Book excerpt: Recidivism rates among ex-offender populations have consistently remained high. With over 600,000 ex-offenders being released from prison each year, reducing the rate of recidivism among the ex-offender class has become a highly debated issue. Ensuring ex-offenders successfully reintegrate into the community post-incarceration may help to reduce recidivism rates. Through a qualitative thematic analysis, this study examined various policies and program that may impact recidivism rates among ex-offenders. The policies and programs reviewed in this study were categorized among six main themes which were identified in prior literature as the most crucial elements needed for successful reintegration. The findings indicate that while many policy changes have been made to positively impact ex-offender reintegration by allowing initial access to services post-release from prison, more should be done to ensure ex-offenders actually receive needed services.

Yet this issue has not been well served by the criminological literature, and the new policies and programmes that have been set up to address the problem have not been well grounded in criminological thinking. Book excerpt: The number of people incarcerated in the United States grew steadily for nearly 30 years. That number has been slowly decreasing since 2008, but as of 2012 there were still over 2 million people incarcerated in prisons and jails across the country. The Bureau of Justice Statistics (BJS) reports that since 1990 an average of 590,400 inmates have been released annually from state and federal prisons and almost 5 million ex-offenders are under some form of community-based supervision. Nearly all prisoners will return to their communities as some point. Offender reentry can include all the activities and programming conducted to prepare prisoners to return safely to the community and to live as law-abiding citizens. Some ex-offenders, however, eventually end up back in prison. The BJS's most recent study on recidivism showed that within five years of release nearly three-quarters of ex-offenders released in 2005 came back into contact with the criminal justice system, and more than half returned to prison after either being convicted for a new crime or for violating the conditions of their release. Compared with the average American, ex-offenders are less educated, less likely to be gainfully employed, and more likely to have a history of mental illness or substance abuse-all of which have been shown to be risk factors for recidivism. Three phases are associated with offender reentry programs: programs that take place during incarceration, which aim to prepare offenders for their eventual release; programs that take place during offenders' release period, which seek to connect ex-offenders with the various services they may require; and long-term programs that take place as ex-offenders permanently reintegrate into their communities, which attempt to provide offenders with support and supervision. There is a wide array of offender reentry program designs, and these programs can differ significantly in range, scope, and methodology. Researchers in the offender reentry field have suggested that the best programs begin during incarceration and extend throughout the release and reintegration process. Despite the relative lack of highly rigorous research on the effectiveness of some reentry programs, an emerging "what works" literature suggests that programs focusing on work training and placement, drug and mental health treatment, and housing assistance have proven to be effective. The federal government's involvement in offender reentry programs typically occurs through grant funding, which is available through a wide array of federal programs at the Departments of Justice, Labor, Education, and Health and Human Services. However, only a handful of grant programs in the federal government are designed explicitly for offender reentry purposes. The Department of Justice has started an interagency Reentry Council to coordinate federal reentry efforts and advance effective reentry policies.

The Congressional Research Service defines recidivism as "the re-arrest, reconviction, or re-incarceration of an ex-offender within a given time frame." Because of systemic legal and societal barriers, once ex-offenders are released, it is more difficult for them compared to the general populace to find gainful employment, secure a consistent source of housing, and generally function in society. Often viewed as sub-citizens, ex-offenders are perpetually punished for crimes. This is a collection of poetry and prose from ex-offenders, drawn from years of study and workshops in Hull and East Yorkshire.

Book excerpt: With the introduction of more aggressive policing, prosecution, and sentencing since the late 1970s, the number of Americans in prison has increased dramatically. While many have credited these "get tough" policies with lowering violent crime rates, we are only just beginning to understand the broader costs of mass incarceration. In Barriers to Reentry? experts on labor markets and the criminal justice system investigate how imprisonment affects ex-offenders' employment prospects, and how the challenge of finding work after prison affects the likelihood that they will break the law again and return to prison. The authors examine the intersection of imprisonment and employment from many vantage points, including employer surveys, interviews with former prisoners, and state data on prison employment programs and post-incarceration employment rates. Ex-prisoners face many obstacles to re-entering the job market—from employers' fears of negligent hiring lawsuits to the lost opportunities for acquiring work experience while incarcerated. In a study of former prisoners, Becky Pettit and Christopher Lyons find that employment among this group was actually higher immediately after their release than before they were incarcerated, but that over time their employment rate dropped to their pre-imprisonment levels. Exploring the demand side of the equation, Harry Holzer, Steven Raphael, and Michael Stoll report on their survey of employers in Los Angeles about the hiring of former criminals, in which they find strong evidence of pervasive hiring discrimination against ex-prisoners. Devah Pager finds similar evidence of employer discrimination in an experiment in which Milwaukee employers were presented with applications for otherwise comparable jobseekers, some of whom had criminal records and some of whom did not. Such findings are particularly troubling in light of research by Steven Raphael and David Weiman which shows that ex-criminals are more likely to violate parole if they are unemployed. In a concluding chapter, Bruce Western warns that prison is becoming the norm for too many inner-city minority males; by preventing access to the labor market, mass incarceration is exacerbating inequality. Western argues that, ultimately, the most successful policies are those that keep young men out of prison in the first place. Promoting social justice and reducing recidivism both demand greater efforts to reintegrate former prisoners into the workforce. Barriers to Reentry? cogently underscores one of the major social costs of incarceration, and builds a compelling case for rethinking the way our country rehabilitates criminals.
