Book excerpt: This study investigates the interfaces and integration between tax strategy and corporate strategy in the foreign direct investment (FDI) decision process of UK multinational firms. Drawing on the prior literature, it aims to develop a better understanding of: (i) the role of tax in the FDI decision making process; (ii) the stages at which tax issues are considered in the decision making; and (iii) the processes by which the FDI strategic decisions are made. Data were collected by means of a web- based survey using Survey Monkey. The FAME database served to provide the main sampling frame for the data collection. A total of 192 usable responses were obtained for data analysis. The relevance of taxation in the FDI strategic decision process has not generally been addressed in UK academic literature, so little is known about the processes by and stages at which FDI decisions vis-a-vis taxation are made. It is clear from the data analysis undertaken, for example, that tax is not a driving factor in strategic decisions, but one of many factors considered, and that multinationals do not take decisions based on tax criteria alone. The thesis can thus refute, for instance, popular perceptions that multinationals' behaviour makes exploitative use of tax avoidance schemes and devices, which is typically not supported by empirical evidence. The research findings suggest that tax strategy is part of corporate strategy in the FDI decision process. The findings show that tax incentives are not an important motive for FDI compared with other business-oriented motives, which play more important roles in the FDI decision making process. The study's findings add topical and original elements to the development of academic literature in this area and are also of practical significance.

In addition to identifying the market, cost, and other strategies that influenced the U.S. plant-investment decisions, the author analyzes managerial aspects of the plant-location decision-making process, describes specific location factors considered important by the executives interviewed, and points out salient recent trends in foreign direct investment in the United States. Divided into five parts, the volume begins by defining the objectives of the study and its research methodology. Part 2 examines management strategies, exploring the factors that influenced the investment decisions of the 20 companies in the study and delineating the operational strategies that guided manufacturing operations subsequent to plant start-ups. In Part 3, the author covers the plant location decision-making process, while Part 4 provides a company profile for each of the 20 foreign affiliates under study. The final section summarizes the research findings and presents the author's conclusions. In addition to comparing the present findings with previous work, the author also addresses the implications of his results for business executives, economic development professionals, and government policy makers.

Fierce competition for foreign direct investment (FDI) with rivals such as Slovakia and Czech Republic has dumped direct investment in the country in the recent years. Frequently changing governments, a network of disputable roads and inconsistent tax laws further contributed to a negative development of FDI in Poland (Cienski 2005). However last year’s empowerment of a “technocratic government” that replaces a “corruption-ridden” political class is the impetus for a new investor friendly policy. This positive development is underpinned by the victory of Lech Kaczynski in October’s (2005) presidential elections. Positioned centre-right Kaczynski is supposed to enhance Poland’s attractiveness for investors with reduced taxes and bureaucratic burdens and is to approach prospect investors with tailor made offers (Cienski 2005). A new corporate flat tax of 19%, Poland’s return to strong economic growth (5,4 % in 2004) and its membership in the European Union are just some factors that explain Poland’s attractiveness for investments from abroad (Earnest&Young 2005, p. 14). Wages are about a fifth of European average income (Spiro 2004) and labour productivity has risen significantly by 9,2 % in the past two years 2004 (PAIiIz 2005). This development puts the lid on a successful transition process from a socialist country with a centrally planned economy to a modern western democracy with a market-oriented economic system. This significant progress in transition is the basis for Poland’s appeal to foreign companies and is a key determinant in the decision for a direct investment (Figure 1; Mueschen 1998, p. 303).
