Book excerpt: Following the publication of "A Nation At Risk" in 1983 by National Commission on Excellence in Education, school districts came under increased public demand for greater educational performance. Olson and Gerald (1998)noted that "when people talk about the problems in public education, they're usually not talking about suburbs or small towns. They're talking about big-city schools--specially the ones that serve poor children." In response, many superintendents were persuaded by two leading professional bodies: Association for Supervision and Curriculum Development (ASCD) and the American Association of School Administrators (AASA) to embrace strategic planning. For more than 20 years, the focus of research was on district strategic planning processes and planning participants' attitudes and experiences. No study could be found that examined the content of district strategy and its relationship to performance. Organizational strategy is quite easily the most overlooked concept in the management of school districts. Strategy is the organizational DNA; the genetic force behind organizational behavior and performance. This study fills the gap in the district strategy knowledge base.

Book excerpt: In the past five years, the California State Legislature and State Board of Education have enacted comprehensive, statewide reforms of K-12 public education that have created a new system of funding, curriculum standards, standardized testing, and accountability in California school districts. Local Control and Accountability Plans (LCAPs) were developed under the new policy, linking accountability to district planning with a focus on growth and improvement. This LCAP study uses a mixed methods approach to addresses the following three questions: 1. What goals, programs and services are identified in a sample of LCAPs from fifty-one Unified School Districts with high percentages of low SES students in California? 2. What are the similarities and differences between the goals, programs and services of relatively high and low performing schools districts in this sample? 3. Are the goals, programs and services in school district LCAPs consistent with what the academic literature on school improvement suggests districts focus on in order to improve? Educational research literature supports much of the new LCAP policy in California education, particularly the studies of organizational change, leadership and school districts as systems. The most effective education systems exhibit coherence at all levels of the system (Fullan, 2015). Importantly, what emerged from my study was that overall a limited number of significant differences can be identified when comparing the LCAP goals and programs of high and low performing districts. However, the LCAP data does suggest that a handful of statistically significant differences exist between how high performing and low performing unified school districts define their goals, programs and services in LCAPs. The LCAP as a tool has some potential to inform the public, policymakers and district leaders about how school improvement efforts are unfolding in California. Findings from the sampled LCAPs in this study suggest the following: relatively high performing school districts focus more on professional development and development of an instructional system than low performing districts do. High performing districts also have a greater focus on low-income students. Conversely, low performing district LCAPs focus more on counseling and behavioral support and family engagement. While high and low performing districts have different approaches to narrowly focused programs, specifically career technical education (CTE) and summer school programs, this study provides an exploration of the relationship between identified needs and strategic focus as well as how these factors relate to the research literature.

Book excerpt: In the year 1998, California began a massive experiment that focused on testing students and holding teachers and administrators accountable for results. The goal: dramatic, system-wide improvement. Schools' performance began to be measured using California's Academic Performance Index (API). In 2001, with passage of No Child Left Behind (NCLB), the focus became even sharper. NCLB required that all students be proficient in reading and math by the year 2014. "Annual Yearly Progress"--or AYP--measured schools' progress toward this ambitious goal. All subgroups of students had to make progress every year toward this goal of proficiency for all. In 2005, tests were adjusted, curricula redesigned, and accountability measures debated--but overall, the results seemed discouraging. For example, the Education Trust reported that Latino eleventh graders typically read below the level of white seventh graders. A report by California's nonpartisan Legislative Analyst estimated dropout rates in California's largest urban districts above 50%. The California State University system reports that large numbers of students who do earn a diploma still need remedial courses before they are ready for college-level studies. Yet some schools are doing better. "The California Best Practices Study" is one of the first to use California's new tests to identify the most successful high schools and then to take the crucial next step of launching an intensive investigation of what they are doing right. The study reveals a set of strategies that enable more high school students--of every ethnicity and English-language ability--to succeed. It shows--in detail--how some schools are beating the odds. This approach makes this study essential reading not only for school and district leaders, but for everyone willing to play a role in helping schools get better. The main finding is understood by every teacher and parent: what matters in schools is good teaching. However, this study goes beyond that platitude to discover how good schools and school districts go about ensuring that good teaching is the norm in every classroom for every child. California schools achieving surprising results have found and applied a few key strategies to enable teachers to do their best work. One of these is the High Priority Schools Program (HPSGP), created by Assembly Bill 961 (Chapter 747, "Statutes of 2001") to provide funds to the lowest performing schools in the state. To be eligible for funding, schools must rank in the bottom decile of the state's Academic Performance Index (API). This study seeks to answer the question whether some schools participating in the state intervention program were more successful than others in meeting student achievement goals. Did schools that met their API growth targets each year and by all subgroups share common characteristics? There was not a great deal of difference among schools in how they spent HPSGP funds. Predictably, the greatest proportion of funding went to personnel costs. These included literacy and mathematics coaches; counselors, and administrative personnel. The next largest spending category was professional development followed closely by collaboration and planning. (Contains 1 table, 1 figure and 40 footnotes.).

Results of standard tests and the Academic Performance Index (API) indicate substantial gaps between the achievement of various groups of students in California. African American, Latino, and Native American students; English learners; students who are socioeconomically disadvantaged; and Special Education students are all less likely to score proficient on state tests. The same gap exists in dropout and graduation rates. Because of limitations in its current data system, California is unable to answer many questions about student performance, and is also unable to accurately track a group of students over time.
