Book excerpt: This preface is being written at a time of exceptional public interest in the North Sea, following media head lines on toxic algal blooms, the mass mortality of common seals, and concern over pollution levels. These headlines may suggest that pollution of the North Sea is a recent event. This is not the case. Although no data are available (methods simply did not exist), it is safe to assume that emission (both into air and water) of heavy metals already started to increase in the 19th cen tury. The growth of cities and introduction of sewer sys tems led to the discharge of raw sewage and sewage sludge. The introduction of man-made (xenobiotic) organ ic chemicals and their subsequent emission into the North Sea commenced before the second world war. The shallower and coastal areas of the North Sea receive the highest concentrations of these pollutants. Not unexpectedly, these areas - some Norwegian fjords, the Dutch coast, the German Bight - show signs of ecosystem deterioration and eutrophication. A certain percentage of the pollutants does not remain in the North Sea but is "exported" to the Atlantic. The North Sea therefore con tributes to the global input of pollutants to the world's oceans. The major part of the pollutants accumulate in the North Sea and are incorporated in the bottom sediments. Although they are "out of sight", they should not be "out of mind".

Book excerpt: The main aim of this research is to develop a contextually appropriate approach for applying strategic environmental assessments (SEAs) in the Islamic Republic of Iran. SEA is identified as the primary mechanism for addressing the serious environmental problems faced by Iran. However, it appears contextual and cultural issues have affected the application and effectiveness of SEA in Iran. Accordingly, this research investigated how to better integrate cultural considerations into SEA by identifying and addressing an assessed gap existing in SEA theory and practice; that is, fully accounting for the influence of culture on SEA through the interaction of dimensions of context such as politics, power relations and religion that are, to a greater or lesser extent, rooted in culture. Accordingly, the thesis develops an analytical framework for examining the culture in which environmental assessment is being applied. In this regard, two approaches were used: first, a perspective of coherent culture, and second, that of integrated research. A qualitative, case study methodology was used and applied for the case of Iran. Discourse analysis was used to analyse the qualitative interview data, backed up by observations noted at the time of interview. Relevant policy and planning documents, legislation and religious texts were analysed to provide background information for the case of Iran. Four discourses around a contextually appropriate approach for applying SEA in Iran were identified and analysed: a) Enabling and capacity building within Iran for the effective application of an adopted Western style of SEA; b) Customising SEA to the context of Iran; c) Applying the Western and standardised model of SEA without any changes to either the Iranian governance system, nor SEA; d) Implementing Western SEA and adapting it to the context of Iran over time through experience. The analysis showed that three of the four forms (a, c and d) have been experienced, but were not sufficiently effective. The Iranian (Islamic) context suggested the application of the Islamisation of knowledge approach. Therefore, from my analysis and the interview findings, a customised approach (b) called ISEA (Islamic SEA), based on the dominant culture of Iran, was suggested. The compatibility of Islamic principles and SEA was then discussed and an initial draft ISEA approach proposed. The potential and limitations of this approach were then analysed. It was concluded that an ISEA approach is insufficient on its own, as it may leave open the possibility of creating a process that is overly influenced by the dominant political-religious culture. The analysis suggested the need to adapt SEA to the local context, but modification of governance to enable SEA would also be required. Accordingly, a modified culturisation approach was developed for improving and supporting a customised SEA approach. Finally, based on the theoretical findings of the research and the methodology used to explore the case of Iran, the analytical culturised framework was suggested for analysing the culture in which SEA is being applied.

However, SEA faces considerable difficulties before it becomes a widely accepted and enduring practice. The concepts of SEA and sustainability are complex. SEA has necessarily to deal with a variety of planning and decision-making contexts, and in addition there is a problem of integrating SEA with planning. This combination of factors makes the future role of SEA in environmental planning highly challenging. Literature on sustainability, environmental assessment, and planning suggests that application of sustainability-led and context-dependent principles for SEA can assist in the realization of goals of sustainability. Meanwhile, the effective integration of SEA and planning processes can serve as a means by which sustainability objectives, urban planning practice and SEA application might be addressed. Central to this integration are institutional arrangements which define the extent to which SEA can promote sustainability. This research has been designed to explore the opportunities offered by SEA to provide the degree of strategic connectivity required to strengthen the position of sustainability concerns in the formulation of policies and planning. In particular, it defines the requisite principles and institutional conditions for using SEA as a tool for facilitating sustainability in the context of urban planning in Chinese cities. The research employs a primary case study design, and multiple data and analytical methods which have involved surveys, key informant interviews, secondary data and direct observation.
