Book Strategic Sourcing

Download or read book Strategic Sourcing written by Ellen Marie Pint and published by RAND Corporation. This book was released on 1997 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report, originally prepared as an annotated briefing, discusses the recommendations of the economics and business management literatures on issues related to outsourcing. It is found that organizations should outsource those activities that can be most effectively managed externally, so that senior managers can devote their attention to activities best managed internally. The economics literature emphasizes that activities involving transaction-specific assets should be managed internally, whereas the business management literature recommends that organizations retain internal control of their core competencies. Organizations can often gain access to superior performance at equal or lower cost by outsourcing other activities. Therefore, it seems prudent for the Air Force to focus its outsourcing efforts on activities that are neither core competencies nor involve great asset specificity, although the business management literature suggests that the Air Force could outsource activities that do involve asset specificity, such as the provision of complex services, if it develops longer-term partnerships with suppliers rather than treating them as arm's-length vendors. Also, past performance information could be used to advantage in outsourcing to develop longer-term relationships and encourage transaction-specific investments.

Book Strategic Appraisal

Download or read book Strategic Appraisal written by Zalmay Khalilzad and published by Rand Corporation. This book was released on 2002-07-31 with total page 510 pages. Available in PDF, EPUB and Kindle. Book excerpt: Change--in international relations, in technology, and in society as a whole--has become the idiom of our age. One example of these changes has been an increasing recognition of the value of air and space assets for handling nearly every contingency from disaster relief to war and, onsequently, increasing demand for such assets. These developments have created both challenges and opportunities for the U.S. Air Force. This, the fourth volume in the Strategic Appraisal series, draws on the expertise of researchers from across RAND to explore both the challenges and opportunities that the U.S. Air Force faces as it strives to support the nation's interests in a challenging technological and security environment.Contributors examine the changing roles of air and space forces in U.S.national security strategy, the implications of new systems and technologiesfor military operations, and the role of nuclear weapons in U.S. securitystrategy. Contributors also discuss the status of major modernizationefforts within the Air Force, and the bill of health of the Air Force, asmeasured by its readiness to undertake its missions both today and in thefuture.

Book Outsourcing Management Functions for the Acquisition of Federal Facilities

Download or read book Outsourcing Management Functions for the Acquisition of Federal Facilities written by National Research Council and published by National Academies Press. This book was released on 2001-01-20 with total page 149 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this study outsourcing is defined as the organizational practice of contracting for services from an external entity while retaining control over assets and oversight of the services being outsourced. In the 1980s, a number of factors led to a renewed interest in outsourcing. For private sector organizations, outsourcing was identified as a strategic component of business process reengineering-an effort to streamline an organization and increase its profitability. In the public sector, growing concern about the federal budget deficit, the continuing long-term fiscal crisis of some large cities, and other factors accelerated the use of privatization measures (including outsourcing for services) as a means of increasing the efficiency of government.

Book New Challenges New Tools for Defense Decisionmaking

Download or read book New Challenges New Tools for Defense Decisionmaking written by Stuart E. Johnson and published by Rand Corporation. This book was released on 2003-03-31 with total page 415 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is still easy to underestimate how much the collapse of the Soviet Union and the end of the Cold War?--and then the terrorist attacks of September 11, 2001?--transformed the task of American foreign and defense policymaking. In place of predictability (if a sometimes terrifying predictability), the world is now very unpredictable. In place of a single overriding threat and benchmark by which all else could be measured, a number of possible threats have arisen, not all of them states. In place of force-on-force engagements, U.S. defense planners have to assume "asymmetric" threats?--ways not to defeat U.S. power but to render it irrelevant. This book frames the challenges for defense policy that the transformed world engenders, and it sketches new tools for dealing with those challenges?--from new techniques in modeling and gaming, to planning based on capabilities rather than threats, to personnel planning and making use of "best practices" from the private sector.

Book excerpt: What happens when justice is delayed? It is denied, certainly. That answer, while a truism, is also incomplete, for it does not describe the depth, intensity, and complexity of the impact of delay in Indian courts. Several questions may be considered in this context: How does an undertrial prisoner bring up her child in prison? How does delay in disposal of a claim affect a company's business? Who suffers when land acquisition is mired in litigation-landowner or the public? Does involvement in prolonged litigation detract from a government's primary purpose? Will appointing more judges solve the problem of delay and rising pendency? Are amendments to law and policy working to mitigate delays? To answer these and other questions, this volume of essays-to which lawyers, economists, sociologists, researchers, and a High Court judge have contributed-goes beyond understanding the price of delay in terms of lost time and money. Instead, it examines the effects of delay at multiple levels-individual, institutional, societal, and systemic-through critical data analyses. It also presents innovative use of cross-disciplinary methods to understand what causes delay, how its impact can be measured, and how its effects can be anticipated and avoided. Targeted systemic interventions are crucial to minimise the adverse impact of delays, so that justice is neither delayed nor frustrated, or, indeed, reduced to mere illusion!
