Le concept même de Superpuissance ayant perdu toute signification, les crises liées à l’instabilité locale ne peuvent généralement pas être réglées par un seul État, mais les solutions collectives supposent un accord politique qui n’existe que rarement.

In Strategy and Command, Roy Prete offers a major new interpretation supported by in-depth research in French archival sources. In the first of three projected volumes, Prete crafts a behind-the-scenes look at Anglo-French command relations during World War I, from the start of the conflict until 1915, when trench warfare drastically altered the situation. Drawing on extensive archival research, Prete argues that the British government's primary interest lay in the defence of the empire; the small expeditionary force sent to France was progressively enlarged because the French, especially Commander-in-Chief Joseph Joffre, dragged their British ally into a progressively greater involvement. Several crises in Anglo-French command relations derived from these competing strategic objectives. New information gleaned from French public and private archives - including private diaries - enlarge our understanding of key players in the allied relationship. Prete shows that suspicion and distrust on the part of both sides of the alliance continued to inform relations well after the circumstances creating them had changed. Strategy and Command clearly establishes the fundamental strategic differences between the allies at the start of the war, setting the stage for the next two volumes.

Book excerpt: Depuis l’origine, l’orientation atlantique des recherches en histoire menées à l’université de Nantes a été, très largement, une orientation internationale : c’est ce dont témoigne aujourd’hui l’intitulé même du laboratoire sous l’égide duquel est publiée cette revue, le Centre d’études en histoire internationale et atlantique (CRHIA). De cela, les raisons sont bien connues. L’histoire elle-même d’abord : l’appartenance atlantique de Nantes a toujours été, pour la ville et son port, synonyme d’ouverture globale, et cette donnée ne pouvait que s’imposer aux historiens de son université. D’où, ensuite, le rôle de ces derniers : depuis les années soixante, la présence des historiens nantais dans le domaine des relations internationales à l’époque contemporaine – mais aussi moderne – a été une constante, qui a fait de celle-ci l’une des rares universités françaises non parisiennes à pouvoir compter dans ce domaine.L’implantation à Nantes à la fin des années quatre-vingt d’une partie des archives du ministère des Affaires étrangères, enfin, a tout à la fois consacré et pérennisé cette réalité en permettant aux enseignants-chercheurs et à leurs étudiants en maî-trise ou en DEA ainsi qu’à leurs doctorants d’alimenter leurs travaux à des fonds dont la richesse est indiscutable. Depuis bientôt une génération, le Centre des archives diplomatiques de Nantes (CADN) aura ainsi représenté, en fonction des sujets ou des périodes, pour certains le lieu principal de leurs recherches et, pour d’autres, le non moins indispensable terrain d’initiation au travail de l’historien, préalable à l’exploitation d’autres fonds en France comme à l’étranger.Mais les archives ne sont pas tout : de plus en plus, les historiens contemporanéistes s’estiment fondés à étudier un passé récent, voire proprement contemporain, avec les méthodes de l’histo-rien, y compris lorsque lesdites archives ne sont pas encore disponibles : pourquoi en effet devraient-ils, au profit d’autres disciplines, se refuser à l’intelligence du temps présent ? Les historiens nantais, étudiants ou professeurs, ne sont pas en reste à cet égard : en témoignent les sujets traités par les uns et les autres, dont les problématiques ou les périodes s’inscrivent bien souvent dans une volonté de forte présence sur le terrain du très contemporain.

In America's Strategy in World Politics, Spykman examined world politics from a realist geopolitical perspective. The United States, he explained, was fighting for its very survival as an independent country because the conquests of Germany and Japan raised the specter of our geopolitical encirclement by hostile forces controlling the power centers of Europe, the Middle East, and East Asia. Spykman warned that the United States could not safely retreat to a defensive position in the Western Hemisphere. Spykman looked beyond the immediate strategic requirements of the Second World War, envisioning a postwar world in which the United States would help shape the global balance of power to meet its security needs. Even though Soviet Russia was our wartime ally, Spykman recognized that a geopolitically unbalanced Soviet Union could threaten to upset the postwar balance of power and thereby endanger U.S. security. Spykman also foresaw the rise of China in postwar Asia, and the likely need for the United States to ally itself with Japan to balance China's power. He also recognized that the Middle East would play a pivotal role in the postwar world. Spykman influenced American postwar statesmen and strategists. During the Cold War, the U.S. sought to deny the Soviet Union political control of Western Europe, the Middle East, and East Asia. Spykman's geopolitical vision of U.S. security, supported by a balanced Eurasian land mass, coupled with his focus on power as the governing force in international relations, makes America's Strategy in World Politics relevant to the twenty-first century.
