Book excerpt: Since the collapse of Soehartos New Order regime in May 1998, Indonesias national, provincial, and district governments have engaged in an intense struggle over how authority and the power embedded in it, should be shared. How this ongoing struggle over authority in the forestry sector will ultimately play out is of considerable significance due to the important role that Indonesias forests play in supporting rural livelihoods, generating economic revenues, and providing environmental services. This book examines the process of forestry sector decentralization that has occurred in post-Soeharto Indonesia, and assesses the implications of more recent efforts by the national government to recentralize administrative authority over forest resources. It aims to describe the dynamics of decentralization in the forestry sector, to document major changes that occurred as district governments assumed a greater role in administering forest resources, and to assess what the ongoing struggle among Indonesias national, provincial, and district governments is likely to mean for forest sustainability, economic development at multiple levels, and rural livelihoods. Drawing from primary research conducted by numerous scientists both at CIFOR and its many Indonesian and international partner institutions since 2000, this book sketches the sectoral context for current governmental reforms by tracing forestry development and the changing structure of forest administration from Indonesias independence in 1945 to the fall of Soehartos New Order regime in 1998. The authors further examine the origins and scope of Indonesias decentralization laws in order to describe the legal-regulatory framework within which decentralization has been implemented both at the macro-level and specifically within the forestry sector. This book also analyses the decentralization of Indonesias fiscal system and describes the effects of the countrys new fiscal balancing arrangements on revenue flows from the forestry sector, and describes the dynamics of district-level timber regimes following the adoption of Indonesias decentralization laws. Finally, this book also examines the real and anticipated effects of decentralization on land tenure and livelihood security for communities living in and around forested areas, and summarizes major findings and options for possible interventions to strengthen the forestry reform efforts currently underway in Indonesia.

Book excerpt: Indonesia's gross domestic product growth rate declined significantly after the Asian financial crisis (AFC) of 1997–1998. The country's potential and balance-of-payments growth rates are only about 5.5% and 3%, respectively. One important reason is that the country's industrialization pace declined after the AFC. Today, Indonesia is still exporting many unprocessed natural resources and simple manufactures (not complex products) with a low income elasticity of demand. This report analyzes how Indonesia's manufacturing sector could diversify and upgrade during 2020–2024 and beyond. This is essential if Indonesia is to attain upper middle-income status as soon as possible. Policy makers and the private sector need to collaborate to identify the coordination failures that hamper the discovery of those products that Indonesia could successfully produce and export. These must be complex products with a high income elasticity of demand. The report proposes a number of policies to expedite this process.

Book excerpt: In September 2013, Indonesia officially signed a Voluntary Partnership Agreement (VPA) to guarantee the legality of all timber products exported to the EU. Under the Indonesian VPA, a timber legality assurance system known as SVLK (Sistem Verifikasi Legalitas Kayu) has already been developed and has been in effect since 1 January 2013 for woodworking, wood panels, and pulp and paper. When the VPA is fully implemented, SVLK will become FLEGT legality license and will meet European Union Timber Regulation (EUTR) requirements for legal timber. The objective of this paper is to analyze the challenges of implementing SVLK in the small-scale forestry sector of Indonesia. The paper also assesses whether a mandatory approach to legality verification will be more effective in terms of assuring legality than voluntary approaches, such as certification. The analysis involved desk-based analysis of government statistics, policy documents, key stakeholder interviews, and field surveys in three major timber-producing provinces of Indonesia Central Java, East Kalimantan and Papua. The paper discusses a number of challenges facing the implementation of SVLK, among others the cost of timber legality verification, limited societal awareness of SVLK, business legality issues among small-scale enterprises, and high levels of illegality in their timber supply chains. The paper closes by presenting a detailed set of policy options to address the observed challenges.

