Book excerpt: This unique book applies Sir Julian Corbett's principles of maritime strategy to establish policy based upon an approach founded on the functions of the Navy. In order to properly balance the fleet and fulfill its roles in the 21st century, the Navy must apply the principles of maritime strategy laid forth by Corbett and reorganize its policy around the enduring functions of the Navy. This paper proposes that the Navy must redefine and re-aggregate its strategic concepts of power projection, sea control and forward presence around Corbett's principles of maritime strategy in planning its future fleet. The Navy's current approach is rooted within strategic traditions rather than the principles and constants of naval warfare, strategy and policy. To achieve success in the future the Navy must found its naval policy on its functions in consonance with the principles of maritime strategy. This paper compares current naval policy to previous policy against Corbett's principles and the functions of the Navy. It will demonstrate that an efficient and adaptable naval policy must be based on principles and functions rather than the Navy's strategic concepts. Since the early 1990s the balance of naval power has been re-directed to land warfare in recognition of an expeditionary security environment, a significant change from the monolithic anti-Soviet naval policy. Change is required due to the absence of the Soviet fleet threat. History and Corbett's principles demand that functions drive naval policy rather than strategic concepts founded upon an obsolete threat. Functions are less susceptible to the radical shifts of politically charged strategic tidal changes of administrations. A functional approach enables prioritization of capabilities and results in choices that minimize risk and allow the Navy to articulate its true requirements to serve the nation's interest. The principles of maritime strategy demonstrate that the Navy must re-organize its naval policy around the functions of the Navy in order to successfully incorporate a capabilities based approach to force planning. This paper provides a functional approach model based on the functions of the Navy and Corbett's principles of maritime strategy. Book excerpt: As U.S. strategy shifts (once again) to focus on great power competition, Strategy Shelved provides a valuable, analytic look back to the Cold War era by examining the rise and eventual fall of the U.S. Navy’s naval strategy system from the post–World War II era to 1994. Steven T. Wills draws some important conclusions that have relevance to the ongoing strategic debates of today. His analysis focuses on the 1970s and 1980s as a period when U.S. Navy strategic thought was rebuilt after a period of stagnation during the Vietnam conflict and its high water mark in the form of the 1980s’maritime strategy and its attendant six hundred –ship navy force structure. He traces the collapse of this earlier system by identifying several contributing factors: the provisions of the Goldwater Nichols Act of 1986, the aftermath of the First Gulf War of 1991, the early 1990s revolution in military affairs, and the changes to the Chief of Naval Operations staff in 1992 following the end of the Cold War. All of these conditions served to undermine the existing naval strategy system. The Goldwater Nichols Act subordinated the Navy to joint control with disastrous effects on the long-serving cohort of uniformed naval strategists. The first Gulf War validated Army and Air Force warfare concepts developed in the Cold War but not those of the Navy’s maritime strategy. The Navy executed its own revolution in military affairs during the Cold War through systems like AEGIS but did not get credit for those efforts. Finally, the changes in the Navy (OPNAV) staff in 1992 served to empower the budget arm of OPNAV at the expense of its strategists. These measures laid the groundwork for a thirty-year “strategy of means” where service budgets, a desire to preserve existing force structure, and lack of strategic vision hobbled not only the Navy, but also the Joint Force’s ability to create meaningful strategy to counter a rising China and a revanchist Russian threat. Wills concludes his analysis with an assessment of the return of naval strategy documents in 2007 and 2015 and speculates on the potential for success of current Navy strategies including the latest tri-service maritime strategy. His research makes extensive use of primary sources, oral histories, and navy documents to tell the story of how the U.S. Navy created both successful strategies and how a dedicated group of naval officers were intimately involved in their creation. It also explains how the Navy’s ability to create strategy, and even the process for training strategy writers, was seriously damaged in the post–Cold War era.

