Although the Air Force had planned to conserve the aircraft's remaining useful life by flying fewer hours and limiting the weight of cargo carried, Operation Desert Shield/Storm caused the Air Force to abandon its plan. During the Operation, the C-141's flying hours almost doubled its planned peacetime program, raising concern over accelerated wear to the aging aircraft. At the request of the Chairman of the Subcommittee on Projection Forces and Regional Defense, Senate Committee on Armed Services, GAO assessed the performance of the C-141 during Operation Desert Shield/Storm, its structural problems, and planned Air Force C-141 service life extension programs. The C-141 is the oldest airlifter in the Command's aircraft fleet in terms of average age. It was first introduced into the Air Force inventory in the mid-1960s. As of June 1992, there were 265 C-141s in the Command's inventory, and almost all had reached their originally designed service life of 30,000 flying hours. In 1984, the Air Force initiated a program to extend the C-141's service life to 45,000 hours. The C- 141 performed well in Operation Desert Shield/Storm. However, the aircraft has experienced serious technical and structural problems, and the ongoing service life extension program--to 45,000 hours--has been and continues to be delayed because of technical problems and higher funding priorities.

Book excerpt: The United States has emerged as the sole superpower. Recognizing the dramatic change in the international environment, the U.S. has adopted a national security strategy of engagement. As such, the U.S. relies on the civilian and military strategic airlift assets of the National Airlift Fleet to influence world events. However, due to changed force structures, cut-backs, and dwindling resources, the U.S. does not possess enough airlift assets to accomplish national goals and objectives. Hence, this paper asks, "In order to meet current and future airlift requirements of the United States, does the Air Force need to procure and field a commercial off-the-shelf (COTS) cargo aircraft?" The post Cold War strategic environment and the National Security Strategy of engagement dramatically increased the nation's commitments around the world, thus requiring reevaluation of the National Airlift Policy. The United States military currently does not posses the strategic airlift capability required by the Unified Command Plans. The procurement of 120 C-l7s to replace 266 rapidly aging C-l41s adds increased capability, due to the C-17's ability to carry outsized cargo and operate in and out of small austere locations, but at reduced flexibility due to the reduced number of airframes available to the National Command Authority. Book excerpt: The Military Aircraft Command's (MAC) C-141 fleet presently is operated under an arrangement whereby each squadron is manned by both active duty and reserve personnel on an approximately 55% active to 45% reservist basis. This Note compares the cost of operating these C-141 squadrons under the present arrangement with the cost of a wholly reservist operation. It was found that when the costs of the present combined operation are calculated with the usual cost factors for C-141 squadrons there appears to be a potential to save one-third of the annual cost per squadron by transferring the C-141s to the Air Reserve Forces (ARF). However, the relatively high cost of the present C-141 operation, which stems largely from its high peacetime flying rate, would not be reduced by a transfer to the ARF. As a result, the potential savings of a transfer shrinks to 15%, and become negligible when the cost of providing peacetime airlift service by other means is added back in. The author emphasizes that when another cargo aircraft is acquired that can adopt the peacetime missions of the C-141s at comparable cost, these side-effects of the C-141 active/ARF comparison will disappear. Book excerpt: Pursuant to a congressional request, GAO reviewed the Department of Defense's (DOD) strategic airlift capabilities, focusing on whether DOD aircraft, such as the C-5 and C-141, are being used effectively to ensure their availability for wartime missions. GAO found that: (1) it is important to find ways to deploy fewer strategic aircraft in peacetime to ensure their availability for wartime; (2) in response to C-141 flight restrictions, the Air Mobility Command (AMC) has temporarily expanded the use of commercial and tanker aircraft for regularly scheduled cargo and passenger missions; (3) AMC plans to upgrade its strategic airlift simulator capability, which will allow it to reduce in-aircraft training; (4) AMC could continue to use commercial and tanker aircraft to fly scheduled missions that do not require the unique capabilities of the C-141; (5) AMC could make maximum use of the upgraded simulators by transferring more of the air refueling and local proficiency training from the C-5 and C-141; and (6) AMC could institute a companion trainer aircraft program for the C-5 and C-141 that would involve flying smaller, less costly aircraft and would be similar to programs the Air Force and AMC have for tanker aircraft.
