Book excerpt: Notre recherche vise à apprécier l'avantage que constitue la localisation pour une entreprise multinationale désireuse d'investir sur un territoire étranger. La stratégie de localisation est abordée à travers deux oppositions : agglomération versus dispersion et ancrage territorial versus nomadisme. Nous proposons un cadre théorique en interprétant la logique de la localisation à travers l'approche par les ressources et en caractérisant l'influence des acteurs du territoires d'implantation par l'intégration des travaux liés au concept de proximité. Les hypothèses de la recherche sont alors posées. Nous délimitons le champ de la recherche à un seul acteur, celui des technologies de l'information et de la communication (TIC), et à un seul pays, la France. Les données proviennent de la base constituée par l'Agence Française pour les Investissements Internationaux. Les principaux résultats de la recherche sont les suivants. La tendance à la concentration spatiale de l'investissement étranger est confirmée et nous conduit à identifier les principaux clusters TIC en France. L'enquête par questionnaire soumise aux directeurs de filiales étrangères nous permet de caractériser la dimension territoriale des stratégies de localisation. L'analyse qualitative réalisée sur quatre terrains (la technopole de Sophia-Antipolis, le "pays" d'Aix e-en-Provence, l'agglomération grenobloise et la technopole de Rennes Atalante) traduit l'influence du contexte institutionnel en local, le poids de la dimension relationnelle, l'existence d'un effet de pesanteur historique et la nécessaire prise en compte de la nature de la relation hiérarchique entre la maison-mère et la filiale étrangère

Book excerpt: Durant le XXe siècle, les questions de localisation des entreprises dans les pays occidentaux ont connu de grands bouleversements des méthodes et thèmes d'analyse, au croisement de la science régionale, de l'économie spatiale et de l'économie industrielle. A l'origine de ces changements, il y a bien sûr des mutations techniques et technologiques, mais aussi économiques et sociales. De plus en plus d'entreprises apparaissent " footloose ", c'est-à-dire à localisation souple. Les facteurs de localisation dits traditionnels semblent avoir peu à peu perdu de leur importance au profit d'un ensemble de nouvelles caractéristiques. L'attractivité des territoires apparaît donc à présent comme un enjeu majeur des politiques économiques car ce sont eux qui doivent séduire les entreprises, que ce soit par des mesures en faveur des entreprises en quête de localisation ou du tissu économique local déjà existant. Ces évolutions nous conduisent à nous pencher sur le cas de l'attractivité de la Région Provence-Alpes-Côte d'Azur.

Building on the literature in economics and geography, this book demonstrates that product innovation clusters spatially in regions which provide concentrations of the knowledge needed for the commercialization process. The book develops a conceptual model which links the location of new product innovations to the sources of these knowledge inputs. The geographic concentration of this knowledge fonns a technological infrastructure which promotes infonnation transfers, and lowers the risks and the costs of engaging in innovative activity. Empirical estimation confinns that the location of product innovation is related to the underlying technological infrastructure, and that the location of the knowledge inputs are mutually reinforcing in defining a region's competitive advantage. The book concludes by considering the policy implications of these fmdings for both private finns and state governments. This work is intended for academics, policy practitioners and students in the fields of innovation and technological change, geography and regional science, and economic development.
