Book excerpt: Centre and Provinces: China 1978-93 goes beyond the dominant state capacity paradigm to argue for an interactive model to explain the political relations between the central and provincial governments in contemporary China. The uni-dimensional, centrist perspective of the state capacity paradigm has failed to adequately explain the coexistence of central and provincial power, and to anticipate circumstances of change. In this book a hybrid rational-choice cum institutional approach highlights the mutual power of both the Centre and the provinces. each party, the Centre or the provinces, imposes structural constraints upon the other. Power is not a zero-sum game. The cases of Shanghai and Guangdong, important resourceful provinces under very different central policy contexts, contrast possible interactions between central policy and provincial choice. Conflicts amidst a context of mutual dependence necessitate compromise on both sides, and qualitative changes to centreprovince relations as a result may well have long-term implications for wider political processes.

Book excerpt: In recent years, in line with China’s Going Out strategy announced in 2000, China’s overseas investment activities have increased greatly and at increasing rates. By the end of 2009, the total value of China’s outward foreign direct investment had reached US$5.6 billion. Policies have played strong supporting roles in bringing about this trend by facilitating and encouraging Chinese companies to make overseas investments. This working paper summarises these policies based on an analysis of policy changes over time and identifies the main drivers of these changes. It also highlights some key research questions of relevance to deepening understanding of the impacts of Chinese trade and investment in Africa. The project ‘Chinese trade and investment in Africa: Assessing and governing trade-offs to national economies, local livelihoods and forest ecosystems’ project, launched in March 2010, aims to advance understanding of the social, economic and environmental impacts of Chinese investment in commodities or sectors affecting forests and livelihoods in Africa (e.g. timber, mining, agriculture), and to strengthen the capacity of decision-makers in government, civil society and the private sector to enact reforms to maximise social and economic benefits while minimising adverse effects.

Agriculture remains the backbone of the Pakistani economy, employing more than half the labor force and accounting for 70 per cent of export revenues. However, agriculture faces two sets of constraints in Pakistan: resource constraints and policy distortions. This volume deals with the major resource and policy constraints currently facing Pakistani agriculture. Government involvement in Pakistan's agricultural sector has been excessive and often inappropriate, and agricultural reforms are a key part of the adjustment program underway in Pakistan. Some of the principal goals of the program are to ensure a sound and sustainable macroeconomic framework with sustainable internal and external balances, to liberalize trade, privatize government-owned enterprises, deregulate and eliminate public sector monopolies, and to reform the financial sector. The agricultural sector can contribute to the Pakistani economy and to the adjustment program. Agriculture has the potential to make a larger contribution to total revenue and plays an important role in external balances. A favorable climate gives Pakistan a strong comparative advantage in horticulture, as indicated by the rapid growth of the subsector in the absence of policy interventions.
