Book excerpt: Joseph Rothschild Book Prize Honorable Mention Strategic Frames analyzes minority policies in Estonia and Latvia following their independence from the Soviet Union. It weighs the powerful influence of both Europe and Russia on their policy choices, and how this intersected with the costs and benefits of policy changes for the politicians in each state. Prior to EU accession, policymakers were slow to adopt minority-friendly policies for ethnic Russians despite mandates from the European Union. These initiatives faced majority opposition, and politicians sought to maintain the status quo and their positions. As Jennie L. Schulze reveals, despite the credit given to the democratizing influence of European institutions, they have rarely produced significant policy changes alone, and then only when domestic constraints were low. Whenever domestic opposition was high, Russian frames were crucial for the passage of reforms. In these cases, Russia’s activism on behalf of Russian speakers reinforced European frames, providing powerful justifications for reform. Schulze’s attention to both the strategic framing and counter framing of external actors explains the controversies, delays, and suboptimal outcomes surrounding the passage of “conditional” amendments in both cases, as well as the local political climate postaccession. The delivery teams often ignore the ideas. Sometimes real conflict emerges. It feels like the other teams think differently in a deeply rooted way. Could differences in organisational culture be to blame? This dissertation examines the organisational culture perceived within BP's energy trading technology team known as Integrated Supply and Trading Digital Business (ISTDB). The focus is on the Strategy and Architecture team (S&A) who are responsible for assuring the long-term viability of technology delivered to the business by setting and enforcing technology standards with the technology delivery teams (Regional Businesses or RBs). S&A relies on influence and persuasion to build compliance with the standards as it does not have line management responsibility for the other teams. This research concludes the perception of organisational culture is different between S&A and the RBs, and that it is a cause of conflict. The research also identifies that perceived organisational culture in ISTDB technology team as a whole is non-cohesive and not well aligned with the BP business strategy.This is a suboptimal arrangement for value creation. The author recommends both short-term and long-term shifts in working practices to correct this imbalance. The changes include a new emphasis on communications, new personnel hiring procedures and cross-cultural awareness training.

Iran is a revisionist state that lacks overwhelming military and economic dominance in its near abroad, as such two pillars have emerged to support and export their strategic culture of resistance. These are Adaptive Resistance (pragmatism) and Designed Redundancy (deniability and insulation). These two themes of resistance provide content and structure to their strategic Influence campaigns, where “strategic Influence is the use of the elements of national power—diplomatic, military, economic, with and through information—to shape the information and operational environment in order to erode the will of the enemy…. This ‘new’ way of war is predicated on building narratives, activating identities, mobilizing proxies, and disorienting targets through the use of information in service of strategic goals.” Strategic influence is the way in which elements of the strategic culture of resistance are executed in Iran’s near abroad.
