Book excerpt: This timely book explores the often stormy French-U.S. relationship and the evolution of the Atlantic Alliance under the presidency of Charles de Gaulle (1958D1969). The first work on this subject to draw on previously inaccessible material from U.S. and French archives, the study offers a comprehensive analysis of Gaullist policies toward NATO and the United States during the 1960s, a period that reached its apogee with de GaulleOs dramatic decision in 1966 to withdraw from NATOOs integrated military arm. This launched the French policy of autonomy within NATO, which has since been adapted without having been abandoned. De GaulleOs policy often has been caricatured by admirers and detractors alike as an expression of nationalism or anti-Americanism. Yet Frederic Bozo argues that although it did reflect the GeneralOs quest for grandeur, it also, and perhaps more important, stemmed from a genuine strategy designed to build an independent Europe and to help overcome the system of blocs. Indeed, the author contends, de GaulleOs actions forced NATO to adapt to new strategic realities. Retracing the different phases of de GaulleOs policies, Bozo provides valuable insight into current French approaches to foreign and security policy, including the recent attempt by President Chirac to redefine and normalize the France-NATO relationship. As the author shows, de GaulleOs legacy remains vigorous as France grapples with European integration, a new role within a reformed NATO, and relations with the United States.

The rapid growth in popularity of right-wing extremist groups in response to transnational economic crises underscores the importance of examining in detail the language and political mobilization strategies of the New Right. In Europe, for example, populist right-wing activists organized around an anti-immigration agenda are becoming more vocal, providing pushback against the increase in migration flows from North Africa and Eastern Europe and countering support for integration with a categorical rejection of multiculturalism. In the United States, anti-immigration sentiment provides a rallying point for political and personal agendas that connect the rhetoric of borders with national, racial, and security issues. Digital Media Strategies of the Far Right in Europe and the United States is an effort to examine and understand these issues, informed by the conviction that an interdisciplinary and transnational approach can allow productive comparison of far-right propaganda strategies in Europe and the United States. With a special emphasis on performing ideology in the far-right music scene, on violent anti-immigrant stances, and on the far right’s skillful creation and manipulation of virtual communities, the contributions foreground the cultural shibboleths that are exchanged among far-right supporters on the Internet, which serve to generate a sense of group belonging and the illusion of power far greater than the known numbers of neo-Nazis in any one country might suggest. Moreover, with attention to transatlantic right-wing movements and their use of particularly digital media, the essays in this volume put pressure on the similarities among the various national agents, while accommodating differences in the virtual and sometimes violent identities created and nurtured online.

Fourth, Europe needs to clarify its core interests elsewhere and help stabilize the Middle East and Africa. With this book, the author seeks to lay the essential building blocks for developing a European strategy, which is a complex process involving multiple decision-makers and institutions.

If the EU is to survive and prosper as an effective security actor, it requires that greater attention be devoted to taking a cohesive and common position on the relationship between EU foreign policy means and goals. The major claim of this edited collection is that there is a European grand security strategy that disciplines member state security strategies. That grand strategy has two distinct substantive goals: (1) the preservation and expansion of the EU system of security governance; and (2) the implementation of specific strategies to meet internal and external threats and sources of insecurity. The EU has sought to develop a grand security strategy that not only accounts for the proliferation of threats possessing a military or non-military character and differentiates between core and peripheral regions of interest, but also addresses the requirements to bridge the increasingly blurred boundary between internal and external security threats and the necessary reconciliation of the competing security preferences of its member states. The empirical contributions to this volume examine the EU security strategies for specific issue areas and regional threat complexes. These case studies assess whether and how those strategies have consolidated or expanded the EU system of security governance, as well as their successes and limitations in meeting the security threats confronting the EU and its member-states. Book excerpt: How were identities created in the early Middle Ages and when did they matter? This book explores different types of sources to understand the ways in which they contributed to making ethnic and religious communities meaningful: historiography and hagiography, biblical exegesis and works of theology, sermons and letters. Thus, it sets out to widen the horizon of current debates on ethnicity and identity. The Christianization and dissolution of the Roman Empire had provoked a crisis of traditional identities and opened new spaces for identification. What were the textual resources on which new communities could rely, however precariously? Biblical models and Christian discourses could be used for a variety of aims and identifications, and the volume provides some exemplary analyses of these distinct voices. Barbarian polities developed in a rich and varied framework of textual 'strategies of identification'. The contributions reconstruct some of this discursive matrix and its development from the age of Augustine to the Carolingians. In the course of this process, ethnicity and religion were amalgamated in a new way that became fundamental for European history, and acquired an important political role in the post-Roman kingdoms. The extensive introduction not only draws together the individual studies, but also addresses fundamental issues of the definition of ethnicity, and of the relationship between discourses and practices of identity. It offers a methodological basis that is valid for studies of identity in general.

Alex G. Papadopoulos addresses this question with a detailed study of how the nineteenth-century quartiers of Leopold and Nord-Est in Brussels have been transformed materially and functionally since the European Communities decided to locate their administrative headquarters there in 1957. Drawing on game and rational-choice theories, spatial analysis, and urban morphology studies, Papadopoulos analyzes how the landscape of Brussels's center has evolved over the last three decades under the influence of successive coalitions of local and foreign elites. He describes how international real-estate developers form ephemeral, flexible, and specialized regimes of cooperation with governmental organizations at all levels and with special-interest lobbies to carry out major urban projects, while local neighborhood groups, conservationists, and political factions such as the Green Party oppose them with qualitatively similar regimes of resistance.

Book excerpt: Launched in March 2010 by the European Commission, the Europe 2020 strategy aims to achieve "smart, sustainable, and inclusive" growth. The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.
