Examining Russian Twiplomacy provides a deeper understanding of its function. This study contributes to our understanding of the use of social media as a tool for strategic communication. The concrete implementation of the Russian strategy and the adjustments to the changing situation should be evident from the study material. The analysis of frames offers the possibility of recognizing the intention of the communicators. That offers opportunities to counteract influence and to identify communication goals for further clarification and negotiation.

The weaponisation of social-media by Russia should be the subject of continuous in-depth analysis and monitoring by NATO’s command structures and its allies. This would require employing specialists with excellent Russian-language skills and the cultural awareness to be able to pick up on particular keywords, messages, historic links and interpretations. Similarly, it is important to measure the resonance and effectiveness of Russia’s propaganda activities in social media by using network analysis and testing the influence of different content on target audiences.It is important to ensure the pluralism of information, opinions and voices speaking on behalf of NATO, the ‘West’ and also on behalf of the Kremlin and Russia. Varied information about the same events results in the mutual reduction of the influence of different senders. The Allied governments and NATO have to empower non-government voices such as journalists, experts, social activists and reputable NGOs by providing them with timely information on issues of importance, ensuring active feedback loops and identifying new information-sharing platforms.Young audiences in the Allied countries and also in Russia may be internet-savvy but at the same time lack awareness of propaganda and other influencing techniques. Notwithstanding, all society members are susceptible to Russian propaganda as it resonates with their fears, needs and motivations. School education programmes on (digital) media literacy and social-awareness campaigns on the impact of propaganda on society should be introduced to mitigate the effects of hostile information campaigns, particularly online ones. Particular attention should be paid to the potential of manipulation with imagery as it is one of the most effective and widely used online propaganda methods.It appears that the online-journalist community (both professional and non-professional) also lacks awareness of propaganda and other influencing techniques at times, or does not devote enough effort to checking and analysing sources. Since the media still remains an authority in the eyes of most people, it can unintentionally amplify rumours and propaganda messages as content is shared. Closer cooperation with journalists as regards information is needed, by supplying them with materials and content based on facts, and organizing workshops on the significance of what they publish during particular information-war campaigns.A major component of combating internet trolls should be unmasking them and exposing their activities. Because, in this type of conflict, the volume of posts matters (even the most intelligent argumentation disappears in an abundance of less sophisticated, but more numerous messages on the part of the opponent), different institutions should activate internet users so that organized masses of troll posts could be opposed by organized groups of citizens aware of trolling. Combatting trolls should utilise two tactics: at the comment level, and exposing falsities. The first requires short, coherent, logical and, above all, numerous comments. It is important to block the propaganda effects of pluralistic ignorance, the spiral of silence and the bandwagon effect (see Section 3.3), which are inherent in the internet. The second level requires cooperation between internet users and researchers who are able to expose and compromise trolls. Trolls extensively employ personal attacks rather than argument, hence their comments often contain ‘hate speech’ (text that threatens, insults or attacks a person or group on the basis of national origin, ethnicity, race or religion). Whilst respecting freedom of speech, administrators of websites and social media portals should be more active in monitoring content for hate speech, and blocking and reporting it, as required by law.

Book excerpt: Description The project analyses the information activities of the Russian Federation performed against Ukraine from 1 April until 31 December 2014. Firstly, it examines and systematises the phenomenology of image building in the Russian media about Ukraine, its authorities, and its armed forces during the anti-terrorist operation in Eastern Ukraine. Then it gives an overview of the Russian information activities and their impact in Ukraine. Justification From December 2014 the Russian military has adopted a new doctrine that explicitly states that information superiority is essential to achieving victory on the physical battleground in the modern war.1 Therefore the Ukrainian case offers lessons that can potentially be applied to other NATO member states. For example, in many cases Russia actively accuses the Baltic States of the same matters as it accuses Ukraine in order to deliberately discredit these countries in the international arena (e.g. accusations of rehabilitation of Nazism etc). It is crucial for NATO to draw appropriate conclusions from the on-going conflict in Europe in order to further strengthen the unity of the alliance and avoid such conflict scenarios between Russia and NATO in the future. Objectives The objective of this research is to identify how the Russian media portrays the Ukrainian military and security structures, including the policies of the Kyiv government and their 'collaboration' with the West. The research group looks at how messages disseminated in the media attempt to construct attitudes and advocate behaviours in parallel to political and military events on the ground in Ukraine. Methods The study combines standardised content analysis (online news and social media) with interviews. During the course of two field trips to Ukraine (Kyiv and Eastern Ukraine) interviews were carried out with different media representatives, political and military experts, officials and politicians, as well as soldiers and officers of the Ukrainian defence forces that have actually been involved in the conflict in Donbass. Outcomes The media analysis executed for this report maps the various communicative strategies used in Russian information campaigns against the Ukrainian defence forces, and the interviews help to provide an assessment of their possible impact. Understanding the nature of Russian information warfare provides NATO, the Baltic States, and Europe in general with input that can improve the level of preparedness to respond to the challenges of 21st century warfare.

Apart from being used by individuals, it is also omnipresent in public sector organisations such as the armed forces. This book examines the opportunities and risks associated with social media in the context of the armed forces from an international, social scientific perspective. It discuses the impact of social media in the everyday life of military personnel and analyses the extent to which social media influences their performance, be it as a distraction or as a source of perceived appreciation. It particularly highlights the representation of masculinity and femininity in military social media channels, since the way gender is portrayed on social media has an effect on how future recruits and – at the other end of the military career spectrum – veterans feel they are approached. The book also focuses on the new form of follow-up discussion, which enables the armed forces to interact with the population. On social media, the armed forces are publicly presented, and this shapes the public’s opinions on them. Further, the armed forces can use debates as a monitoring tool of society's attitudes towards them or towards events that have an effect on society. Conversely, social media can lend a voice to military personnel, allowing them to be publicly heard. As discussions on social media can only be controlled to a limited extent, the context in which the armed forces are discussed alters their sphere of influence and potentially leads to a loss of control. An extreme example of this is the use of social media as a tool to strategically distribute misinformation in order to shape public opinion and threaten national security. Moreover, the use of social media to demoralise adversaries or to harm their credibility results in social media being considered a cyber weapon that affects politics and military activities.
