Book excerpt: The Persian Gulf Crisis has once again renewed debate concerning Strategic Sealift and management of the Nations Ready Reserve Force (RRF). Warfighting capabilities are directly tied to peacetime planning and management. As the peacetime manager of the RRF the Maritime Administration (Marad) has been held responsible for the poor condition of the Nations Strategic Sealift assets in general, and performance of the RRF during the Persian Gulf Crisis in particular. Although desired levels of readiness were not met during the surge phase of the operation, most other expectations of the RRF were met or exceeded during the buildup and sustainment phase. Furthermore, those identified areas of weakness were a direct of external constraints imposed upon Marad that prevented implementation of a sound management system. This paper presents a sound argument in defense of Marads performance as manager of the RRF which is reflected in the accomplishments of Sealift assets employed during the Crisis. However, a close review of the RRF vis-a-vis changing National Strategic and Military priorities supports moving managerial responsibilities to the DoD which is ultimately responsible for employment of these assets.

Also addressed are the revenue implications of the domestic and foreign scrapping of Reserve Fleet ships and the administration's maintenance and management practices with respect to the fleet's older, less-ready portion. We present matters for congressional consideration and recommendations whose aim is to ensure that the Reserve Fleet continues to be a viable sealift asset.

Book excerpt: Pursuant to a congressional request, GAO reviewed the National Defense Reserve Fleet's (NDRF) viability and the Maritime Administration's (MARAD) management of the fleet, focusing on: (1) the Reserve Fleet's changing character; (2) its contribution in deploying and sustaining U.S. troops during the Persian Gulf crisis; (3) the revenue implications of the domestic and foreign scrapping of Reserve Fleet ships; and (4) MARAD maintenance and management of the fleet's older, less ready vessels. GAO found: (1) during the 1980s, the Department of Defense spent over $7 billion to improve, increase, and expand government-owned or -controlled sealift assets; (2) during deployment to the Persian Gulf, Non-Ready Reserve Force (non-RRF) ships were not used to assist in the transportation of the 10 million tons of cargo because there would not be enough time to activate the ships, the ships' relatively small size, slow transit speeds, long off-loading times compared with other ships, and the ready availability of U.S. and foreign flag commercial ships; (3) legislation has been introduced that would require that all Reserve Fleet ships built prior to 1946 be scrapped domestically; however, under present scrap market conditions, domestic ship scrappers have bid much less than foreign firms because of various economic, environmental, and safety factors that result in higher costs to U.S. firms; and (4) MARAD cannot ensure that non-RRF ships can be relied on as viable sealift assets because of ineffective dehumidification systems, inadequately controlled spare parts, doubtful availability of sufficient crews, unavailable ship condition documentation, and lack of written criteria and procedures for ship disposal.

We conducted the workshop as part of a review to determine whether recent improvements to RRF are meeting defense needs. A separate report will be issued in response to this request. The workshop was designed to (1) discuss the impact of the declining U.S. commercial ocean-going merchant marine manpower pool on U.S. sealift capability, (2) identify impediments to timely crewing, and (3) discuss various crewing proposals. The workshop served as a forum for reaching consensus among government agencies, commercial ship managers, and organized maritime labor on various crewing concerns. Highlighted points that the workshop attendees agreed on included the following: The key to crewing RRF is maintaining a viable U.S. merchant marine industry. The current state of the U.S. maritime industry demands passage of reemployment rights for mariners who volunteer for RRF duty during a crisis; Some form of permanently assigned crews will help maintain a base of skills and experience to operate RRF ships; Cooperation among the groups involved with crewing RRF is needed to resolve many issues, such as improvement of the mariner database.

Book excerpt: This paper examines the estimated capability of the United States in the year 2000 to man U.S. controlled strategic sealift assets that would be required for an operation of the size, pace, and limited national mobilization used in Desert Shield and Desert Storm. The scope of this paper includes manning the ships held in reduced operating status (ROS) by the Military Sealift Command and the ships of the Ready Reserve Force (RRF) maintained by the Maritime Administration. Figures as of March 1991 for the activation and manning of ROS and RRF ships for Dessert Shield/Storm are used for estimates of manning requirements. The paper concludes that using the most optimistic case, it will be very difficult to man the projected ROS/RRF fleet with qualified mariners during the initial surge of deployment and the available manpower will provide at best 80% of the requirement on a sustained basis.

Early sealift capability, a vital component of the U.S. defense strategy has deteriorated. Progressively more expansive measures have been adapted in governmental efforts to build up a strong arsenal of assets capable of responding rapidly in the event of a contingency. This thesis looks at the components of the strategic sealift program, the National Defense Reserve Fleet, the Ready Reserve Force and, the newest measure, the ship Outporting Program. This program was implemented to alleviate congestion at the fleet anchorages, thereby reducing the ship activation and loadout times, ensuring rapid delivery of U.S. fighting force equipment overseas. This study culminates with the presentation of data that may be used to develop a model that will appraise the effectiveness of outporting a Ready Reserve Force ship.
