Book excerpt: As this book goes to press in early 2003, U.S.-led military action to eliminate Iraqi weapons of mass destruction and to create postwar conditions that could support democratic political development appears increasingly likely. However that operation unfolds, it will mark an end to the decade-long policy of containment of Iraq and set the stage for a new American approach to security cooperation and political engagement throughout the Persian Gulf. The chapters in this book offer a timely and sustainable roadmap for a new U.S. strategy and military posture in the region. The presence of U.S. forces in the Persian Gulf, particularly in Saudi Arabia, has been a highly contentious issue in the Arab world since the Persian Gulf War of 1991. While this presence gave the United States and its coalition partners new flexibility in containing Saddam Husayn, managing regional stability, and ensuring access to oil, it also exacerbated anti-American sentiment, particularly among the more devout and disaffected youth in the region. Removal of that presence and of the governments that allowed it became a rallying cry for Osama bin Laden and in the development of the terrorist jihad of al Qaeda. However, as contributors to this volume make clear, even in the absence of the new demands of the global war on terrorism, other regional political and strategic developments, as well as the erosion of international support for dual containment, warrant a reshaping of that military presence. Moreover, the continued transformation of U.S. military forces, including the enhancement of expeditionary and long-range power projection capabilities, could allow for a reduced forward presence in the Gulf. Managing such a transition will require a comprehensive regional strategy and reduction of the Iraqi threat to the region. Washington's scope for action will be greatly influenced by how military action against Iraq unfolds and what conclusions other countries in the region draw from it.

Book excerpt: During the coming months, the US must reshape its strategy and force posture relative to Iraq and the Gulf States. It must take account of its withdrawal of most of its forces from Iraq, and whether or not it can give real meaning to the US-Iraqi Strategic Framework Agreement. It must deal with steadily increasing strategic competition with Iran, it must restructure its post-Iraq War posture in the Southern Gulf and Turkey, and define new goals for strategic partnerships with the Gulf states and its advisory and arms sales activity. It must decide how to best contain Iran, and to work with regional friends and allies in doing so. In the process, it must also reshape its strategy for dealing with key states like Egypt, Jordan, Turkey and Yemen. At the same time, the US must deal with political unrest and instability in Iran and the rest of Arab world -- particularly in Egypt and Jordan. The US must decide how to plan for the risk if some form of "axis" of Iranian influence develops that will potentially extend through Iraq and Syria to Lebanon, while also taking account of the fact that unrest in Iran and/or Syria could be a major strategic benefit to the US and greatly reduce the tensions in Lebanon. This mix of challenges requires the US to decide on both how to deal with Iraq and how to restructure its entire force posture in the Gulf and Middle East, and Turkey as it largely withdraws or leaves Iraq. It also, however, requires an integrated civil-military effort that goes far beyond the military dimension. For what may well be the next half-decade, the US will have to deal with a new, uncertain, and constantly changing mix of regimes and regional politics. It will need a civil-military strategy geared towards uncertainty and change.

If violence continues, Iraq's neighbors will use the country as a theater in which to pursue their own goals, including those at odds with Iraqi and U.S. interests. Iraq will remain a training ground for terrorist groups, threatening U.S. and allied security. Continued conflict in Iraq not only will remain extraordinarily costly in terms of U.S. lives and resources, but will also damage the credibility of the United States and the efficacy of U.S. forces. It also feeds perceptions around the world that the United States is engaged in a "war on Islam." The U.S. government needs to consider alternative strategies and approaches for reducing the violence in Iraq. Even if policy makers choose not to make major changes, adjustments to current policies might help improve the effectiveness of the U.S. effort. In light of the continuing violence in Iraq, U.S. policy makers continue to reexamine policy options and their repercussions. This monograph assesses a number of approaches that the U.S. government can consider in its efforts to reduce sectarian violence and stabilize Iraq, and presents recommendations that may help increase the likelihood of success. It also considers possible next steps to take, whether these efforts succeed or fail. The analysis in this monograph is based on more than a year of research, which included travel to the region and extensive interviews with U.S., Iraqi, and other specialists, analysts, and officials, as one component of the project "The U.S. Air Force Role in the Middle East." It involved a multidisciplinary team of researchers who brought their expertise in political, economic, and military strategic analysis to these important questions.
