Book excerpt: Monitoring of long-term effects of marine pollution on regional marine ecosystems can be most useful to managers if based primarily on the use of bioindicators to monitor temporal changes in the mean background abundance of bioavailable contaminants in the region. Design of successful long-term, regional bioindicator monitoring programs requires that specific quantitative objectives be defined and expressed as null hypotheses. An optimum sampling and analysis plan designed to test these hypotheses must select the age, size range, and number of individuals per sample, the number of samples per site, the number of replicate analyses per sample, and other factors based on the known sources of variance in the environment, sampled population, and analysis procedure. Sampling sites must be systematically selected to be affected as little as possible by contaminant inputs which vary temporally on short time scales. Many suitable sites will require the transplantation of bioindicators, and the optimum program will probably require the exclusive use of transplanted populations.

Monitoring of the marine and coastal environment is based on recent methods and validated after experiments in the field of marine pollution.

This nutrient over-enrichment can result in toxic algal blooms, shellfish poisoning, coral reef destruction, and other harmful outcomes. All U.S. coasts show signs of nutrient over-enrichment, and scientists predict worsening problems in the years ahead. Clean Coastal Waters explains technical aspects of nutrient over-enrichment and proposes both immediate local action by coastal managers and a longer-term national strategy incorporating policy design, classification of affected sites, law and regulation, coordination, and communication. Highlighting the Gulf of Mexico's "Dead Zone," the Pfiesteria outbreak in a tributary of Chesapeake Bay, and other cases, the book explains how nutrients work in the environment, why nitrogen is important, how enrichment turns into over-enrichment, and why some environments are especially susceptible. Economic as well as ecological impacts are examined. In addressing abatement strategies, the committee discusses the importance of monitoring sites, developing useful models of over-enrichment, and setting water quality goals. The book also reviews voluntary programs, mandatory controls, tax incentives, and other policy options for reducing the flow of nutrients from agricultural operations and other sources.

Book excerpt: An estimated 8 million metric tons (MMT) of plastic waste enters the world's ocean each year - the equivalent of dumping a garbage truck of plastic waste into the ocean every minute. Plastic waste is now found in almost every marine habitat, from the ocean surface to deep sea sediments to the ocean's vast mid-water region, as well as the Great Lakes. This report responds to a request in the bipartisan Save Our Seas 2.0 Act for a scientific synthesis of the role of the United States both in contributing to and responding to global ocean plastic waste. The United States is a major producer of plastics and in 2016, generated more plastic waste by weight and per capita than any other nation. Although the U.S. solid waste management system is advanced, it is not sufficient to deter leakage into the environment. Reckoning with the U.S. Role in Global Ocean Plastic Waste calls for a national strategy by the end of 2022 to reduce the nation's contribution to global ocean plastic waste at every step - from production to its entry into the environment - including by substantially reducing U.S. solid waste generation. This report also recommends a nationally-coordinated and expanded monitoring system to track plastic pollution in order to understand the scales and sources of U.S. plastic waste, set reduction and management priorities, and measure progress.

Book excerpt: A distinction between contamination and pollution is useful when we wish to consider what strategies to adopt in researching the impact of anthropogenic activities on the marine environment. Contamination strictly refers to the chemical burden imposed on the system and is evaluated in terms of the concentrations of chemical compounds in various abiotic (e. g water, suspended particulate matter, sediments) and biotic (plant and animal, pelagic and benthic) components. The concept of pollution, on the other hand, infers an assessment of biological response to the measured levels of contamination. This response may be measured at various levels of biological organisation, from molecular events within the cell to changes in such ecosystem properties as nutrient flux and biological productivity. Such measures of biological response need not infer any value judgements regarding putative damage or disturbance to the natural systems, although the biologist will usually have in mind a reference point of normality with which to compare the measured response; departure from this "normality" may then provide a quantitiative index of disturbance. The challenge to scientists engaged in research into marine contamination and pollution is to weld the chemical and biological elements together (always with reference also to the physical features of the environment) so as to provide a coherent framework for the quantitative evaluation of environmental response.
