Available in PDF, EPUB and Kindle. Book excerpt: From Iraq to Bosnia to North Korea, the first question in American foreign policy debates is increasingly: Can air power alone do the job? Robert A. Pape provides a systematic answer. Analyzing the results of over thirty air campaigns, including a detailed reconstruction of the Gulf War, he argues that the key to success is attacking the enemy's military strategy, not its economy, people, or leaders. Coercive air power can succeed, but not as cheaply as air enthusiasts would like to believe.Pape examines the air raids on Germany, Japan, Korea, Vietnam, and Iraq as well as those of Israel versus Egypt, providing details of bombing and governmental decision making. His detailed narratives of the strategic effectiveness of bombing range from the classical cases of World War II to an extraordinary reconstruction of airpower use in the Gulf War, based on recently declassified documents. In this now-classic work of the theory and practice of airpower and its political effects, Robert A. Pape helps military strategists and policy makers judge the purpose of various air strategies, and helps general readers understand the policy debates.

Book Command Of The Air

  • Author : General Giulio Douhet
  • Publisher : Pickle Partners Publishing
  • Release : 2014-08-15
  • ISBN : 1782898522
  • Pages : 620 pages

Download or read book Command Of The Air written by General Giulio Douhet and published by Pickle Partners Publishing. This book was released on 2014-08-15 with total page 620 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the pantheon of air power spokesmen, Giulio Douhet holds center stage. His writings, more often cited than perhaps actually read, appear as excerpts and aphorisms in the writings of numerous other air power spokesmen, advocates-and critics. Though a highly controversial figure, the very controversy that surrounds him offers to us a testimonial of the value and depth of his work, and the need for airmen today to become familiar with his thought. The progressive development of air power to the point where, today, it is more correct to refer to aerospace power has not outdated the notions of Douhet in the slightest In fact, in many ways, the kinds of technological capabilities that we enjoy as a global air power provider attest to the breadth of his vision. Douhet, together with Hugh “Boom” Trenchard of Great Britain and William “Billy” Mitchell of the United States, is justly recognized as one of the three great spokesmen of the early air power era. This reprint is offered in the spirit of continuing the dialogue that Douhet himself so perceptively began with the first edition of this book, published in 1921. Readers may well find much that they disagree with in this book, but also much that is of enduring value. The vital necessity of Douhet’s central vision-that command of the air is all important in modern warfare-has been proven throughout the history of wars in this century, from the fighting over the Somme to the air war over Kuwait and Iraq.

Book Attacking Terrorism

    Book Details:
  • Author : Audrey Kurth Cronin
  • Publisher : Georgetown University Press
  • Release : 2004-01-14
  • ISBN : 9781589012448
  • Pages : 332 pages

Download or read book Attacking Terrorism written by Audrey Kurth Cronin and published by Georgetown University Press. This book was released on 2004-01-14 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: The definition and understanding of "terrorism" is in a state of unprecedented evolution. No longer are acts of terrorism rare and far-flung. Following the horrendous attacks on the World Trade Center and the Pentagon, U.S. citizens have had their eyes opened to a new world where this nightmare stalks the daily news and is never far from consciousness. Attacking Terrorism brings together some of the world's finest experts, people who have made the study of this rising menace their life's work, to provide a comprehensive picture of the challenges and opportunities of the campaign against international terrorism. Part one, "The Nature of Terrorism," provides an overview and foundation for the current campaign, placing it within the political and historical context of previous threats and responses. Part two, "The Responses to Terrorism," looks at the range of policy instruments required in an effective strategy against terrorism. The contributors to this volume bring finely honed analyses and nuanced perspectives to the terrorist realities of the twenty-first century—history, analyses, and perspectives that have been too often oversimplified or myopic. They bring a new depth of understanding and myriad new dimensions to the crisis of terrorism. And they reach into aspects of counterterrorism that broaden our grasp on such important tools as diplomacy, intelligence and counterintelligence, psycho-political means, international law, criminal law enforcement, military force, foreign aid, and homeland security, showing not only how these tools are currently being employed but how often they are being underutilized as well. Attacking Terrorism demonstrates that there are no easy answers—and that the road toward victory will be long and arduous, frightening and dangerous—but as Audrey Kurth Cronin states in her introduction, "As the campaign against international terrorism unfolds, a crucial forward-looking process of strategic reassessment is under way in the United States, and this book is intended to be a part of it."

Destroying or incapacitating enemy military forces and attriting them into ineffectiveness is one means, but not the only means, of achieving warfare's objectives. Airmen have always envisioned going directly to the heart of an enemy. Modern air, space, and cyberspace power has come a long way toward realizing this vision. The combination of advanced systems with stealth and precision has made airpower a force to be reckoned with. Commanders now have the capability to directly affect an adversary's strategic center of gravity, helping to accelerate achievement of US national objectives.

