In particular, this book seeks to interrogate the theory and strategy of nuclear deterrence, and its relationship to the concept of missile defence. Drawing widely on the theoretical literature in international relations and strategic studies, it identifies the key groups that have competed over America's nuclear policy post-1945 and examines how the concept of missile defence went through a process of gestation and intellectual contestation, leading to its eventual legitimization in the late 1990s. Steff sheds light on the individuals, groups, institutions and processes that led to the decision by the Bush administration to deploy a national missile defence shield. Additionally, Steff systematically examines the impact deployment had on the calculations of Russia and China. In the process he explains that their reactions under the Bush administration have continued into the Obama era, revealing that a new great power security dilemma has broken out. This, Steff shows, has led to a decline in great power relations as a consequence.

Book excerpt: Why adopt a poststructural lens for the reading of the military strategy of national missile defence (NMD)? No doubt, when contemplating an attack on US territory by intercontinental ballistic missiles, consulting Michel Foucault and critical international relations theory scholars may not seem the obvious route to take. The answer to this lies in another question: why has there been so much interest and continuous investment in NMD deployment when there is such ambiguity surrounding the status of threat to which it responds, controversy over its technological feasibility and concern about its cost? Posed in this manner, the question cannot be answered on its own terms – the terms given in official accounts of NMD that justify the system’s significance on the basis of strategic feasibility studies and conventional threat predictions guided by worst-case scenarios. Instead, this book argues that the preferences leading to NMD deployment must be understood as satisfying requirements beyond strategic approaches and issues. In turning towards the interpretative modes of inquiry provided by critical social theory and poststructuralism, this book contests the conventional wisdom about NMD and suggests reading the strategy in terms of US identity. Presented as an analysis of discourses on threats to national security, around which the need for NMD deployment is predominantly framed, this book is an effort to let the two fields of critical international relations theory and US foreign policy speak directly to each other. It seeks to do so by showing how the concept of identity can be harnessed to an analysis of a contemporary military-strategic practice.

The analyzed cases of missile defense engagements included (after the Desert Storm), Operation Iraqi Freedom, Israeli operations against Hamas and Yemen war. The theoretical base of the book relied on the waves of deterrence theory since the early years of the nuclear age through the deployment of thermonuclear warheads, nuclear plenty and the late Cold War revisions of deterrence paradigms. The main body of the book is exploring the historical and probabilistic evidence on missile defense accuracy in various scenarios of its employment and differing layered short, medium and long range systems of the US counter-ballistic technologies. Historically, the missile defense investments since the early thermonuclear range were challenging the Mutual Assured Destruction paradigm. Notably, after partial marginalization of US long range missile defense concepts of the 1960s, seen as incompatible with 1972 Anti-ballistic missile treaty between the US and USSR, missile defense constructions were reinvigorated through Reagan's 1983 Strategic Defense Initiative, while post-1976 Patriot tactical air and missile defense were gradually winning arms contracts, as in the post Cold War age the value of extended deterrence grew. New post-Cold War missile defense investments included the Middle Eastern US allies, as well as Japan and South Korea threatened by DPRK nuclear and ballistic experiments. Importantly, the value of extended missile defense engagements became broader visible in the era of New Cold War between Russia and the West, when new Aegis Ashore bases in Romania and Poland proved the theater range missile defense capacity of new NATO members. Grzegorz Nycz, Ph.D. is adjunct professor at the Pedagogical University of Cracow's Institute of Political Science. He graduated from Jagiellonian University and Cracow University of Economics. Ryoichi Sasakawa Young Leaders Fellowship Fund Fellow 2007/2008. His research refers to U.S. security and foreign policy, with a special focus on nuclear deterrence and ballistic missile defense postures. The evolution of the BMD debate after the Cold War has been complex, complicated and punctuated. As this book shows, the debate and subsequent policy choices would often appear to reflect neither the particular requirements of the international system for US security at any given time, nor indeed the current capabilities of BMD technology. Ballistic Missile Defence and US National Security Policy traces the evolution of policy from the zero-sum debates that surrounded the Strategic Defense Initiative as Ronald Reagan left office, up to the relative political consensus that exists around a limited BMD deployment in 2012. But whether ballistic missile defenses can be made to work and whether it is wise to build them remain controversial. As exotic new proposals are put forward for space-based directed-energy systems, questions about the effectiveness and wisdom of missile defense have again become central to the national debate on defense policy. Several states will likely attain a credible capability to threaten U.S. bases within their respective regions, despite the sophistication of U.S. missile defenses. Strategically, there are uncertainties about whether the United States can deter some of these new missile-capable actors. Deterrence problems will create new risks to U.S. deployed forces: if deterrence fails, U.S. troops will be at a higher level of exposure. Alternately, missiles will grant states some leverage to dissaude the United States from actually using overseas forces, as well as a means to coerce host states into denying access to the United States. Though several factors will mitigate these concerns, the question remains: How reliable will alliance-derived "tripwires" and other deployments be in the overall U.S. strategy of engagement? Alterations in force structure, tailored to these threats, will likely be needed.

Book excerpt: There is probably no area of more crucial concern nor one more subject to possible misunderstanding and riddled with paradox than nuclear weapons and their use, not only in war, but as deterrents to war. In Strategic Impasse, Cimbala examines the critical issues, problems, and paradoxes inherent in the current nuclear situation. It is from a fundamental contradiction--the usefulness of nuclear weapons versus the undesirability of nuclear war--that nuclear deadlock arises. Their usefulness as deterrents is based on their destructive potential and the balance of power in Europe cannot be adjusted until the inflexible, bipolar balance of terror is addressed. Ironically, superpower sovereignty in nuclear first strike/retaliation capability, shared across the divided East-West political buffer zone, created the impetus for improvements in conventional warfare. To the extent war can be contained below the nuclear threshold, conventional weaponry contributes to deterrence by denial. One difficulty lies in the improbability of completely isolating the nuclear from the conventional battlefield in a European scenario. Also, a level of superpower force perceived to be adequate in peacetime might prove to be an inadequate intrawar deterrent. Because of the underdevelopment of conceptual frameworks, credible deterrence--the creation of nuclear campaigns designed to prevent war--remains conjectural. Highly usable weapons require a command system that can provide for simultaneous fighting and escalation, but escalation beyond a certain level conflicts with control and therefore usability. In turn, low expectations of weapon usability may weaken deterrence. In Gorbachev's defensive sufficiency, forces for aggression and surprise attack would be diminished, while forces for defense would be strengthened. The problem lies not only in differentiating between offensive and defensive weaponry but in achieving a consensus on such a definition by NATO's member countries. The book is divided into three parts: the first section, Issues of Theory and Strategy, scrutinizes the relationship between offense and defense and examines SDI and more inclusive strategic defense matters. It also questions the connection between policy objectives and force, and explores the complication of externalities, such as relations with allies. In section two, Stretching Deterrence, Cimbala reviews the operational art likely to be employed by the Soviets in a conventionally fought European war and defines and appraises the sensor-cyber revolution in technology and its impacts on preferred strategies. The final part, Beyond Deterrence, considers war termination scenarios and related issues, including sociopolitical aspects, surveys the part nuclear weapons play in superpower competition in the Third World, and explains how issues of sovereignty effect deterrence, avoidance, and future super power relations. Strategic Impasse will enable scholars and students of military affairs as well as political scientists and government officials to see beyond current nuclear rhetoric and to make informed judgments on an issue that fundamentally affects this nation's and the world's future.
