Book Strategic Role of ICT in South African Public Service

Download or read book Strategic Role of ICT in South African Public Service written by John D. Otumile and published by . This book was released on 2010 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Information and Communications Technology has been accepted globally as an enabler of public and private sector businesses. This study argues that the correct positioning of a chief information officer (CIO) is vital to achieving effective service delivery. On the contrary, empirical evidence shows that CIOs in the South African public sector tend not to have the necessary influence to use ICTs strategically to change the plight of the millions of poor South Africans, through service delivery. Using Structuration Theory as a lens, the contribution of this study is towards improving the rigor with which we understand chief information officers and their place in the improvement of South African public service delivery.

Book National Strategies to Harness Information Technology

Download or read book National Strategies to Harness Information Technology written by Nagy K. Hanna and published by Springer Science & Business Media. This book was released on 2011-12-09 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ability to harness Information Communication Technologies (ICTs) is increasingly at the heart of competitiveness and sustainable growth. As countries engage in an increasingly competitive global economy, they are trying to weave ICT into their development strategies, in the same way enterprises have learned to use ICT to transform their business models and strategies. This integration offers a new path to development that is responsive to the challenges of our times. In National Strategies to Harness Information Technology, Nagy Hanna and Peter Knight provide a framework for assessing the opportunities, challenges, and prospects for “e-transformation” and for analyzing the options and innovations adopted to manage the e-transformation process. They ask hard questions: what does it take to harness ICT to transform an economy? Why some countries accelerate their development journey with ICT while others fail? How did successful countries balance the need for strategic leadership with bottom up innovation? Can countries reduce the risks of digital divide? What have been the roles of government and private sectors? What lessons can be learned for countries at different levels of development? Featuring contributions from country experts, the editors and authors provide in-depth case studies of ICT deployment in Singapore, Finland, the Philippines, and South Africa, and asses the progress of such efforts. The result is an essential resource for academic researchers, policy analysts, policymakers, and industry leaders interested in the role of ICT in national development, innovation, and economic growth. Book E Governance in European and South African Cities

Download or read book E Governance in European and South African Cities written by Leo van den Berg and published by Routledge. This book was released on 2017-11-28 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the late 1990s, city councils have become increasingly aware of the potential for information technologies (ICTs) to improve the management of cities and as an instrument for economic and social policy. This has resulted in a wave of urban ICT strategies and policies, such as the adoption of ICTs within the city administration itself, projects that facilitate access to ICTs by weaker social groups and policies to improve the urban electronic infrastructure. By comparing eight cities - Barcelona, Cape Town, Eindhoven, Johnnesburg, Manchester, Tampere, the Hague and Venice - this book examines a range of innovative urban e-governance strategies and develops a framework of analysis that permits a common approach. Throughout the book, a distinction is made between access policies (aimed at improving access to ICTs for all citizens), content policies (directed to improve the use of ICTs in the city administration and semi-public domains) and infrastructure policies (to improve the provision of broadband infrastructure). For each of the cities, e-strategies and policies are critically reviewed and compared. The book reveals that urban e-strategies have evolved from an internal and technology-centred orientation to a more outward-looking approach.

Available in PDF, EPUB and Kindle. Book excerpt: Integrating information and communication technologies (ICTs) into governance processes can greatly enhance the delivery of public services to all citizens. ICT integration will not only improve the performance of governance systems, it will also transform relationships amongst stakeholders, thereby influencing policymaking processes and regulatory frameworks. In the developing world, however, the potential of ICTs for effective governance remains largely unexplored and unexploited. This book presents the context, theory, and current thinking on the interaction between ICTs and local governance, particularly in Africa. It discusses the shift from OC governmentOCO to OC e-governance, OCO describes the role of local-level authorities, and presents the benefits and limitations of introducing ICTs in government operations. Case studies from Ghana, Senegal, South Africa, and Uganda describe local governance/ICTs projects executed by civil society organizations, academic institutions, and government authorities. Drawing from the findings in these case studies and from the introductory research and original conceptual framework, the book presents a series of conclusions and recommendation on the future of effective ICTs use for better governance and improved economic development at the local level. IT projects typically involve a substantial commitment of resources and funds; consequently, project failure can result in the loss of not just the funds invested, but also of the benefits that would have been realized by successful implementation. The delivery of IT projects on time and on budget is inadequate to measure value realization. This research analyzes five Strategic Alignment (SA) perspectives that affect organizational performance in an Australian public agency when implementing IT projects: Organization Strategy (S), Knowledge (K), Decision-making (DM), Enterprise Architecture (EA) and Public Value Plan (PVP).This book shows how public IT decision-makers can realize the benefits of IT investment by effectively employing SA perspectives in IT management.

How does policymaking occur in unstable political contexts, or in states under pressure? Has the democratisation of governing systems improved policy processes in Africa? How have recent transformations, such as technological proliferation in Africa, impacted public policy processes? What are the underlying challenges and potential policy paths for Africa going forward? The contributions examine an interplay of prevailing institutional, political, structural challenges and opportunities for policy effectiveness to discern striking commonalities and trajectories across different African states.
