Book excerpt: This seminal work argues that the disastrous raid in Mogadishu in 1993, and America's resulting aversion to intervening in failed states, led to the Rwanda and Bosnia genocides and to the 9/11 attacks. Contrary to conventional wisdom, this book argues, it was not the 9/11 attacks that transformed the international security environment. Instead, it was "Somali Syndrome," an aversion to intervening in failed states that began in the wake of the1993 U.S./UN action in Somalia. The botched raid precipitated America's strategic retreat from its post-Cold War experiment at partnership with the UN in nation-building and peace enforcement and engendered U.S. paralysis in the face of genocide in Rwanda, Bosnia, and Darfur. The ensuing international security vacuum emboldened al-Qaeda to emerge and attack America and inaugurated our present era of intrastate conflict, mass killings, forced relocations, and international terrorism. As this even-handed treatment shows, the Somali crisis can be connected to seven key features of the emerging post-Cold War world security order. These include the fact that failed states are now the main source of world instability and that new wars are driven by racial, ethnic, and religious identity issues.

Bush Administration, and that there was a counterterrorism policy revolution in the U.S. political arena. Challenging these assumptions, through a genealogical analysis of U.S. terrorism and counterterrorism discourses, this book demonstrates a distinct continuity (and lack of change) of U.S. counterterrorism policy, from Ronald Reagan, to Bill Clinton, and through to George W. Bush. The book focuses on President Clinton’s discursive construction of ‘new terrorism’, or ‘catastrophic terrorism’, and the counterterrorism practices implemented by the Clinton Administration, while simultaneously comparing it with President Reagan’s and President George W. Bush’s approaches to counterterrorism. It shows how the war on terror can be traced to earlier periods, and that the so-called Bush revolution was largely built upon the existing framework established by President Reagan and President Clinton. Prior to the 2001 terrorist attacks, Clinton had expanded Reagan’s first ‘war on terrorism’ discourse and constructed the ‘new terrorism’ discourse, characterised by the notions of borderless threats, ‘home-grown’ terrorism, WMD-terrorism, cyberterrorism, and rogue states. Clinton’s ‘new terrorism’ discourse provided a useful framework for George W. Bush to discursively respond to the terrorist attacks on September 11th, 2001. Aiming to uncover the myth of President George W. Bush’s foreign policy revolution and contribute to a deeper historical understanding of the U.S.-led war on terror, it will be of great use to postgraduates and scholars of US foreign policy, security studies and terrorism studies.

Book excerpt: Since airlift was first used as a tool of national security during the Berlin Airlift, it has grown to deliver passengers, cargo, and fuel to operations worldwide in support of national security. However, Air Mobility Command is the single organization that performs for air mobility for the United States. Cm%Currently, the Air Force has structured Air Mobility Command for war, yet this command performs operations during times when the US is at peace. Air Mobility Command performs missions to support US military operations in hostile environments as well as humanitarian operations in non-hostile environments. The number of operations requiring mobility air forces has been on the rise since the Cold War ended 10 years ago. These steady-state operations seem to over task mobility air forces. This study centers on the question: Can Air Mobility Command's force structure, organized for two major-theater wars, fulfill that requirement and perform the steady-state operations in today's strategic environment? This study finds that Air Mobility Command's force structure cannot meet its requirements for two major-theater wars and that the current force structure is inefficient in meeting the requirements for steady-state operations. First, this thesis presents a primer to acclimate the reader to the complex environment and multifaceted requirements of mobility air forces. Next, this thesis examines Air Mobility Command's current force structure as determined by Department of Defense requirements for war. Then this thesis also describes the various types of missions that Air Mobility Command performs on a steady-state basis and evaluates the importance of these operations in fulfilling US National Security Strategy. Finally, this thesis recommends action that the Air Force and the Department of Defense should investigate in order to improve their air mobility capabilities in.

The focus on stochastic models in discrete time has two immediate benefits. First, the probabilistic machinery is simpler, and one can discuss right away some of the key problems in the theory of pricing and hedging of financial derivatives. Second, the paradigm of a complete financial market, where all derivatives admit a perfect hedge, becomes the exception rather than the rule. Thus, the need to confront the intrinsic risks arising from market incomleteness appears at a very early stage. The first part of the book contains a study of a simple one-period model, which also serves as a building block for later developments. Topics include the characterization of arbitrage-free markets, preferences on asset profiles, an introduction to equilibrium analysis, and monetary measures of financial risk. In the second part, the idea of dynamic hedging of contingent claims is developed in a multiperiod framework. Topics include martingale measures, pricing formulas for derivatives, American options, superhedging, and hedging strategies with minimal shortfall risk. This third revised and extended edition now contains more than one hundred exercises. It also includes new material on risk measures and the related issue of model uncertainty, in particular a new chapter on dynamic risk measures and new sections on robust utility maximization and on efficient hedging with convex risk measures.
