Book excerpt: In order to analyze Brazil's recent accumulation of capital in the light of its continued dependence, Peter Evans focuses on the relationships among multinational corporations, local private entrepreneurs, and state-owned enterprises that have developed in Brazil over the last decade. He argues that while relations among the three kinds of capital continue to be contradictory, a triple alliance has been formed that provides the social structural basis for the pattern of local industrialization that has emerged. The author begins with a review of the theories of imperialism and dependency in the third world. Placing the Brazilian experience of the last twenty years in its historical context, he traces the country's evolution from the period of "classic dependence" at the turn of the century to the current stage of "dependent development." In conclusion, Professor Evans discusses the implications of the Brazilian model for other third world countries. Examining the nature of the triple alliance as it is manifested in such industries as pharmaceuticals, textiles, and petrochemicals, the author reveals the complex differentiation of the groups' roles in industrialization and lays bare the grounds for their collaboration and their conflict. He consequently shows how the differing interests, power, and capabilities of the three groups have combined to produce a system promoting industrialization that benefits the elite partnership but excludes the larger population from the rewards of growth.

Failure to substantially improve U.S. relations with Brazil will cause its leaders to seek more advantageous relationships elsewhere -- to the detriment of the United States.

Book excerpt: Getúlio Dornelles Vargas established his dictatorship in Brazil in 1937, and from 1938 through 1940 American diplomats and military planners were preoccupied with the possibility that Brazil might ally herself with Nazi Germany. Such an alliance would have made fortress America vulnerable and closed the South Atlantic to Allied shipping. Fortunately for America, Brazil eventually joined the Allies and American engineers turned Northeast Brazil into a vast springboard for supplies for the war fronts. Frank D. McCann has used previously inaccessible Brazilian archival material to discuss the events during the Vargas regime which brought about a close alliance between Brazil and the United States and resulted in Brazil's economic, political, and military dependence on her powerful North American ally. He shows that until 1940 the drive for closer union came largely from Brazil, which wanted to offset the shifting alliances of the Spanish-speaking countries and escape from British economic domination. American interest in Brazil increased during the 1930's as the U.S. turned to Latin America to recoup losses in foreign trade and as Washington began to fear that Nazism and Fascism would spread to South America. By 1940 the nature of Brazil's relationship with the United States made it impossible for Brazil to remain neutral. Frank McCann's analysis of Brazil's decision to join the Allies affords a view of the diplomatic uses of economic and military aid, which became a feature of diplomacy in the postwar years. It also provides insights into the military's influence on foreign policy, and into the functioning of Vargas' Estado Nôvo. Originally published in 1974. Book excerpt: This monograph analyzes Brazilian grand strategy under President Luiz Inácio Lula da Sil a. During Lula's nearly 8 years in office, he has pursued a multipronged grand strategy aimed at hastening the transition from unipolarity and Western economic hegemony to a multipolar order in which international rules, norms, and institutions are more favorable to Brazilian interests. Lula has done so by emphasizing three diplomatic strategies: soft balancing against the United States, building coalitions to magnify Brazilian negotiating power, and seeking to position Brazil as the leader of a more united South America. This strategy has successfully raised Brazil's profile and increased its diplomatic flexibility, but it has also exposed the country to four potent strategic dilemmas that could complicate or undermine its ascent. First, issues like poor infrastructure, rampant crime, and excessive taxation and regulation of the economy may impede Brazil from attaining the strong economic growth and social cohesion necessary to sustain such an ambitious strategic project. Second, in dealing with South America, the Brazilian political class has not reconciled its desire for regional leadership with its unwillingness to share power or economic benefits with its neighbors. As a result, many of these countries perceive Brazil's diplomacy to be domineering and its trade policies to be narrowly self-interested, and they have thus refused to support Lula's bid for regional preeminence. Third, at the global level, the long-term cohesion and effectiveness of Lula's various diplomatic partnerships is open to question. Fourth, while Lula has maintained good relations with Washington, his grand strategy unavoidably entails a growing risk of conflict over issues like Iran, trade policy, and the U.S. diplomatic and military role in Latin America. Looking ahead, the efficacy of Brazilian grand strategy-and its consequences for U.S. interests-will be contingent on how Lula's successors address these dilemmas.

They have moved to the center in their policies, done little to change the elitist political culture of the past, and have engaged in "politics as usual" in executive-legislative relations, leading to allegations of corruption. Under these conditions, democracy in Brazil remains an enigma. Why do countries capable of "going nuclear" choose not to? Brazil, which gained notoriety for developing a nuclear program and then backtracking into adherence to the nonproliferation regime, offers a fascinating window into the complex politics surrounding nuclear energy and American interference. Since the beginning of the nuclear age, author Carlo Patti writes, Brazil has tried to cooperate with other countries in order to master nuclear fuel cycle technology, but international limitations have constrained the country's approach. Brazil had the start of a nuclear program in the 1950s, which led to the United States interfering in agreements between Brazil and other countries with advanced nuclear industries, such as France and West Germany. These international constraints, especially those imposed by the United States, partly explain the country's decision to create a secret nuclear program in 1978 and to cooperate with other countries outside the Nuclear Non-Proliferation Treaty [NPT] regime, such as Argentina and China. Yet, in 1998, Brazil chose to adhere to the Nuclear Non-Proliferation Treaty it so actively opposed only three decades prior, although the country still critiques the unfair nature of the treaty. Patti draws on recent declassified primary sources collected during years of research in public and private archives in eight different countries, as well as interviews with former presidents, diplomats, and scientists, to show how US nonproliferation policies deeply affected Brazil's decisions. Assessing the domestic and international factors that informed the evolution of Brazil's nuclear diplomacy, Brazil in the Global Nuclear Order, 1945-2018 also discusses what it means with respect to Brazil's future political goals.
