Book excerpt: The primary purpose of this publication is to show how the principles and techniques of strategic and operational planning can be applied to the supply reduction side of our national effort to curb the trafficking of illicit drugs. An earlier version was published in 1991 which introduced campaign planning methodology as a means to help bridge the gap existing between the policy and strategy documents of higher echelons and the tactical plans developed at the field level. These campaign planning principles, formats, and examples of operational level techniques have been retained and updated for use as models for current interagency actions. This expanded edition provides a more detailed overview of the drug problem in the opening chapter and adds a new chapter devoted to strategy--what are the key ingredients and how is an effective strategy formulated? The United States is at a critical juncture in its campaign to eliminate the rampant drug problem. Past gains are in danger of being lost. Recent trends suggest a resurgence in illicit drug use and that younger and younger Americans are falling prey to the drug pusher.

Book excerpt: Drug overdose, driven largely by overdose related to the use of opioids, is now the leading cause of unintentional injury death in the United States. The ongoing opioid crisis lies at the intersection of two public health challenges: reducing the burden of suffering from pain and containing the rising toll of the harms that can arise from the use of opioid medications. Chronic pain and opioid use disorder both represent complex human conditions affecting millions of Americans and causing untold disability and loss of function. In the context of the growing opioid problem, the U.S. Food and Drug Administration (FDA) launched an Opioids Action Plan in early 2016. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.