Available in PDF, EPUB and Kindle. Book excerpt: The Vietnam Forestry Development Strategy (VFDS) is one of the country’s most important plans for the forestry sector. The strategic directions, objectives and solutions within it differ from time to time, depending on the political goals and perspectives of the moment, as well as the role that the forestry sector plays in Vietnam’s overall socio-economic development. Regardless of such changes, inheriting lessons learned, developing the next strategy off the back of the experience gained from solving previous challenges, and taking advantage of opportunities, are always the top priorities of the Government of Vietnam. This report is the result of a collaboration between the Center for International Forestry Research (CIFOR) and the Vietnam Administration of Forestry (VNFOREST); it is intended to provide VNFOREST with input as they develop the new strategy. Based on secondary document research and stakeholder interviews, the report reviews achievements and challenges in the implementation of VFDS 2006–2020, as well as provides recommendations for policy makers to consider in the process of developing the new strategy. Research results show that, by 2020, Vietnam had exceeded a number of the goals set out in VFDS 2006–2020, including: (i) accelerating the growth of production value in the sector; (ii) increasing the export value of wood and forest products; (iii) increasing domestic wood production; and (iv) planting protection forest (PTF) and special-use forests (SUF). However, the forestry sector still faces many challenges when it comes to other key performance indicators, such as: (i) increasing the area of production forests (PDF) with certification of sustainable forest management (SFM); (ii) increasing large-diameter timber production; (iii) increasing revenue for forest environmental services (FES); (iv) securing forest and forest land for the purposes of allocation and leases; (v) reducing the number of poor households in forestry areas; and (vi) increasing the rate at which forestry workers are trained. Although some anticipated targets were not achieved, others were exceeded, for example: forest cover; reforestation after logging; reduction of forest protection violations; and scattered tree planting. That these goals were achieved or exceeded is the result of strong political commitment, policies trend-matching the market, improvements in central and local management capacity, the active support of international donors, and the involvement of civil society and the private sector. That some targets were not achieved is due to the challenges of implementing policy effectively, efficiently and equitably at grassroots level, lack of resources and funding, and some ambitious goals and targets not being realistic in the current economic, political and market contexts. Addressing these challenges requires a new approach and more effective economic, social and technical solutions. Development of VFDS 2021–2030 and the 2050 vision needs to consider the implementation achievements and challenges of the previous policy, as well as how to align with global trends, and balance these with the current political, economic and social development context in Vietnam. The direction of the new strategy must also be considered in the context of international requirements, to facilitate the mobilization of domestic and foreign financial resources to help modernize the industry, as well as enhance the forestry sector’s role and value in terms of poverty reduction, sustainable economic development and ensuring sustainable forest ecosystems.

This book raises several issues in the Sherpa Track such as agriculture and food security, energy transition, environmental and climate sustainability, and development issues such as inequality, gender, digital economy, trade, and investment. Some of the most impactful sectors are the accommodation and transportation sector, the tourism sector, to Small and Medium Enterprise (SME/UMKM). Even developing countries are expected to suffer more injuries than countries with advanced economies. More serious efforts are needed to support inclusive, fair, and sustainable growth. The policy choices of developed countries to restore the domestic economy created new worries for the world. This is because developing countries have a limited ability to provide policy support which is the factor behind the relatively slower recovery compared to developed countries. Pandemic recovery is proceeding unevenly in each country requiring a different exit strategy, depending on the economic structure, quality of available resources, and governance in making supportive policies. It is very important for all countries to understand the problems facing the world and each country's policy choices for exiting and recovering from a pandemic, not just G20 members. Therefore, Indonesia's presidency at the G20 Summit in 2022 is crucial in overcoming this problem, because the G20 countries with the world's largest economic power must be the prime mover to help developing countries both get out of the pandemic crisis trap and face uncertainty due to various social, economic problems. and politics. The main agenda of the G20 meeting is to encourage cooperation to create an inclusive, strong and sustainable world economic governance. Several agendas that can be agreed on globally such as climate change and green economy, transformation towards digitalization of the economy, global food security and precautionary recovery policies so as not to add to global problems. There must be an understanding from all G20 members that there are problems and solutions that are unique in nature because of the different social, political, economic strengths and challenges in each country. Actually, the concept of green economy is not a new concept. However, recently the world has only recently realized the importance of transforming the global economic approach so that it becomes sustainable. The G20 Forum is a kind of declarator again to encourage the implementation of this concept at the global level. Moreover, G20 countries contribute 80 percent of global carbon emissions and therefore G20 countries must show their seriousness to reduce global carbon by implementing various policies that support carbon reduction efforts. In addition, digital transformation is also a priority agenda in the G20 forum. The Covid-19 pandemic, which has escalated the acceleration of digital transformation, has encouraged the adoption of digital technology by economic actors. During the pandemic, technology has opened up space for online marketplaces and services that are increasingly needed. Even digital businesses run by women entrepreneurs in all developing G20 countries have significantly expanded during the COVID-19 pandemic. The digital-based economy continues to grow and is believed to be one of the drivers of future economic growth despite being faced with various challenges. Even in the issue of world trade, Indonesia needs to voice the importance of reviewing the direction and management of world trade after the Covid-19 pandemic in the G20 forum. The G20 countries need to support a balance between the conventional principles of open trade and the needs of each country to achieve a stronger and more sustainable long-term economic recovery. There are still many other roles for Indonesia in voicing various issues at the G20 forum, so what is Indonesia's other role in promoting an inclusive and collaborative post-pandemic economic recovery for G20 countries and others?
