Using an analytical framework developed to capture the ‘politics of innovation’, the authors trace the history of the Plan from initiation to implementation, and then explain its development as seen from the perspectives of the EU institutions, member-states, industry, the research community and international technology markets. The concluding chapter discusses lessons and prospects for European low-carbon innovation towards 2030 and beyond. This report provides an in-depth analysis of the state-of-the-art and future challenges for energy technology-related materials and the needs for research activities to support the development of bioenergy technology both for the 2020 and the 2050 market horizons. It has been produced by independent and renowned European materials scientists and energy technology experts, drawn from academia, research institutes and industry, under the coordination the SET-Plan Information System (SETIS), which is managed by the Joint Research Centre (JRC) of the European Commission. The contents were presented and discussed at a dedicated hearing in which a wide pool of stakeholders participated, including representatives of the relevant technology platforms, industry associations and the Joint Programmes of the European Energy Research Associations.

Book excerpt: The goal of this analysis is to capture the effect of increasing research, development and demonstration (RD & D) efforts for a set of low-carbon power technologies on the development of the European energy sector. The report finds that an increase in research efforts on a global level, that for the EU are in line with the additional RD & D investments proposed in the context of the European Strategic Energy Technology Plan, will contribute to reducing the costs of currently less mature low-carbon technologies, and therefore accelerate their market entry. Following from the lower technology investment costs, the economic rate of return of the additional SETPlan investments in the EU would be positive, reaching around 15% for a time horizon between 2010 and 2030. The cumulative (discounted) benefit of the RD & D investments would be negative in early years before turning positive around the year 2020 and remaining so thereafter.

Book excerpt: With the European Strategic Energy Technology Plan (SET Plan) expiring in 2020, the EU needs to revisit its energy technology policy for the post-2020 horizon and to establish a policy framework that fosters the achievement of ambitious EU commitments for decarbonization by 2050. We discuss options for a post-2020 EU energy technology policy, taking account of uncertain technology developments and uncertain carbon prices. We propose a revised SET Plan that enables policy makers to be pro-active in pushing innovation in promising technologies, no matter what policy context will be realized in the future. In particular, we find that a revised SET Plan is needed to support EU market actors who face market failures with respect to financing innovation within a highly competitive global market for energy technologies. An extension of the current SET Plan and corresponding technology push policies is insufficient, as this does not allow policymakers to provide adequate support, especially in a policy context with low or zero carbon prices.
