La risposta sembrerebbe essere no. Questo poiché già la decisione di avviare un’impresa è strategia. Si può poi avere una strategia non esplicita. Può essere esplicita, ma non chiara. Si può avere una strategia esplicita ma non condivisa. Si può elaborare una strategia flessibile, che si adatta ai mutamenti di ambiente esterno. In tutte queste situazioni una strategia c’è. Ma la strategia è il frutto di un complesso processo circolare che si caratterizza per tre momenti. Solo uno di questi è rappresentato dalla formulazione della strategia. Ed è proprio questo il tema affrontato e approfondito dal libro. Alla base vi è la convinzione che é molto difficile gestire un’azienda senza avere definito ed esplicitato una strategia; così come vi è la convinzione che uno strumento come il controllo di gestione possa diventare addirittura pericoloso se non è "legato" alla strategia. La strategia è come un viaggio per affrontare il quale è fondamentale aver fissato una meta, per poter poi scegliere di conseguenza tempi, mezzi e risorse. L’analisi degli autori si svolge descrivendo gli strumenti utili alla formulazione della strategia (come ad esempio la Road Map) e presentando quelli che sono ritenuti i principali contributi alla base della letteratura classica sull’argomento: I. Ansoff, K. Andrews e la Harvard Business School (M. Porter e R. Kaplan), H. Mintzberg, R. Normann e, nell’affollata Scuola di Economia Aziendale Italiana, V. Coda.