To that end, the work bridges the gap between the thinking of American naval officers and planners on the one hand and academic analyses of Navy strategy on the other hand. It also presents the trends in the use of naval force for foreign policy objectives and into strategy-making in the American policy context. Strategy is traditionally understood as the linkage of ends, ways, and means to achieve specific objectives, while the Department of Defense Dictionary of Military Terms narrows the definition to "A prudent idea or set of ideas for employing the instruments of national power in a synchronized and integrated fashion to achieve theater, national, and/or multinational objectives." OPNAV's task, however, is to formulate an organizational strategy that enables the Navy to support higher-level policy objectives. This type of strategy ideally should be framed by a conceptual analysis of the future security environment and U.S. defense policy. For OPNAV, Navy strategy is transformative in the sense that it offers a plan to create the Navy of tomorrow out of the Navy of today. The prospect of declining budgets and a changing geostrategic environment impose an urgent need for a more rigorous ends, ways, and means decision-making cycle when it comes to this Navy strategy. Over the next several years, the Navy faces the prospect of building fewer ships and airplanes than would be necessary to maintain current fleet size. Without a dramatic change in Congressional budgetary politics, the Navy will get smaller over the next quarter century. In order to ensure its continued ability to meet defense requirements, the Navy needs to connect its organizational strategy to austere budgetary realities as well as to the likelihood of accelerating global political, economic and military change. Without a robust attempt to improve its process of linking strategy to ends, ways and means, and by operationalizing policy priorities, the Navy increases the risk of catastrophic failure in war. Book excerpt: This book analyzes the development of the Asia-Pacific rebalance and its possible effects on United States naval strategy over the next several decades. The goal is to develop a better understanding of the Asian rebalance in order to improve future strategic choices governing the employment of the United States Navy in Asia. It argues that the Asia-Pacific rebalance and its effects continue to emphasize the importance of the U.S. Navy due to the increasing importance of U.S. economic, political and security interests regionally. In conjunction with increasing regional threats from China and North Korea, as well as non-traditional threats such as climate change or terrorism, the importance of U.S. naval presence and its interaction regionally will continue to be pivotal to future U.S. policy in the region. To accomplish this analysis it is necessary to describe the development of modern U.S. naval strategy, the historic involvement and role of the United States Navy in the Asia-Pacific and what the Navy has done substantively to integrate with the new strategy and how current policy choices can affect future U.S. naval objectives. Examining several different future scenarios and U.S. security policy goals in the Asia-Pacific, it will briefly look at costs and benefits of each situation with specific focus on the naval missions of conventional deterrence and the prevention of regional conflict as well as its impact on regional confidence building measures and the Navy's ability to assist in humanitarian disaster-relief operations. It concludes that the United States Navy can continue to adapt to the desired policy goals as set forth by the Asia-Pacific rebalance. It can achieve success through an increased prioritization of resources to the Asia-Pacific, increased political sustainability of U.S. naval forward presence in the region, and to develop a new U.S. maritime strategy that reflects new geo-strategic realities.

Book excerpt: Military intervention always has been and always will be an important part of foreign policy, a tool to further national interests and influence world events. Many scholars have tried to explain the intervention behavior of states in crises, conflicts, and wars. When and why do states intervene, and what are reasons for nonintervention? What conflicts and crises are more likely to call for intervention, and why? When is intervention successful? The explanations are manifold and include political, military, economic, social, environmental, domestic, and humanitarian factors. The theoretical literature covers a gamut of realist intentions, ranging from security, power, and national interests, as guides to state action; to emphasis on international trade and economics; and to domestic politics. Some argue for explanations based on idealistic aspirations, such as democracy and human rights. Many studies focus on a mix of different reasons. From this vast field, the author has selected international crises involving any form of U.S. activity in the years 1946-2006. Within these U.S. activities, the author distinguishes between crisis response with and without naval forces, as this study intends to advance the knowledge of the use of U.S. naval forces as a response to international crises and to contribute to a better understanding of when and how the U.S. Navy is deployed.
