Available in PDF, EPUB and Kindle. Book excerpt: The US shale boom and efforts by other countries to exploit their shale resources could reshape energy and environmental landscapes across the world. But how might those landscapes change? Will countries with significant physical reserves try to exploit them? Will they protect or harm local communities and the global climate? Will the benefits be shared or retained by powerful interests? And how will these decisions be made? The Shale Dilemma brings together experts working at the forefront of shale gas issues on four continents to explain how countries reach their decisions on shale development. Using a common analytical framework, the authors identify both local factors and transnational patterns in the decision-making process. Eight case studies reveal the trade-offs each country makes as it decides whether to pursue, delay, or block development. Those outcomes in turn reflect the nature of a country's political process and the power of interest groups on both sides of the issue. The contributors also ask whether the economic arguments made by the shale industry and its government supporters have overshadowed the concerns of local communities for information on the effects of shale operations, and for tax policies and regulations to ensure broad-based economic development and environmental protection. As an informative and even-handed account, The Shale Dilemma recommends practical steps to help countries reach better, more transparent, and more far-sighted decisions.

Book Reducing Onshore Natural Gas and Oil Exploration and Production Impacts Using a Broad Based Stakeholder Approach

Download or read book Reducing Onshore Natural Gas and Oil Exploration and Production Impacts Using a Broad Based Stakeholder Approach written by and published by . This book was released on 2011 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Never before has the reduction of oil and gas exploration and production impacts been as important as it is today for operators, regulators, non-governmental organizations and individual landowners. Collectively, these stakeholders are keenly interested in the potential benefits from implementing effective environmental impact reducing technologies and practices. This research project strived to gain input and insight from such a broad array of stakeholders in order to identify approaches with the potential to satisfy their diverse objectives. The research team examined three of the most vital issue categories facing onshore domestic production today: (1) surface damages including development in urbanized areas, (2) impacts to wildlife (specifically greater sage grouse), and (3) air pollution, including its potential contribution to global climate change. The result of the research project is a LINGO (Low Impact Natural Gas and Oil) handbook outlining approaches aimed at avoiding, minimizing, or mitigating environmental impacts. The handbook identifies technical solutions and approaches which can be implemented in a practical and feasible manner to simultaneously achieve a legitimate balance between environmental protection and fluid mineral development. It is anticipated that the results of this research will facilitate informed planning and decision making by management agencies as well as producers of oil and natural gas. In 2008, a supplemental task was added for the researchers to undertake a 'Basin Initiative Study' that examines undeveloped and/or underdeveloped oil and natural gas resources on a regional or geologic basin scope to stimulate more widespread awareness and development of domestic resources. Researchers assessed multi-state basins (or plays), exploring state initiatives, state-industry partnerships and developing strategies to increase U.S. oil and gas supplies while accomplishing regional economic and environmental goals.

Book Development of Unconventional Hydrocarbon Resources in the Appalachian Basin

Download or read book Development of Unconventional Hydrocarbon Resources in the Appalachian Basin written by Anne Linn and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Development of Unconventional Hydrocarbon Resources in the Appalachian Basin is the summary of a workshop convened by the National Research Council to examine the geology and unconventional hydrocarbon resources of the Appalachian Basin; technical methods for producing unconventional hydrocarbons and disposing of wastewater; the potential effects of production on the environment; relevant policies and regulations; and priorities for future scientific and engineering research. Workshop presentations by experts in the fields of geosciences and engineering examined the numerous geoscientific aspects of hydrocarbon development from unconventional resources, including natural gas, oil, and natural gas liquids. Shale gas is the fastest growing source of U.S. natural gas. Most of the oil and gas produced in the United States comes from conventional reservoirs in which hydrocarbons have accumulated in discrete structural or stratigraphic traps below relatively impermeable rock and above a well-defined hydrocarbon-water interface. However, a growing fraction comes from unconventional reservoirs - geographically extensive accumulations of hydrocarbons held in low-permeability rock with diffuse boundaries and no obvious traps or hydrocarbon-water contacts. In the Appalachian Basin, shale gas development is proceeding in Ohio, Pennsylvania, and West Virginia, while New York and Maryland have commissioned studies to assess potential impacts. Development of Unconventional Hydrocarbon Resources in the Appalachian Basin focuses on the main hydrocarbon-bearing geologic formations in and around the Appalachian Basin, including the Marcellus, Utica, and Devonian shales, and their estimated resources, current production levels, and projected output. This report examines the potential effects on surface water and groundwater quality and quantity; potential effects on landscapes, including soil and living organisms, and other environmental systems; and technical and engineering processes for exploration and production.

