Book excerpt: This paper focuses on the United States' need to adapt its strategic communication strategy (themes, goals, and organization) in fighting the Global War on Terrorism - GWOT. While addressing the United States Army War College on 27 March 2006, former Defense Secretary Donald Rumsfeld said the country is faring poorly in its effort to counter ideological support for terrorism, in part because the government does not communicate effectively. "If were grading I would say we probably deserve a 'D' or a 'D-plus' as a country as to how well we're doing in the battle of ideas that's taking place in the world today." To support this position this paper first examines the radical ideology of our enemy plus the means and effectiveness with which that ideology is communicated. It then evaluates the strategic communication strategies employed by the Bush administration from September 11, 2001 through the end of 2006. Because we can learn from the past, it presents successful communication themes and strategies focusing on World War II and the early years of the Cold War. This paper concludes by offering recommended strategies our leaders should consider in order to win the 'battle of ideas'.

Book excerpt: As the battle against the Islamic State unfolds on the battleground and in cyberspace, the U.S. government has declared its commitment to disrupt-and ultimately defeat-the terrorist group. The Islamic State, also known as the Islamic State in Iraq and the Levant and ISIS, has become one of the most deadly and influential terrorist groups in the Middle East. Strategic communications cannot be underestimated. The unit tasked with countering the terrorist group's propaganda and recruitment efforts, the State Department's Center for Strategic Counterterrorism Communications (CSCC), has recently restructured to improve its efforts. This thesis examines the Center's mission, strategy, and communications to assess the efficacy of its efforts to counter the Islamic State terrorist group and degrade its ability to recruit foreign fighters. It analyzes the Islamic State and introduces the CSCC's successor, the Global Engagement Center. Finally, it offers research findings and provides recommendations for future consideration. Chapter II provides a brief history of the rise of the Islamic State, their use of propaganda, and their forms of recruitment. Chapter III provides an overview of the State Department's CSCC establishment, reviews its efforts aimed at countering the Islamic State's ability to recruit foreign fighters, and an examination of the effectiveness of these efforts. The conclusion ties the research together, draws overall conclusions, and explores other plausible recommended courses of action. The Islamic State has been able to recruit an unprecedented number of foreign fighters. Its lucrative recruiting efforts are possible due to its large footprint on the Internet. The Islamic State, its supporters, and its sympathizers use an array of social media outlets to disseminate propaganda via an elaborate strategic messaging campaign. Social media outlets allow the Islamic State to spread its powerful propaganda based on an extreme version of Sunni Islam, through this medium the Islamic State encourages the use of suicidal terrorism, insurgency, and guerrilla warfare tactics by millions of current and potential supporters.

This is difficult at best to implement at the strategic level, especially in the media environment and internet age. At the operational level, there is a lack of doctrine, policy, existence of "best practices" or indeed agreement on how defense support to public diplomacy should be done. This paper examines recent operational cases where military operations supported public diplomacy objectives to achieve U.S. desired outcomes. It will analyze key success factors for consideration by operational level commanders, and offer recommendations on supporting public diplomacy as an important enabling military capability.

Book excerpt: Islamist extremism is a political ideology related to the religion of Islam but it is not the same as the religion. The ideology propagates the idea that the West is inevitably hostile to Islam, an idea that can in turn serve to justify hatred of and violent struggle against the West. There is a traditional disinclination on the part of U.S. officials to view national security threats in ideological terms. This disinclination has been especially pronounced in the case of Islamist extremism because of the understandable concern about appearing to oppose a religion. Yet there are compelling national security reasons to recognize Islamist extremism as a serious problem, not least because of the dangers of jihadist terrorism, and to develop strategy and doctrine to counter the ideology. The most effective means to counter Islamist extremism is not through public diplomacy or strategic communications by U.S. officials. Rather it is through dialogue among Muslims. Americans interested in countering Islamist extremism face the question of how to organize efforts to stimulate and influence debates among Muslims. This is not a matter of 'messaging.' Rather, it is an operational challenge, which this doctrine paper can help meet.