Book Surprise Attack

    Book Details:
  • Author : Richard K. Betts
  • Publisher : Brookings Institution Press
  • Release : 2010-12-01
  • ISBN : 0815719477

Download or read book Surprise Attack written by Richard K. Betts and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 333 pages. Available in PDF, EPUB and Kindle. Book excerpt: Long before Germany's blitzkrieg swept the West, European leaders had received many signals of its imminence. Stalin, too, had abundant warning of German designs on Russia but believed that by avoiding "provocative" defensive measures he could avert the attack that finally came in June 1941. And the stories of the Japanese attack on Pearl Harbor, the Korean War, and three Arab-Israeli conflicts are replete with missed opportunities to react to unmistakable warnings. Richad K. Betts analyzes surprise attacks during the mid-twentieth century to illustrate his thesis: surprise attacks occur, not because intelligence services fail to warn, but because of the disbelief of political leaders. "Although the probability is low that the United States will fail to deter direct attack by the Soviet Union," Betts says, "the intensity of the threat warrants painstaking analysis of how to cope with it." His own investigation of the historical, psychological, political, diplomatic, and military aspects of his subject heightens understanding of why surprise attacks succeed and why victim nations fail to respond to warnings. In discussing current policy he focuses on the defense of Western Europe and applies the lessons of history to U.S. defense planning, offering detailed recommendations for changes in strategy. Obviously some of the potential dangers of military surprise cannot be prevented. The important thing, he emphasizes, is that "without forces that exceed requirements (the solution Moscow appears to have chosen), it is vital to ensure that what forces exist can be brought to bear when needed.

Book Strategic Attack

Download or read book Strategic Attack written by Jonathan J. Greene and published by . This book was released on 2004 with total page 186 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the new definition of strategic attack contained in Air Force Doctrine and seeks to uncover why it remains a fixture in American military operations despite the controversy regarding its efficacy. Since the advent of aircraft, airpower advocates have expounded on the idea of causing an enemy's collapse by circumventing fielded combat forces and directly striking political, economic, and industrial centers of gravity. When put to the test in World War II, Korea, and Vietnam, heavy bombers employing strategic attack with conventional weapons seemed to produce mixed results because of poor weapons accuracy, bomber vulnerability, and insufficient targets. Only the use of nuclear weapons appeared to prove the decisiveness of strategic attack. Thus, strategic attack is often associated with nuclear weapons, heavy bomber aircraft, and specific target sets. Moreover, since strategic attack flies in the face of traditional force-on-force warfare, many critics believe that overzealous Airmen attempting to dominate joint operations wildly exaggerate the efficacy of conventional strategic attack. To alleviate these misperceptions, the Air Force completely revised its Doctrine Document 2-1.2 Strategic Attack in September 2003. Using historical case studies, this paper tests the new definition and explains why strategic attack continues to appeal to high-level decision makers and military commanders. This paper asserts that the definition is valid, but could be improved if it excluded standard target sets. Additionally, strategic attack has lasting influence because it can: 1) provide an alternative option when a ground commitment is not feasible, 2) create disproportionate effects to the effort expended, and 3) directly affect enemy will without engaging enemy fielded forces. This paper recommends that strategic attack should be included in Joint Doctrine because it has been used in every conflict since the inception of airpower, will continue to be employed in the future, and is an effective combat option for the Joint Force Commander.

Book Air Power as a Coercive Instrument

Download or read book Air Power as a Coercive Instrument written by Daniel Byman and published by RAND Corporation. This book was released on 1999 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Coercion--the use of threatened force to induce an adversary to change its behavior--is a critical function of the U.S. military. U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater.

Book Strategic Power and National Security

Download or read book Strategic Power and National Security written by J. I. Coffey and published by University of Pittsburgh Pre. This book was released on 2010-11-23 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this closely reasoned and lucid analysis, an important thinker on American strategy surveys weapons technology and its military and political implications for the 1970s. J. I. Coffey refutes the argument that American national security requires "superior" strategic offensive forces or extensive air and missile defenses. In so doing he assesses in simple terms the various factors involved in this complex and difficult subject. While many books on strategy deal only with a single area or a particular weapons system, this work synthesizes technical and non-technical considerations across the whole range of national security issues affected by strategic power-war-fighting, deterrence, Communist behavior, alliance relationships, nuclear proliferation, and arms control. Its orderly and authoritative marshaling of tabulated data, its citations from Department of Defense documents and congressional hearings, and its classifications of the alternative options which strategy makers can now pursue, are all invaluable to both the student of national security and the professional strategist.
