Chapter 1 considers the costs of worker displacement and how government programs designed to reduce these costs are evaluated. Chapter 2 provides an overview of the labor market policies in place in the seven countries examined: Sweden, Germany, Japan, Britain, Canada, Australia, and the United States. It investigates a possible linkage between these countries' labor market policies and differences in their unemployment rates. Chapter 3 reviews the evaluation evidence available for demonstration projects and experiments implementing active labor market programs in the United States as well as evaluation reports examining the effectiveness of training and basic education programs in demonstration projects targeted to economically disadvantaged workers. Chapter 4 considers adult retraining programs. It investigates the government training model in Sweden, Britain's employer-led/school-based model, and firm-based training systems in Germany and Japan. Chapter 5 focuses on employment services. It examines carefully the job matching system provided by the Swedish public employment service and job development services supplied by the Canadian Industrial Adjustment Service. Using an original data set of over 1,200 workers from Switzerland who lost their manufacturing jobs after the financial crisis of 2008, the author analyzes the determinants of reemployment, the sector of reemployment, and the change in wages over a two year period. In addition, coverage also explores how plant closure affects the social relationship between a displaced worker and his or her significant other, which includes a discussion of the coping strategies on the household level as well as how changes in a worker's social and occupational life affects overall satisfaction. Readers will discover that the burden of structural change disproportionately falls on the shoulders of workers aged 55 and older who often face substantial barriers when trying to return to employment. A larger portion of this group experience long-term unemployment and those who do manage to find a new job often suffer disproportionate wage loss. This result is intriguing in the context of the current demographic change and contradicts the common assumption that young and low-qualified individuals are at greatest risk of unemployment. Advanced age—and not low education—appears to be the primary obstacle to workers finding job satisfaction after being laid off because of market conditions.

The first chapter outlines changes in the structure of job opportunities and assesses their effect on the post-layoff adjustment process of displaced workers and policies to facilitate it. Chapter 2 focuses on how the structure of job opportunities in the United States has changed in the recent past, explaining the issues and problems these changes may pose for successful worker adjustment. Analysis was made through data supplied by the March Work Experience Supplements to the Current Population Survey (CPS). Chapter 3 assesses the manner in which displaced workers have responded to changes in the structure of jobs and the implications that emerge for program policy. Data used were obtained from the January 1986 Dislocated Worker Supplement to the CPS. The final chapter draws together the conclusions from the analyses to identify the major challenges faced by programs and policies designed to facilitate worker adjustment to economic change. It discusses realistic policy goals and their implications for program strategy. Forty-two tables, extensive notes, and an index are provided. (KC)