Book Twenty first Century Deindustrialization and Uneven Development in Appalachia

Download or read book Twenty first Century Deindustrialization and Uneven Development in Appalachia written by Katherine Custis Gerlaugh and published by . This book was released on 2017 with total page 215 pages. Available in PDF, EPUB and Kindle. Book excerpt: The causes and consequences of deindustrialization in the United States are myriad and have created a dire situation for millions of working class people as blue-collar jobs have mostly vanished. This reality has been particularly hard in places like Appalachia, where manufacturing and extraction were the largest, and often only, employers for most of the 20th Century. Especially for rural areas with little appeal for new markets, tourism often appears to be one way to attract people to the area to spend money, but it is unclear whether or not this strategy is helpful to local economies. In this study, I use three different levels of data to better understand the effects of uneven development in and across Appalachia and to interrogate the effects of deindustrialization and the rise of leisure and retail in the early 21st Century. First, I analyze county level data to consider differences in industry pay and employment in three Appalachian subregions, at three different county population levels, at three points in time. Next, I analyze individual level data to see if new residents to Appalachia have higher economic and occupational statuses than residents who moved within the region in the same time period while also considering economic differences by subregion. Finally, I analyzed individual survey data from rock climbers at the Red River Gorge to find out whether they spend money during their visits. Overall, I found that subregional differences associated with differences in rural and urban county concentrations within the Appalachian region were starker than the differences between the region as a whole versus the rest of the United States. I suggest that recreational tourism, though fine, is not an economic solution to the problems of Eastern Kentucky, but that rather support for innovative development strategies in those towns that investing in infrastructure may be the only way to help alleviate the long history of uneven development in the region.

Book Appalachia s Coal Mined Landscapes

Available in PDF, EPUB and Kindle. Book excerpt: This book collects and summarizes current scientific knowledge concerning coal-mined landscapes of the Appalachian region in eastern United States. Containing contributions from authors across disciplines, the book addresses topics relevant to the region’s coal-mining history and its future; its human communities; and the soils, waters, plants, wildlife, and human-use potentials of Appalachia’s coal-mined landscapes. The book provides a comprehensive overview of coal mining’s legacy in Appalachia, USA. It book describes the resources of the Appalachian coalfield, its lands and waters, and its human communities – as they have been left in the aftermath of intensive mining, drawing upon peer-reviewed science and other regional data to provide clear and objective descriptions. By understanding the Appalachian experience, officials and planners in other resource extraction- affected world regions can gain knowledge and perspectives that will aid their own efforts to plan and manage for environmental quality and for human welfare. Appalachia's Coal-Mined Landscapes: Resources and Communities in a New Energy Era will be of use to natural resource managers and scientists within Appalachia and in other world regions experiencing widespread mining, researchers with interest in the region’s disturbance legacy, and economic and community planners concerned with Appalachia’s future.

Book Applying social science to assess public interaction with shale gas

Download or read book Applying social science to assess public interaction with shale gas written by Matthew M. Strobl and published by RTI Press. This book was released on 2016-07-27 with total page 4 pages. Available in PDF, EPUB and Kindle. Book excerpt: We propose a research agenda for the application of social science methods to enhance the understanding of the public’s relationship with shale gas. We summarize the history of shale gas usage and the recent increase in its prominence as a source of energy, as well as some of the relevant policy and media issues which have been discussed. We identify questions for study regarding the public’s knowledge, attitudes, and behaviors (KABs) related to shale gas. An increased understanding of these KABs will help to clarify options for public policy and may identify other energy-related public perception issues requiring additional study. An example of a possible research direction we consider is the extent to which the public has grasped a link between the use of shale gas and the resulting personal environmental and economic costs or benefits. We discuss theoretical considerations that can inform a research agenda, including constructs from psychological and behavioral theory. We discuss next steps aimed at developing a research agenda that can help provide statistically reliable estimates as well as in-depth context of KABs about shale gas. We identify priorities as the field moves forward: transparency, evidence-based decision making, clear communication, and civic engagement.

Book The Appalachian Regional Commission

Download or read book The Appalachian Regional Commission written by Michael Bradshaw and published by University Press of Kentucky. This book was released on 2021-10-21 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: The images of poverty in Appalachia that John F. Kennedy used in his campaign for the presidency in 1960 shocked and disturbed many Americans. Five years later, President Lyndon Johnson and the U.S. Congress demonstrated their commitment to that neglected and exploited region with the creation of the Appalachian Regional Commission. In this insightful book, Michael Bradshaw explores the ARC's unique federal-state partnership and analyses in detail the contributions of the local development districts. But this work is more than an analysis of a government agency; it is, as Bradshaw notes, "a book about an attempt to change the human geography of a large region of the United States by means of public policy." Bradshaw offers important insights into the ARC's interactions with six administrations throughout its history. The Reagan years were especially challenging: during his eight years in office, Reagan left the ARC out of his budget entirely, but support from the state governors and Congress prevented closing of the Commission and maintained basic funding. The bottom line for an agency such as the ARC is whether it has made any difference in the lives of the people of Appalachia. Many would say their lives have been affected positively by the government funds that have been poured into the region, but many others continue to question the ways in which the ARC was established and operated. This is a book that should be read by any citizen who is interested in how to make government work effectively at all levels.
