecting science missions that enhance and support the exploration program. The report also presents findings and recommendations to help guide NASA's space exploration strategic planning activity. Separate NRC reviews will be carried out of strategic roadmaps that NASA is developing to implement the policy.

But now, the economic environment has changed dramatically. The Nation's scientific and technological goals are being reexamined and redefined.And the social contract between the scientific community and the Federal Government is being rewritten. There is an expectation that the American public should receive more direct benefits from its investment in science and technology. This Strategic Plan reflects this new paradigm. It presents a carefully selected set of new scientific initiatives that build on past accomplishments to continue NASA's excellence in Space Science. At the same time, it responds to fiscal constraints by defining a new approach to planning, developing, and operating Space Science missions. In particular, investments in new technologies will permit major scientific advances to be made with smaller, more focused, and less costly missions. With the introduction of advanced technologies, smaller does not have to mean less capable. The focus on new technologies also provides and opportunity for the Space Science program to enhance its direct contribution to the country's economic base. At the same time, the program can build on public interest to strengthen its contributions to education and scientific literacy. With this plan we are taking the first steps toward shaping the Space Science program of the 21st century. In doing so, we face major challenges. It will be a very different program than might have been envisioned even a few years ago. But it will be a program that remains at the forefront of science, technology, and education.
