Some of these countries, particularly the ones facing political and economic crises, are still not integrated into the international community. Furthermore, their scientific communities have not been able to seize the opportunities offered to them on the international level. This has often been the consequence of the fact that R & D is not supported by efficient science policies. In addition, many of the SEE cuntries have not been able to develop modern management approaches in science. As a result, national scientific communities often do not have the support and information that they need to become integral and active players in the international arena. Withut modern management strategies, these countries will not be able to use all of their intellectual and other resources, which are an essential part of economic development. This volume provides a comprehensive overview of S & T policies in SEE countries forthe first time and brings these countries into comparative perspective with Central European and other EU countries. In addition, the volume contains analysis of several important science policy issues (human resource management, management of quality andfinance, peer review and networking); in this respect, the volume will be of interest to a wider audience interested in S & T policy-making in general.

What military capabilities might European allies and partners of the United States possess by 2030? First, European militaries—including the largest and most capable European NATO members—will continue to struggle to conduct several types of missions without significant U.S. assistance. Second, European militaries will face significant challenges in the Indo-Pacific. Third, Europe’s major powers will likely have the capability to conduct most types of missions at the lower end of the conflict continuum without significant U.S. military aid. To sustain progress and overcome remaining challenges, NATO will have to revise its burden-sharing metrics, modernize defense planning and procurement practices, and address lagging political will.

The article by Professor of Human Geography Ott Kurs (born 1939) and historian of science (PhD in geography) Erki Tamrniksaar (born 1969) "In Political Draughts Between Science and the Humanities: Geography at the University ofTartu Between the th th 17 -20 Centuries" is devoted to this topic. Among other things, the article states that regular instruction in geography started at the University of Tartu in 1826, when the second chair of geography in Europe was established here. Although the present book does not contain any studies on philosophy at th Tartu University in the 19 century, I would still like to mention two names. th In the early 19 century, I. Kant's philosophy was dominant at Tartu Uni versity. One of Kant's pupils, Gottlob Benjamin Jasche (1762-1839), who had worked under him as a Privatdozent in Konigsberg, served as a professor here from 1802-1839. In the history of philosophy he is primarily known as the publisher of Kant's Logic.
