SM21 is a consortium of public and private, governmental and non governmental, academic, and other parties to develop and demonstrate emerging processes and technologies to expand the productive capacities of Southern California ports while balancing regional quality of life issues. The SM21 Joint Operational Concept Document (JOCD) introduced SM21 as a Joint Advanced Logistics Technology Demonstration (JALTD). This PMP further defines the JALTD and management of the 4 year program. The JALTD, managed as a modified DoD Advanced Concept Technology Demonstration (ACTD), will follow the basic guidance for development and execution of ACTD programs. The Joint Power Projection Support Platform (JPPSP) demonstration is the inland dual use component of the Agile Port System (APS) concept, developed by CSULB's Center for the Commercial Deployment of Transportation Technologies (CCDoTT).

Book excerpt: In the wake of the collapse of the Soviet Union and Warsaw Pact Threat and based on recent experience in Operations Desert Storm and Desert Shield, the U.S. Army is developing a strategic mobility plan (ASMP) to provide a comprehensive program for deploying its forces from the Continental U.S. to military contingencies worldwide. The ASMP proposes a program to deploy a tailorable Corps of up to five divisions; the lead brigade must be on the ground in 4 days and the lead division in 12 days. Two divisions (mechanized, armored or air assault) from CONUS must be deployed in 30 days and the entire Corps with its Support Command in 75 days. To support this requirement, the ASMP promotes shipbuilding and procurement programs, airlift construction (particularly the C- 17), afloat prepositioning of a heavy brigade and theater support equipment and supplies, containerization and documentation/automation initiatives, Ready Reserve Fleet improvements, and a number of improvements in ports, transportation infrastructure, and reserve component structure. But the ASMP fails to address the potentials of land based prepositioning. Prepositioning of divisional equipment at SPOEs, preplanned and predocumented for seaborne deployment and reconfiguring European POMCUS for deployment rather than local employment would expedite the deployment of forces by eliminating the fort-to- port phase of movement and provide a flexible responsive strategic asset for worldwide deployment and sustainment of future forces. Adding such an initiative to the ASMP would make the program comprehensive and enable it more easily to meet the ambitious timelines envisioned in the program. First, we have the opportunity to collaborate on the Agile Port System (APS) demonstration so that we may define the information technology requirements that will support the integration of the APS with the Joint Deployment Distribution Support Platform (JDDSP).
