Book excerpt: March 1998 Many developing countries are not participating in the World Trade Organization as much as they should. What can be done about it? In the 1960s and 1970s developing countries viewed UNCTAD rather than the GATT as the main institution through which to promote their interests in international trade. But beginning with the Uruguay Round in the mid-1980s, their attitude changed, many more of them became members of the GATT, and a significant number played an active role in negotiations. Michalopoulos analyzes developing countries' representation and participation in the World Trade Organization (WTO) as of mid-1997 to determine how developing countries can effectively promote their interests and discharge their responsibilities under the rules and agreements of the new organization. He concludes that although many developing countries are actively participating in the new process, more than half of the developing countries that are members of the WTO participate little more than they did in the early 1980s and have not increased their staffing, despite the vastly greater complexity of issues and obligations. Institutional weaknesses at home are the main constraints to effective participation and representation of their interests at the WTO. To make their participation more effective, Michalopoulos recommends that the developing countries establish adequately staffed WTO missions based in Geneva; failing that, pooling their resources and representation in Geneva; and being sure to pay their dues, which are typically small. He recommends that the international community place higher priority on programs of assistance in support of institutional development of poorer countries aimed at enhancing their capacity to participate in the international trading system and the WTO-and that the WTO review its internal rules and procedures to ensure that inadvertently they do not make developing countries participation more difficult. This paper is part of a larger effort by the World Bank to collaborate with the World Trade Organization in developing approaches for the more effective integration of the developing countries in the international trading system. Developing countries are a large percentage of the World Trade Organization (WTO) membership, in which Ethiopia is on process of acquiring membership. Trade liberalization may be unilateral, bilateral, sub-regional or multilateral. The end of the cold war has witnessed an increasingly growing wave of unilateral trade liberalization accompanied by a regulatory framework that facilitates and enhances the momentum. Although the impact of unilateral trade liberalization undertaken in many countries including Ethiopia deserves discussion, the theme of this article has necessitated focus on multilateral trade liberalization under the WTO system. As LDC, Ethiopia is likely to be given some flexibility in assuming liberalization commitments. However, it will be asked to agree to some threshold of liberalization, and it is important for Ethiopia to be prepared to undertake commitments and develop a negotiation strategy that protects its interests. In addition, to respond effectively to the requests of WTO members, it is indispensable for the government of Ethiopia to have thorough information and analyze the potential consequences of liberalization. This term paper has three main parts in which the first part will discuss about trade liberalization with its justification and protectionism and its effects on economic development. The second part of the paper will focus on the opportunities and challenges of WTO membership to developing countries. In this part the consequences of the WTO membership of the developing countries will be analyzed in terms of its benefits and harms. The third part of the paper deals with the necessary precautions the developing countries are required to take before joining the WTO. In this part, the role of the WTO in helping the developing countries not to be affected negatively by becoming a member; necessary development level countries are required to attain before joining the WTO; and necessary measures to be undertaken during negotiation process not to take a commitment which will be against the national interest of the country. The fourth part deals on the Ethiopia WTO accession and assess the experience of WTO accessed least developing countries. Finally, the conclusion and recommendation with lessen to Ethiopia addressed.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

The world trading system under the WTO promises all but its working over the past years since its establishment has revealed that the pace and pattern of implementation by different member countries have not been uniform. More powerful players in the trade space have evolved many new instruments of safeguarding their national interest while the weaker players have been forced to implement their commitments. This has generated asymmetries in the pattern of effective market access in the different countries of the world economy. In the light of the above, our objective in this study is primarily to examine the role of Multilateral trading system under the WTO in promoting international trade of developing countries in general and that of India in particular. The purpose of this paper is (a) to discuss the importance of trade and trading system for developing countries in general and India in particular (b) to discuss the asymmetries exist under the WTO which effect the development process of developing countries adversely, and (c) to suggest ways and means as to how India and other developing countries can maximize the gain and minimize the losses from its membership of the world trade organization under the globalize era. Book excerpt: Recently, it has become apparent to developing countries in the WTO that their limited bargaining power has, in fact, been a stumbling block to obtaining desired negotiation outcomes in the multilateral trade system. Thus, to execute any fundamental changes to the status quo, there was a need to cluster together, pool resources and form alliances to leverage their collective strength in the negotiations. What remained unclear, however, was what role this increased coalition activity by developing countries played in the current WTO negotiations process. Therefore, the primary purpose of this dissertation is to describe how this shift toward coalitions as a negotiation strategy by developing countries occurred and to consider the possible implications of this coalition strategy for the future of the multilateral trading system. Due to the complexity of the Doha Round, I restricted my area of study to the Doha Round agriculture negotiations as a single case study, since agriculture is the undisputed "locomotive" of the Round, having set the tone for the majority of the negotiations. Using qualitative data, I captured a contextual description of four developing country agriculture coalitions -- Cotton-4, G-20, G-33 and G-90 -- as "nested cases" throughout the agriculture negotiation process from March 2003 to March 2010. I described the function of developing country coalitions in the negotiations by comparing and contrasting aspects of each coalition's negotiation strategy or tactics during the research study period. In sum, I investigate my preliminary assessment of the reason coalition strategy emerged as the dominant negotiation tool for developing countries in this particular WTO Round. I then describe how these coalitions maneuvered in the ongoing negotiations during the study period. At the end of my descriptive comparative analysis, I was able to explain the significance of coalitions as a strategic tool for developing countries in WTO trade rules negotiations as well as assess the specific role that each of the four case study coalitions have played in the negotiation process. In conclusion, the study highlights some of the lessons learned from developing country coalition strategy in this Round. The information derived could serve as a platform for further research in this area and eventually explain the raison d'être behind the negotiated outcomes.
