Acquisitions will be examined to determine if strategic sourcing is meeting the needs of the organization and alleviating redundancy in the acquisition process. The discussions will also look at how important internal customer requirements and external marketplace intelligence roles are in the strategic sourcing process. As a result of this project, the Army will better understand the areas that may need improvement and areas that have been working effectively. Specifically my goal was to determine the efficiency resulting from these often timely and intensive studies. To do this I first looked at several functional areas to include Army Depot level maintenance, Training and Professional Development, family housing or the Residential Communities Initiative, and the Logistics Civil Augmentation program. I then looked at specific installation A-76 studies for three installations, FT Belvoir, Virginia, Aberdeen Proving Grounds, Maryland, and Carlisle Barracks, Pennsylvania. My intent was to study a variety of different cases with different circumstances to include those in which the government operation presided and those in which a contract was awarded.The data gathered is actual data from public documents and numerous interviews with staff officials involved in the A-76 process.In addition I researched the congruent A-76 programs of the other Department of Defense services, the Navy, Air Force and Marines. This study is intended to serve as a comparative analysis to the U.S. Army program and provide a basis for comparison and evaluation of progress. I concluded that the in most cases, actual process of A-76 itself fostered efficiency either in the actual downsizing of government employees or in the increased efficiency of existing work forces due primarily to the detailed study of the work force and its work load. Staffs that did a good job in the A-76 study worked towards a leaner and more efficient staff focused on mission essential tasks. The end result, doing the essential elements of work required with the appropriate staff did save the government dollars with the added benefit of increased efficiency.

Book excerpt: Using contractors on the battlefield is risky, but the U.S. Army has relied on contractors on the battlefield throughout its history. Beginning with the Vietnam War, a variety of factors have led to growing dependence on contractors. Given the risks that contractors impose, is this increasing dependence appropriate? Throughout history, Army leaders have decried the risks associated with using contractors even as they continued to bring them to the battlefield to provide critical combat service support (CSS) activities. The Office of the Assistant Secretary of the Army for Manpower and Reserve Affairs (ASA [M AND RA]) was concerned that many parts of the Army may make decisions that affect the use of contractors on the battlefield without adequately considering the effects of their decisions on military readiness. ASA (M AND RA) asked the Arroyo Center to examine this issue and recommend improvements. This report identifies the major decisions that shape the Army's use of contractors on the battlefield. It explains the arguments that have shaped these decisions. Drawing on the Army's own approach to assessing risk, Army and other Department of Defense (DoD) documents, field interviews, literature by Army personnel about their own experiences with contractors in deployments, and a detailed case study of the largest contract supporting Army deployed forces at the time, the report offers a conceptual framework the Army could use to revisit these decisions. The framework should make the connection between these decisions and their sourcing consequences more visible and lead to Army sourcing decisions more nearly consistent with its strategic goals. The report focuses on a choice between contract and military sources, but the framework could easily be applied to a broad set of alternatives.

Historically, purchased goods and services have accounted for less than a third of an enterprise's budget, but today many enterprises spend more than two-thirds of their budgets on purchased goods and services. Book excerpt: "This paper presents an analytic framework that builds from previous work to yield the systematic and defendable readiness analysis that must underlie decisions ranging from budget allocation to force employment and even strategy development. To manage readiness, the Department of Defense must balance the supply and demand of deployable forces around the world. The readiness of an individual unit is the result of a series of time-intensive force generation processes that ultimately combine qualified people, working equipment, and unit training to produce military capabilities suitable for executing the defense strategy. While this discussion is a basic tenet of production theory, it had not been commonly applied to readiness management until recently. The important point here is that understanding how the readiness of military capabilities is generated provides the clearest picture of the current readiness status and whether that status is likely to change over time. Furthermore, it provides the best shot at identifying effective management policies to ensure that DOD can generate the capabilities that the Nation asks of it. This paper argues that traditional unit-level readiness metrics are useful as part of a larger readiness management construct, but by themselves they do not provide enough information to proactively manage strategically. This approach provides a clear explanation of the causes of readiness degradations and options for how to mitigate them that can be traced to precise resource investments"--Page 1.

Book excerpt: This text offers a practical approach for understanding the US Army's extremely complex global logistics system, widely acknowledged as one of the largest in the world. The focus is on inventory management policy where prescriptions are illuminated through the prism of an enterprise supply chain analysis. Although Army aviation logistics examples are emphasized throughout, the fundamental issues and potential solutions are broadly applicable to other large-scale military and industrial supply chains as well. Following a summary of recent trends for background and context, a multi-stage conceptual model of the logistics structure is presented to segment and guide the effort. This multi-stage model is used to systematically analyze major organizational components of the supply chain, diagnose structural disorders and prescribe solutions. Integration challenges are addressed using cost-benefit perspectives which incorporate supply chain objectives of efficiency, resilience, and effectiveness. The design and evaluation section proposes an "analytical architecture" consisting of four complementary modeling approaches, collectively referred to as "dynamic strategic logistics planning", to enable a coordinated, enterprise approach for Army Logistics Transformation. An organizational construct is presented for an "engine for innovation" to accelerate and sustain continual improvement for Army logistics and supply chain management - a "Center for Innovation in Logistics Systems". Finally, strategic management challenges associated with enterprise integration and transformational change are addressed: organizational design; management information and decision support systems; strategic alignment for a learning organization; and workforce considerations including human capital investment needs. The text concludes with a relevant historical vignette and closes with a summary of expected benefits.
