G. Bruce Doern and Jeffrey S. Kinder examine four labs whose mandates deal with the Alberta oil sands, environmental technologies, wildlife research, and mining and metals, respectively. The authors use these cases to explain why a better middle-level approach to analysis is needed for strategic public interest-centred government science. They illustrate the importance of understanding the variety, as well as the similarity, of federal science and technology labs and agencies, and of instituting policies that reflect this diversity. The growing importance of Related Science Activities (RSA) is also explored, as well as the core trade-offs between commercial and public goods science in their mandates and their internal capacities.

According to a widespread stereotype, scientists occupy an ivory tower, isolated from other parts of society. To some extent this is true, and the resulting freedom to pursue curiosity-driven research has made possible extraordinary scientific advances. The spinoffs of "pure" science, however, have also had powerful impacts on society, and the potential for future impacts is even greater. The public and many policymakers, as well as many researchers, have paid insufficient attention to the mechanisms for interchange between science and society that have developed since World War II. Ivory Bridges examines two such mechanisms: governmental science policy (often involving the participation of "scientist administrators") and scientists' voluntary public-interest associations. The examination of science policy is guided by the notion of "Jeffersonian science"—-defined as basic research on topics identified as being in the national interest. The book illustrates the concept with a historical case study of the Press-Carter Initiative of the late 1970s and proposes that a Jeffersonian approach would make a valuable addition to future science policy. The book also looks at the activities of citizen-scientists who have organized themselves to promote the welfare of society. It shows that their numerous and diverse organizations have made major contributions to the commonweal and that they have helped to prevent science from becoming either too subservient to government or too autonomous. An extensive appendix profiles a wide variety of these organizations.

Book excerpt: Since its discovery in 1610, Europa-one of Jupiter's four large moons-has been an object of interest to astronomers and planetary scientists. Much of this interest stems from observations made by NASA's Voyager and Galileo spacecraft and from Earth-based telescopes indicating that Europa's surface is quite young, with very little evidence of cratering, and made principally of water ice. More recently, theoretical models of the jovian system and Europa have suggested that tidal heating may have resulted in the existence of liquid water, and perhaps an ocean, beneath Europa's surface. NASA's ongoing Galileo mission has profoundly expanded our understanding of Europa and the dynamics of the jovian system, and may allow us to constrain theoretical models of Europa's subsurface structure. Meanwhile, since the time of the Voyagers, there has been a revolution in our understanding of the limits of life on Earth. Life has been detected thriving in environments previously thought to be untenable-around hydrothermal vent systems on the seafloor, deep underground in basaltic rocks, and within polar ice. Elsewhere in the solar system, including on Europa, environments thought to be compatible with life as we know it on Earth are now considered possible, or even probable. Spacecraft missions are being planned that may be capable of proving their existence. Against this background, the Space Studies Board charged its Committee on Planetary and Lunar Exploration (COMPLEX) to perform a comprehensive study to assess current knowledge about Europa, outline a strategy for future spacecraft missions to Europa, and identify opportunities for complementary Earth-based studies of Europa. Current forms of citizen engagement and community development, partly enabled through digital communication, have further enhanced the visibility and relevance of non-profit communication. These are performed by the civil society, which is 'the organized expression of the values and interests of society' (Castells, 2008) in the public sphere. Non-profit communication feeds the public sphere as 'the discursive processes in a complex network of persons, institutionalized associations and organizations,' whereas those 'discourses are a civilized way of disagreeing openly about essential matters of common concern' (Jensen, 2002). Despite the relevance in the public sphere, non-profit communication was never properly defined within communication research. The aim of the present book is to offer an overview and report on Strategic Communication for Non-Profit-Organisations and the Challenges and Alternative Approaches. Considering the assumption that a key principle of strategic communication is the achievement of organisational goals, the majority of research developed in the field has used business environments to develop theories, models, empirical insights and case studies. Here, we take a step towards new approaches centred on the concept of non-profit in various dimensions and from various perspectives, showing the diversity and complexity around this subject and at the same time the need of further theoretical and empirical work that provides frameworks and also tools for further understanding of the phenomena.
