Book Transboundary Water Management

Download or read book Transboundary Water Management written by Anton Earle and published by Routledge. This book was released on 2013-10-18 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: The management of water resources across boundaries, whether sub-national or international, is one of the most difficult challenges facing water managers today. The upstream exploitation or diversion of groundwater or rivers can have devastating consequences for those living downstream, and transboundary rivers can provide a source of conflict between nations or states, particularly where water resources are scarce. Similarly, water based-pollution can spread across borders and create disputes and a need for sound governance.1. Introduction: Setting the Scene for Transboundary Water Management Approaches2. Why Negotiate? Asymmetric endowments and asymmetric power and the invisible nexus of water, trade and power that brings apparent water security3. Power, Hegemony and Critical Hydropolitics4. Getting Beyond the Environment-Conflict Trap: Benefit-Sharing in International River Basins5. International Water Law: concepts, evolution and development6. Aquifer Resources in a Transboundary Context: A Hidden Resource? - Enabling the Practitioner To 'See It and Bank It' for Good Use7. Governance in Transboundary Basins - the Role of Stakeholders, Concepts and Approaches in International River Basins8. Environmental Flows in Shared Watercourses: Review of Assessment Methods and Relevance in the Transboundary Setting9. Managing Water Negotiations and Conflicts in Concept and in PracticeContributorsIndexPart I: Analytical Approaches to Transboundary Water ManagementPart II: Transboundary Water Management Polity and PracticePart III: Challenges and OpportunitiesThis book is the first to bring together in a concise and accessible way all of the main topics to be considered when managing transboundary waters. It will raise the awareness of practitioners of the various issues needed to be taken into account when making water management decisions and provide a practically-based overview for advanced students. The authors show clearly how vital it is to cooperate effectively over the management of shared waters to unlock their contribution to regional sustainable development. The book is largely based on a long-running and tested international training programme, run by the Stockholm International Water Institute and Ramboll Natura, and supported by the Swedish International Development Co-operation Agency (Sida), where the respective authors have presented modules on the programmes. It addresses issues not only of conflict, but also of managing power asymmetries, benefit-sharing, stakeholder participation, international water law, environmental water requirements and regional development. It will be particularly useful for those with a background in hydrology or engineering who wish to broaden their management skills.

Book Transboundary Water Resources Strategies for Regional Security and Ecological Stability

Download or read book Transboundary Water Resources Strategies for Regional Security and Ecological Stability written by Hartmut Vogtmann and published by Springer Science & Business Media. This book was released on 2005-07-26 with total page 199 pages. Available in PDF, EPUB and Kindle. Book excerpt: After the sovjet era and since their independence the new Central Asian countries are rebuilding a system of water resources management: an important challenge for the development of the whole region. The NATO workshop held on 25-27 August 2003 by the Federal Agency for Nature Conservation, Germany and the Siberian Branch of the Russian Academy of Science, attended by experts from five Central Asian countries, Russia, six Western European countries, the US and the UNEP offered water engineers and nature scientists as well as economic and political scientists and practitioners from water administrations and international river commissions to meet in Novosibirsk and develop sustainable approaches in the management of Central Asian water resources. This book presents important aspects of transboundary water resources, i.e. the global water crisis: problems and perspectives; regional experiences in solving water problems in Central Asia; problems and management of transboundary water resources; ecological and economic aspects of water management; scientific analysis and tools of water changes; strategic implications of water access arisen during the workshop. A final recommendation in the area of equitable sharing of benefits, monitoring and data collection as well as proposals for Central Asia transboundary waters programme were set in the book as the main result of the meeting.

Book The Legal Regime for Transboundary Water Pollution Between Discretion and Constraint

Download or read book The Legal Regime for Transboundary Water Pollution Between Discretion and Constraint written by Andre Nollkaemper and published by Springer. This book was released on 1993-07-28 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The main challenge to international environmental law is to strike an adequate balance between the discretion of states to undertake economically attractive activities and the need for constraint in order to protect the environment. Based on one particularly elaborate environmental regime (the regime for transboundary water pollution as it applies to the Netherlands) this book examines how international law has sought to replace discretion by constraint, and what limitations have been encountered with that endeavour. The study provides a comprehensive assessment of the main assets and lacunae of the regime for transboundary water pollution. It discusses the applicable substantive and procedural rules (including new developments, such as the precautionary principle, the obligation to conduct environmental impact assessments); the combined use of legal rules (such as the 1992 Convention on the Protection of Transboundary Watercourses and the 1992 Paris Convention on the Protection of the Marine Environment of the North-East Atlantic) and non-legal rules (such as the Rhine Act Programme), and the application of procedures to control the implementation of states' obligations. Since many of the issues are not exclusively relevant to transboundary water pollution, the main conclusions of this study may prove directly applicable to other international environmental regimes.
