Analysis and interrelationships among tradeoffs across eight fields are done to assist planners, designers and operators in systematically acquiring and developing defense weapon systems. Strategic issues represent relevant challenges and problems facing this community over the next few years, including appropriate pay-back tours from officers receiving master's degrees from the NPS. The study describes important issues in the form of questions that Navy leadership can do something positive about. The following summarizes several findings: (1) There is no clear point of contact representing and responsible for all HSI actions and policies; (2) There is an underutilized, existing infrastructure of Human Performance Centers (HPC) apparently unfunded beyond FY08; and (3) There is no attractive career path for HSI officers, i.e., graduating officer placement appears ad hoc, often in areas unrelated to the HSI field. Recommendations include using HPCs and modifying their mission to make use of current infrastructure, including providing career milestones for affected officers and civilians. In sum, decision makers can improve research, development, and performance of defense weapons systems by ensuring the survival and infusion of HSI skilled personnel into the core processes of defense acquisition.

The disconnect between people and technology has had society-wide consequences in the large-scale system accidents from major human error, such as those at Three Mile Island and in Chernobyl. The objective was to develop a coherent systems method to improve the integration of HSI domains to create sustainable systems while preserving system stakeholder preferences. This dissertation addresses these questions by accomplishing two things: 1) extracting the lessons learned from a historical analysis of the emergence of HSI both as a philosophy and as a Defense Department program, and 2) using those lessons to characterize and illustrate a technical approach to addressing HSI considerations early in an acquisition process. It is shown that the discourse on general systems that occurred over the latter half of the twentieth century, coupled with pressing organizational factors within the U.S. Army, were the principal forces that shaped and drove the emergence and formal recognition of HSI. As determined from this historical analysis, HSI involves the integration of the behavioral sciences, human factors engineering, and operations research to more broadly represent human considerations in early weapon system analyses and the products that evolve from these analyses. Inclusion of HSI in system analyses necessitates a holistic perspective of the performance and economic trade space formed by the synthesis of the HSI domains. As a result, individual domain interventions are considered in terms of tradeoff decisions. Ideally, the HSI trade space can be systematically explored by integrating Simon's research strategy, Kennedy and Jones' isoperformance approach, and coupling isoperformance with utility analysis through means such as physical programming. Although domain tradeoffs are a central element of HSI, very few studies illustrate the integration of the behavioral sciences and human factors engineering with the tools and methodologies of operations research. Accordingly, three case studies are presented: a preexisting opportunistic dataset of potential Air Force unmanned aircraft pilots, a prospective dataset of Army Soldiers in Basic Combat Training, and data derived from simulation of staffing and shift scheduling solutions using a biomathematical model. Lastly, guidelines for a New HSI method and future challenges are discussed.

Book excerpt: This research was conducted in response to a request by Chief of Naval Personnel and examined the Navy's Human Systems Integration billet structure, the work requirements of the 4600 (Human Systems Integration) coded billets and the work done by officers who had a 4600 subspecialty code. The research results support the hypothesis that the work requirements of the July 2007 data set of 4600P-coded billets (billets requiring graduate education in Human Systems Integration) was not properly representative of the Human Systems Integration competencies as developed through the Educational Skill Requirements; not all Navy Human Systems Integration work was identified by a 4600 subspecialty; and the 4600 billet structure did not allow sufficient career progression opportunities. Despite the focus on the defense acquisition process in the Human Systems Integration curriculum at Naval Postgraduate School, the billets did not reflect this priority. In order for Human Systems Integration to be a viable subspecialty requiring graduate education, relevant billets need to be identified in the Navy. The research recommends conducting an in depth needs analysis to better identify the Human Systems Integration work of the Navy by organization and subsequently leading to a better "fit" of officer category, designator, grade, education, and work experience.

The strategic human capital plan for the AW, which is currently in its third revision (see DoD, Acquisition, Technology, and Logistics, 2007), emphasizes several critical workforce issues: the eventual loss of retirement-eligible personnel and their knowledge, understanding the differences in the workforce generations (aging baby-boomers compared with Generations X and Y, for example), and coping with the increasing demand for workers educated in science and engineering. In 2006, the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics, Director of Human Capital Initiatives (OUSD(AT & L)/HCI)), asked RAND to analyze DoD AW data. RAND's findings for OUSD(AT & L/HCI) are presented in Gates er al. (2008). While that inquity was under way, the United States Navy asked RAND to under-take a complementary analyis focusing on the DoN's civilian AW. The DoN asked RAND to provide a descriptive overview of the DoN civilian AW and conduct preliminary analyses of data related to specific workforce management issues of retention, professional development, and leadership. This report summarizes what we learned about DoN's civilian AW and these workforce management issues.

FORCEnet is the operational construct and architectural framework for Naval Network Centric Warfare in the information age that integrates warriors, sensors, networks, command and control, platforms, and weapons into a distributed combat force. TW03 provided an integrated prototype capability for fleet evaluation and refinement of a supportable incremental delivery of FORCEnet capability. The Chat system was limited by the synchronous nature of the system that required constant attention to monitor communications, by the number of participants that could be accommodated and recognized, and by the time required for users to authorize, compose, and type messages. The connections between the fire control systems allowed users to share common situation awareness on tracks, targets, and fire schedules but were mediated by the GCCS-M position information, which could lag up to 15 minutes behind real-time. The utility of the links between the fire support systems were limited by the inability of one system to accommodate the same target designations from another system and by the lack of connection between systems. Situation awareness is a continuing process and the limitation of reliance on chat as a status indicator was highlighted when one shooter was not aware that he was supposed to be in position to provide fire support to shore. Chat technology was used extensively to transfer information among distributed teams. Confusions and missed messages were noted occasionally and were typically due to user interface design problems, ambiguous operating procedures, or technical incompatibilities between chat systems. Display configurations and workspace layouts were problematic and led to inefficiencies in the way that information was transferred within and between command centers.
